All questions will be answered and posted in this format on a weekly basis to FBO.

RFI # Question Answer 1 Submission Requirements, Section H indicates that responders are to submit copies of project performance evaluations. Each project evaluation typically consists of 3 to 4 pages. Do the project performance evaluations count against the 50 page response limit?

No. The project performance evaluations do not count against the 50 page response limit. All past performance evaluations are to be included at the end of Section H and clearly identified as such to preclude from being included in the 50 page response limit.

2 Can an Engineering firm submit as prime as long as the team consists of all the required disciplines?

Yes. An Engineering firm can submit as prime as long as the team consists of all the required disciplines.

3 Submission requirements for CRITERION 3, PAST

PERFORMANCE:

b) If not a federal contract, provide any performance evaluation that was completed by the facility of the firm that was awarded the contract.

Is there a required template format for this non-federal performance evaluation that you would like submissions to be submitted in?

No. There is no required template format required for this. A Point of Contact for the performance evaluation is required, however, not a required format.

4 In regards to your Additional Submission Requirements. You state that all interested firms shall submit credentials for both the Primary Firm and for Key Consultants of all the information pertinent to the selection criteria. Can you please clarify “Key Consultants”? For example, would this be a Civil Engineer or an Environmental Engineer?

To avoid confusion this statement has been deleted. Submit what is required for each Selection Criteria.

5 a. “A firm will be considered "Highly Qualified" when a firm can provide six (6) design projects that were executed within the past five (5) years, representing similar type of work as noted above. A/E firm shall highlight this work in their presentation and detail how their project would be relevant to this solicitation. Include very specific descriptions with experience in security issues and force protection. “ We have A&E personnel that have this pre‐requisite experience.

Therefore would this collective experience be adequate to meet the Highly Qualified (HQ) category?

b. if we dedicate an office to be in immediate proximity to the Offutt AFB in Bellevue, Nebraska 68113 for all assigned personnel will that enable us to also meet the HQ category for location?

a. Carefully read section F and G instructions. This tells exactly how to submit the information. These projects should represent the proposed team's experience. Section G will indicate which key personnel were involved in those projects.

b. See Synopsis which states:

(e) Criterion 5, Location: The current physical address for the primary A-E firm home office location along with any sub-contractors that the A-E firm intends to utilize as part of their team (architectural, mechanical, electrical, civil and Structural engineers) will be considered for this criterion.

Only current addresses will be considered.
