Questions and Answers #1 from

Solicitation Number FA460021R0007

Question 1: Whether companies from Outside USA can apply for this? (like, from India or Canada)

Government Response: In order to be considered for award, a company must meet the definition of a Small Business (see FAR 52.219-28 that references 13 CFR Part 121) and also must meet the requirements to be considered a small disadvantaged business (SDB) concern as defined in 13 CFR 124.1001 since this is a SDB set-aside. In addition, an amendment is being posted to clarify this is a “small disadvantaged business (SDB)” set-aside instead of a small disabled business which was stated incorrectly.

Question 2: Whether we need to come over there (to Offutt AFB) for meetings?

Government Response: Once the IDIQ is awarded, the Contractor and the Government will determine the need and frequency for meetings, which can be accomplished through teleconferencing set up by the Contractor.

Question 3: Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)

Government Response: Since this acquisition is for Amazon Web Services credits, which is considered a commercial item, this response also ties back to question #1 that indicates a company proposing on this acquisition must be a small disadvantaged business (SDB) concern based on applicable regulation definitions.

Question 4: Can we submit the proposals via email?

Government Response: Per the Combo Synopsis Solicitation page 4: Proposals shall be submitted via email to patricia.abel@us.af.mil and stacy.mazurek@us.af.mil .

Question 5: Is this contract opportunity available for SDB (Small Disadvantage Business)?

Government Response: Reference page ‘1 of 4’ of the Amended Combo Synopsis and the Descriptions/Specifications/Statement of Work Section on ‘page 4 of 58’ in the Amended Solicitation which states, "THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER the Small Business (SB) Set-Aside of Small Disadvantaged Business (SDB)." An amendment is being posted to clarify this is a “small disadvantaged business (SDB)” set-aside instead of a small disabled business set-aside which was a typo.
