Industry Questions/Comments Request for Proposal (RFP) FA4600-16-R-0004 UPS Maintenance & Repair Support Question & Answers from draft RFP posting on 1 April 2016

1. Question: I downloaded all of the attachments. Is there a PWS, and an Equipment List, with UPS make, model, kVa and the battery make, model, quantity, date codes by building?

Answer: Yes, The Performance Work Statement (PWS) and equipment list can be found on pages 57 of 123 through 63 of 123 within the draft RFP FA4600-16-R-0004.

Example -- PWS paragraph 6, page 63 of 123 under Location – BLDG 501 U108 has two (2) strings of 240 batteries (2-240) by manufacturer Enersys for a total of 480 batteries.

2. Question: Are the wet-cell batteries part of the "20 batteries" that the contractor will be responsible to replace throughout any contract year?

Answer: No, PWS paragraph 3.5.1 has been changed to read The Contractor shall replace up to 20 valve regulated lead acid (VRLA) batteries total in all UPS systems combined in any individual contract year. Batteries that have any physical or electrical abnormalities compared with others in the same string shall be replaced. The Government will be responsible for individual wet cell batteries at the Building 301 Lower Level UPS.

3. Question: Request that formal RFP be issued to require OEM service delivery.

Answer: No, PWS Sections 3.3 and 3.4 remain unchanged. USSTRATCOM and 55th Wing decided mission needs could be met by independent UPS service providers and not requiring exclusive Original Equipment Manufacturer (OEM) service delivery.

4. Question: Is the Government seeking Original Equipment Manufacturer (OEM) trained and certified technicians? OEMs do not train and or certify third party UPS service technicians.

Answer: Technicians do not need OEM training. Technicians must meet security requirements established by Offutt AFB for access to the base.

5. Question: Will the prime contractor require a facility clearance requirement?

Answer: There are no requirements for a security clearance.
