Questions and Answers (1)

Note: Contractor questions are in black font. Government responses are in red font.

1. Are there any special/unique insurance requirements due to using equipment provided? Refer to the Performance Work Statement (PWS), 2.7.2.7. The contractor is responsible for any damage to government property. The contractor may decide how to insure itself for property damage.

2. Would our company have the opportunity to provide/use our own equipment? The contractor may provide its own equipment. See PWS 4.3.3. Any contractor provided equipment may be subject to search.

3. Confirm, there are 17 pieces of equipment arriving 15 Jan 2021 and another 14 pieces 1 Oct

2021. For a total of 31 pieces of equipment at the contractor’s disposal. Is it the intent or understanding by the Government that the contractor will need to staff all pieces when called or is it up to the contractor to decide what types and how many are needed for each event?

The original 17 pieces of equipment (table C2 of the PWS) will be discontinued. Expect to

Table C2 equipment to be available for this winter season and Table C1 for next winter season. The contractor is not required to use all the provided equipment. The contractor is responsible for determining when and what pieces of equipment to use during each Snow and

Ice event. PWS, Appendiz C is updated to clarify the equipment availability.

4. The bid documents indicate that the contractor is billing/bidding in days. Is the contractor billing for an entire day even if there is only a handful of hours worked for an event? Or if the contractor is on site for 28 hours, is the contractor billing for 2 days? A minimum of three hours must be worked in 24 hour period to bill for the day. This has been added to the PWS, section 4.6.

5. The contractor is required to be staffed on site three hours prior to a scheduled snow event. If the snow event gets miss forecasted and the contractor is not required to do snow removal, is it still a billable day? Yes, as long as a minimum of three hours are incurred (see PWS 4.5).

6. The liquid ice melt shows that it is provided by the government and it shows that salt and sand is to be provided by the contractor. I believe it also states that the contractor has to have prior approval before using salt and sand. When will the contractor be required to use salt and sand. Is the government providing storage for the salt and sand? Sand and salt

CANNOT be used on any of the Airfield Pavements. It may only be used in the parking lots.

The contractor may use it whenever the contractor determines it necessary. The Government intends to acquire storage devices and liquid de-icer to be stored on site. If the equipment that the government provides spreads, it is allowed to pass through the secured area to apply the product inside and outside of secured area? The government has not identified the storage location, but it anticipate it will be inside the Nose Dock. This would be considered outside the Controlled Area. De-icer can be used anywhere.

8. Outside of the secured area, is the contractor responsible to provide it’s own equipment? Or can the government equipment be used outside the secured area? The contractor may use the government equipment anywhere on the installation during the performance of the contract.

However, It is recommended that the Oshkosh equipment in Table C1 of the PWS only be utilized on airfield pavements, not city streets due to its width.

9. Is there any snow that is required to be hauled off site to a location that the contractor is required to provide? All haul activity will be done within the confines of the Air Park.

Areas will be identified during Pre-Con with the aid of LAA. The Contractor is not required to provide a location to accept hauled snow.

18. In the event that the provided equipment is not in working order and unavailable to use, how does that effect the time line of the contractor being required to be completed 3 hours after the end of the snow fall? If the equipment becomes unavailable or inoperable for contractor use due to government delays, the contractor shall continue to provide the service utilizing the equipment that is available to the maximum extent practicable while the inoperable equipment is being repaired. If the equipment becomes unavailable due to contractor negligence or abuse, the contractor shall not be relieved of the timeline requirements. This has been added to PWS para 3.6.
