Chapter 1

1 INTRODUCTION

1.1 BACKGROUND

The United States Strategic Command (USSTRATCOM) will transition to a facility currently under construction. The Comprehensive Interior Design (CID) (Attachment 1) calls for approximately 15,000 individual items, of approx. 400 item types to be purchased and installed.

1.2 CONTRACT INTENT

The intent of the contract is not only to furnish the new facility, but to do so with professional project management, high quality, flexibility, and adaptability. Program management and quality are directly addressed in the content of this PWS. Flexibility and adaptability will be achieved in the nature of this contract. All items of work will be pre-priced; task orders will be released for combinations of these items matching the space requirement and timing of a ‘wave’. Waves will be worked in series or parallel until the facility is completely furnished. After the successful furnishing of the new facility, the contract will shift into Furnishings Support. When a mission requirement requires furnishing alteration, the Contractor will provide labor and materials to execute the alteration.

1.3 CONTRACT STYLE

The structure of this contract is adapted from construction contracts. The PWS is analogous to a construction project's 'Combined Project Manual', the submittal process and supporting software is built for construction projects, and the CID represents the plans and specifications of construction. (CDRL

A003) The above is mentioned to plainly identify the source of potential terminology confusion and the identify bias towards construction terminology.

1.4 PLACE OF PERFORMANCE

The primary location for contract performance is the B1000 complex, which includes: B1000, 1001, 1002, 1003, and 1011. The secondary location for contract performance is the B500 complex, which includes: B500, B501, B522, B515, 510, 591, and B597. USSTRATCOM has interests at other locations on Offutt AFB; contract performance will extend to these locations when required.

1.5 SUBMITTAL ACTIVITY

Submittals are controlled communication and coordination with the Government (Owner). The process ensures that nothing is installed that is not approved by the Government (Owner), and documents when submittals are approved and by whom. If an item or layout is not approved, the Submittal process documents the reasoning for disapproval.

This process is applied to this C2F FFO contract in that the required submittals are spread throughout the

PWS sections. PWS section 2.2 governs all submittal activities and provides broad direction that applies to all required submittals called for elsewhere in the contract. PWS section 3.4 identifies the required submittals for each ‘General Furnishings’ item.

‘General Furnishings’ is to be interpreted as anything other than ‘Systems Furniture’, as the submittals for

Systems Furniture are directed in PWS Sections 6.2 and 6.3.

For material/item type submittal activity, only applicable submittals are to be provided. Not every submittal identified in 3.4 or 6.2/6.3 apply to a given item.

Chapter 2

2 GENERAL REQUIREMENTS

2.1 Contract Structure

The scope of this contract is broken down into two distinct categories: Furnishings Fit-out, and

Furnishings support. Due to transition schedule, it is possible to be in FFO stage in parts of the facility and support stage in others within the duration of this contract.

2.1.1 Furnishings Fit-out (FFO)

The contract will initiate in the FFO stage. In this stage, the Government and Contractor will partner to finalize space layouts (see Sections and 2.6, 3.4.2, and 6.2.1). The final space layouts will be packaged into smaller, prioritized, sub-sections, called waves.

The Government reserves the right to change the quantity of line items and/or timing of each wave between solicitation/award and the issuance of the delivery order for said wave based on the requirements of PMO/Transition and the space occupants. The Contractor shall incorporate all changes into their project execution.

The FFO stage will be complete for a delivery order when all spaces requiring furnishings are successfully completed per the Contractor Quality Control Plan (QCP) (see Chapter 7).

2.1.2 Furnishings Support

USSTRATCOM requires support for furnishings break/fix (trouble ticket) and furnishings alteration projects. The Contractor will perform these duties in addition to the warranty work as described in

Sections 3.10 and 6.5.

2.1.2.1 Furnishings Break/fix

The Contractor will provide labor to repair/restore furnishings to full functionality within two hours of report by the COR of an issue on days where a furniture crew is on-site due to a furnishings alteration project. When the Contractor is not on-site, repair shall be made within five business days. The

Contractor shall provide the COR with written explanation of why the above restoration time cannot be achieved prior to expiration, as required, per trouble ticket.

To minimize inoperable time to the user, the Government will issue a task order for break/fix support, or use the GPC, based on the pre-pricing for hourly labor established on the Product/Item list, when the project enters the Furnishings Support stage. The Contractor will document the number of manhours spent on each issue and submit to the COR.

All trouble ticket work will be repaired via item warranty until the expiration thereof.

2.1.2.2 Furnishings Alteration Projects

In general, the execution of a future project will require the same work items identified in this PWS as the

FFO stage.

The Contractor will provide design services, procurement/logistical support, and furnishing installation for each project.

2.1.2.3 WAREHOUSE MANAGEMENT

The Contractor will be responsible for maintaining an accurate inventory of all furnishings items in

USSTRATCOM warehouses (Room D2.106 – See Section 3.5). Inventories show all components required to assemble furnishings and all individual items. The level of detail, or resolution, of the inventory shall match that of the bill-of-materials that purchased the items. The Contractor will provide the inventory to the COR on a monthly basis and as requested. (CDRL A002)

The Government may be required to add/remove items from the warehouse on their own. Should this circumstance occur the Government will be responsible for accurately reporting additions or removals to the Contractor; the Contractor shall incorporate the changes in the inventory.

2.1.2.4 REUSE ITEMS

The Contractor will be responsible for moving and installing USSTRATCOM’s existing furniture items into the new facility. The primary location of existing furnishings is B500; however, other locations on

Offutt AFB are also possible. The Government will identify the scope of the reuse efforts and a task order will be issued.

2.2 Submittals (CDRL A003)

The Government will leverage the application ProjNet-SubmittalRegister provisioned by the National

Institute of Building Sciences (NIBS). The Government will purchase and provide this application for

Contractor use on this contract. All submittals to the Government will be sent via this system. When submitting a physical sample (or anything that cannot be submitted electronically), electronic documentation of the submittal will be placed into the application along with a photo of the sample. NIBS will set up the SubmittalRegister application as directed by the Government and provide training to the

Contractor.

The Contactor will enter all required submittals into ProjNet at the start of the contract and the

Government will verify that all required submittals are covered. The Government and Contractor will work together to establish a shared understanding of the submittal process and required submittals.

The Contractor is responsible for total management of his work including approval, scheduling, control, and certification of all submittals. The Contractor's submittal process shall be a complete system to provide verification to the Government that the quality of materials, equipment and workmanship provided by manufacturers, fabricators, suppliers and subcontractors meet CID specifications. The

Contractor shall review each submittal for contract compliance. This review is based on the PWS and

CID drawings and specifications. Submittals that comply will be forwarded to the Government. No procurement or installation activities are to be performed until required approvals of applicable submittals have been made.

The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.

Units of weights and measures used on all submittals are to be the same as those used in the PWS and

CID.

A notation shall be made on each shop drawing submitted as to the item's specific use, either by the particular type number reference in the CID; or in the PWS: by a reference to the applicable paragraph of the PWS, or by a description of its specific location.

Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.

Contractor shall internally check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Proposed deviations from the contract requirements are to be clearly identified.

Include within submittals items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports;

samples; O&M manuals (including parts list); certifications; warranties; and other such required submittals.

Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

2.2.1 Deviations

Shop drawings shall represent the equipment and material requirements as specified herein and in the

CID. Where shop drawings deviate from the specifications or drawings, the Contractor shall inform the

Contracting Officer in writing and clearly indicate the deviations and the reasons therefore. Such deviations shall be evaluated and, if accepted, will be processed as a modification to the contract. The contract PWS and CID shall govern over shop drawings, even though approved by the Government, where the Contractor has not identified a deviation to the Contracting Officer. In such cases, the

Contractor will be required to comply with the contract specifications and drawings at no additional cost to the Government.

2.2.2 Variations

Variations from contract requirements require Government approval and will be considered where advantageous to Government.

2.2.2.1 Considering Variations

Discussion with Contracting Officer prior to submission, after consulting with the COR, will help ensure functional and quality requirements are met and minimize rejections and re-submittals. When contemplating a variation which results in lower cost, specifically mention the potential savings in the transmittal letter.

Specifically point out variations from contract requirements in transmittal letters. Failure to point out deviations may result in the Government requiring rejection and removal/replacement of such items at no additional cost to the Government.

2.2.2.2 Proposing Variations

When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to Government. If lower cost is a benefit, also include an estimate of the cost savings. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.

2.2.3 Submittal Register and Requirements

ProjNet SubmittalRegister will be used as the submittal register.

Prepare and maintain submittal register, as the work progresses. Maintain a submittal register for the project in accordance with Chapter 7 Fit-out Quality Control.

2.2.3.1 Submittals for Government Approval

Submit each required submittal, which is in the form of a drawing, as one (1) soft copy prints of the drawing. Drawing prints are to be either blue or black line permanent-type prints on a white background or blueprint and shall be sufficiently clear and suitable for making legible copies.

Hard copy submittals are to be submitted when requested by the CO or COR. Copies are to be hand delivered, directly to the CO and/or COR as requested by the Government.

Catalog cuts and other descriptive data which have more than one model, size, or type or which shows optional equipment must be clearly marked to show the model, size, or type and all optional equipment which is provided. Submittals on component items forming a system or that are interrelated are to be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit.

2.2.3.2 Certificates of Compliance

Each certificate must be signed by an official authorized to certify in behalf of the manufacturing company and contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates must contain the name and address of the testing laboratory and the date or dates of the tests to which the report applies. Certification is not to be construed as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.

2.2.3.3 Purchase Orders

Copies of purchase orders are to be furnished to the Contracting Officer when the Contractor requests assistance for expediting deliveries of equipment or materials, or when requested by the Contracting

Officer for the purpose of quality assurance review. Each purchase order issued by the Contractor or his subcontractors for materials and equipment to be incorporated into the project are to (1) be clearly identified with the applicable GSA contract number, (2) carry an identifying number, (3) be in sufficient detail to identify the material being purchased, (4) indicate a definite delivery date.

2.2.3.4 Operation and Maintenance Data/Manuals

Where required by this PWS or in the CID, operations and maintenance data/manuals are to be provided by the Contractor in two (1) hard copies and one (1) electronic copies (via SE ), unless directed otherwise.

Provide legible hard copies of the operations and maintenance data that are assembled in three-ring binders with index and tabbed section dividers and having a cover indicating the contents by equipment or system name and include the project title and location. The legible electronic copies of the operation and maintenance data via SE are to be in a Adobe Acrobat .PDF format (latest version) and be organized using bookmarks that define the contents by equipment or system name and includes Project Name and

Location, unless directed otherwise by the Contracting Officer. Each operation and maintenance manual must contain a copy of all warranties. The Operations and Maintenance Data are to be shown as a separate activity on the Contractor prepared construction schedule bar chart or network analysis system.

In addition, all wiring and control diagrams and approved system layout drawings must be submitted and included with the O&M Data.

2.2.3.5 Interior/Exterior Finish Sample and Data

All submittals regarding color boards (furnishing finish samples and data) are to be submitted as one combined submittal. These color boards are in addition to the samples required under the specific technical specifications listed as "samples".

Color boards must clearly identify what finish applies to what furnishing item using the item designator corresponding to the CID.

2.2.3.6 Scheduling

Schedule and submit concurrently all submittals covering component items forming a system or items that are interrelated. Include certifications to be submitted with the pertinent drawings at the same time.

2.2.3.7 Not used.

2.2.3.8 Disapproved or Rejected Submittals

Contractor shall make corrections required by the Contracting Officer. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice is to be given to the Contracting Officer. Contractor is responsible for the dimensions and design of connection details and construction of work.

2.2.3.9 Approved/Accepted Submittals

The Contracting Officer's approval or acceptance of submittals is not to be construed as a complete check, and indicates only that the general method of construction, materials, detailing and other information are satisfactory.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control requirements of this contract is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.

After submittals have been approved or accepted by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

2.3 Reference Documents

2.3.1 Publications

The publications listed in the References section of this document form a part of this PWS to the extent referenced. The publications are referred to within the text of this PWS by designation only. The CID attachments, reference these publications either by designation or full name. Additional publications are listed in the CID and must be included to the extent referenced. All referenced publications shall be the latest release of the applicable code (to account for releases occurring after the PWS was written).

2.3.2 Comprehensive Interior Design (CID)

Contractor shall incorporate additional details as the Government requires, even after initial approval. The

Contractor shall add/remove or otherwise revise information in the schedule, the layouts of the schedule as directed by the Government to understand the FFO activities and how they interact with other facility transition activities.

The COR may request digital copies of the project schedule and any updates. The COR must approve the schedule file type.

To coordinate various activities requiring Government support (i.e. throughput of the base vehicle inspection), the Government will need to be informed of the quantity of deliveries; i.e. number of trucks and anticipated arrival date. The Contractor will share information as required/requested. The

Government may request changes to the Contractor’s logistical plans, see section 2.5.

The Contractor will hold/attend progress meetings. Some will be dedicated to the furnishings effort. The

QCP shall include who attends (from Contractors firm, any subcontractors, and requested Government personnel) the FFO dedicated meetings. The Contractor shall prepare and distribute meeting minutes for all progress meetings unless they are determined unnecessary by the COR (CDRL A005).

Contractor personnel may be requested by the Government to attend other meetings that will include multiple C2F transition stakeholders, see section 2.5.

2.5 Coordination with Other Trades

The Contractor will be expected to coordinate with the Government (multiple agencies) and multiple other contractors; to become part of the program team. Each group in the program team will need to communicate with one another to ensure proper sequencing of events and optimized use of constrained resources (such as docks, elevators, etc).

2.5.1 Communication with other Government and Government-contractor Personnel.

Any decisions adjusting the performance of this contract must be approved by the COR. To emphasize, other Government personnel may not alter any agreements, schedules, furniture layouts/quantities, etc.

2.7 Mandatory Use Programs

The Contractor will utilize all Air Force Commodity Council mandatory use programs operational at the time of project advertisement. The contractor will prepare procurement packages per the applicable program’s regulations; consolidate/organize responses and present to the Government for furnishing item approval via submittals outlined throughout this PWS.

For Furnishing Alteration Projects: the contractor shall prepare a waiver request to the FCC with the intent of maintaining a standard set of equipment for USSTRATCOM. The Government will assist in this process and submit to the FCC.

CID specifications for furnishing item types shall take precedence over the specifications required by FCC evaluation/award criteria for the awarded FCC programs. The Contractor shall make explicit notification to the Government if the required specifications cannot be provided via FCC programs as part of their submittal approval process for that item. Details of what specifications of the items cause the FCC program to not adequately meet the CID requirements shall be provided. The

Government has the right to use this data to assist with the waiver process (CDRL A003) Once a waiver from the FCC has been approved for a given item, it shall be applicable for the duration of the fit-out portion of the contract.

The following paragraph applies to situations in which the Contractor elects to provide a non-FCC product where a FCC product can meet specifications. Products from manufactures outside the FCC mandatory use programs may meet the specifications for a particular item type. Should said products be recommended by the offeror, the products will be considered a deviation from specification (the deviation being non-FCC) and must follow the procedures outlined in Sections 2.2.1 and 2.2.2. The Contractor will perform all procedures outlined in these Sections AND prepare a business case as outlined in each FCC program's respective waiver request template. It should be noted that waiver requests have a heavy business case component; a business case typically explains how the waiver will save the Government money compared to using the FCC program. USSTRATCOM will review any waiver requests, with embedded business case, and if acceptable will forward with endorsement to 55 CONS. 55 CONS must review and if acceptable to CONS, will forward with endorsement to the FCC for consideration. Finally, the FCC will review and either grant or deny the waiver. Supplemental information may be requested at any point along the review process. The contractor must provide item types via the FCC program(s) in the event that any Government organization disapproves the waiver request.

A seating waiver has been approved for the duration of the C2F fit-out. The conditions of this seating waiver are that the mandatory FCC seating program must still be used when it can meet the

Government’s requirements. If seating available via FCC programs meets CID specifications, the

FCC program shall be used. If CID specifications for a particular seating item is not available on the FCC program, that item is waived from mandatory use of the FCC program and can be ordered elsewhere (e.g. GSA, open market, etc.). However, notification to the Government of what required specifications cannot be met by the FCC program as described earlier in this section must be made and COR approval received prior to proceeding with ordering. Provide details to the

COR via the submittal process.

2.8 USSTRATCOM Site Conditions

USSTRATCOM security guidelines do not allow for cell phones to be brought into either B500 or B1000.

Other Portable Electronic Devices, such as laptops, MAY be allowed into the facilities given approved justification and mandated/confirmed PED setting configurations.

USSTRATCOM will provide administrative space for one Contractor personnel in a neighboring building

(not subject to the cell phone and PED caveats above) during the fit-out stage of the contract only.

All Contractor staff will be required to possess base access credentials, B500 access credentials, and

B1000 access credentials. It is likely that these will be three separate credentials obtained from three separate offices. It is the Contractors responsibility that all Contractor personnel receive and maintain these access credentials. The Government will provide initial guidance on the access request process.

With the access credentials above, the Contractor will have the means to travel across Offutt AFB, and traverse the common corridors/areas of B500 and B1000 independently. The Contractor is expected to perform all activities associated in moving materials to the entry door of each office space.

With few exceptions, office spaces to be furnished in B1000 require Government escort to ensure

Security requirements are met. Access will not be given to any space unless Government escorts are available. The Government is responsible for providing escorts in a manner that does not impede the

Contractors ability to complete installation on schedule. Initial estimates of furniture install crew size and feedback regarding the performance of Government escorts during fit-out execution are key components of becoming part of the program team, see Section 2.5.

USSTRATCOM will provide a dumpster location on the B1000 site, if desired, to support the trash removal requirement, section 5.3. USSTRATCOM will provide a receipt/staging/depalletization area to support the just-in-time delivery, see Section 3.5.

The Contractor shall use the formatting provided in Attachment 9.

2.9.5 Products may not be labeled in a way that refers to sensitive missions or equipment, special access controls, or similar designations. Generally this requirement is interpreted as only labeling products with room number only.
