PERFORMANCE WORK STATEMENT (PWS)
FOR
UNINTERRUPTIBLE POWER SUPPLY (UPS) SYSTEM
MAINTENANCE AND REPAIR
FA4600-16-R-0004
OFFUTT AIR FORCE BASE
NEBRASKA
1. Introduction: Clean reliable power is critical to mission accomplishment. High quality power is obtained from uninterruptible power supply (UPS) systems. These systems must be maintained at the highest level possible to insure mission success.
2. Scope: Provide all parts, tools, software, manuals, and labor required to maintain and repair facility UPS systems within various buildings on Offutt AFB and at a remote site in Elkhorn, NE. An UPS system is comprised of modules, synchronization modules, static transfer switches, batteries, and battery breakers. UPS systems will be acquired (added) and retired (descoped off contract) during the contract period by contract modification.
3. General Requirements:
3.1 Service technicians will not be granted unescorted access to secure areas within USSTRATCOM. The COR or personnel from where the UPS system is located shall escort the technicians. Laptops are permitted when necessary for repair, but stringent security requirements must be met. Cameras, infrared cameras, and cell phones are not permitted within the facility.
3.2. Preventative Maintenance:
3.2.1. Provide qualified technicians to perform semiannual preventative maintenance (PM). The intent of this maintenance is to proactively identify and then replace suspect parts to maintain the UPS system in an unimpaired operating condition at the highest possible reliability.
3.2.2. Schedule the PM during normal business hours (7:30 am – 4:30 pm), Monday – Friday. Semiannual preventative maintenance shall be completed prior to 1 May for the Spring PM and prior to 15 November for the Fall PM.
3.2.3. Inspect all components of the UPS system.
3.2.4. Perform all manufacturers’ recommended maintenance. This includes routine replacement of capacitors at the manufacturer’s recommended schedule.
3.2.5. Replace air filters with commercial quality high efficiency air filters. Residential grade air filters will be rejected.
3.2.6. Identify then schedule replacement of parts that exhibit any unusual electrical or physical characteristics. Since this contract includes all parts, the Contractor shall not provide a quote for recommended parts replacement.
3.3. Repair:
3.3.1. Provide a service report to the Contracting Officer’s Representative (COR) within 10 business days for each PM or repair. The report shall include location, date, reason for visit, result of visit, and actions performed. For repair include the date/time service was requested, and when the repair was completed.
3.3.2. Routine repairs correct problems that do not affect the UPS system output. They include failures that cause the UPS system to lose redundancy. Respond within 3 business days and perform the repair by no more than 3 site visits. Routine repairs shall be scheduled during normal business hours.
3.3.3. Emergency repairs occur when an UPS system is unable to provide clean reliable power. Provide a continuously manned emergency contact number 24 hours a day 7 days a week. A qualified UPS technician shall be actively repairing the UPS system within 4 hours of notification.
3.3.4 All repairs for Building 522 UPS A and UPS B shall be treated as emergency repairs.
3.3.5. Assist the Government in obtaining warranty repairs from the manufacturer.
3.4. Parts:
3.4.1. Some parts within the UPS contain proprietary software only replaceable by manufacturer's service technicians. In the event these parts fail, the Contractor shall obtain original equipment manufacturer (OEM) repair service.
3.4.2. The Contractor is responsible for delivery and disposal of parts. The Contractor will be onsite at time of delivery or pickup. The Government will not be responsible for physical receipt or disposal. The Government will assist in coordination of delivery.
3.5. Batteries:
3.5.1 The Contractor shall replace up to 20 batteries total in all UPS systems combined in any individual contract year (1 October – 30 September). Batteries that have any physical or electrical abnormality compared to others in the same string shall be replaced.
3.5.2 Additional batteries or strings of batteries, if needed will be provided by contract modification.
3.5.3 Batteries shall be recycled in accordance with federal, state, and local laws. Batteries shall be received and physically moved by the Contractor at time of delivery.
4. Future Requirements: During the life of the contract, the USSTRATCOM headquarters, Bldg. 500 is scheduled to move into a new building (C2F) currently under construction. The scope of work to be accomplished under this contract may decrease/descope as individual UPS support is no longer required. The CLIN structure of the contract includes a Government populated value for Future Unknown Tasks (Labor) CLINs. These values will be utilized for new requirements, within scope, that are not identified at award for both the current USSTRATCOM building and 55th Wing. A Performance Work Statement will be submitted along with a Request for Proposal for each new effort.
5. Service Summary: The service summary indicates the performance objectives and performance thresholds required by the government in Contractor’s performance.
