USSTRATCOM Turnstile Maintenance

Q & A

In reference to the site visit on April 19, 2016 for the USSTRATCOM Turnstile Maintenance requirement (Solicitation # FA4600-16-T-0003), we have received the four questions below. The government response immediately follows each question.

Question 1. Will USSTRATCOM be implementing a new lock system, to replace the chain system, when a unit is inoperable?

Government Response: Currently when a unit is inoperable, it is chained until the repair is accomplished. At this time USSTRATCOM is not implementing or anticipating a change to this method.

Question 2. Para. 1.3.2.2. of the Performance Work Statement (PWS) states “The total anticipated number of routine calls is twelve per year”. Does this number refer to twelve call total for all sixteen units or twelve calls per unit per year?

Government Response: Para. 1.3.2.2. of the PWS has been updated to state “The total anticipated number of routine calls is twenty-five (25) per year”. This is not per unit, it is total anticipated. An updated PWS will be posted on FBO.

Question 3. Who provides maintenance/service on the key pads?

Government Response: The key pads are how users gain entry through the turnstile gates into and out of restricted areas. Currently TYCO and ADT have the contracts that service the turnstile key pads. They are in the process of updating the keypads.

Question 4. Is the $200 part threshold in the PWS per part or per repair event?

Government Response: As reflected in PWS Para. 1.3.6. which states "The contractor shall be responsible for the procurement and costs of each specific component/part that is less than or equal to $200.00", the amount is "per part" and not "per event".
