PRCE MODEL DIRECTIONS FOR
RFP FA4600-11-R-0012
NIDS III Pricing Model, Ver. 6.0 Dated 07/15/13
Assumptions:
1.The Fringe Benefit allocation base is total labor dollars.
2.The Labor Overhead allocation base is total direct labor dollars PLUS associated fringe benefit.
3.The G&A allocation base is total cost input.
4.DCAA audited Facilities Capital Cost of Money (FCCoM), is incorporated in TAB "Loading Factors". Must submit DD 1861.
5.Overtime for exempt personnel is based on a total time accounting concept. (Annual salary divided by
total hours worked, equals the hourly rate). Overtime for labor category rates is 1.5 times the straight time rate.
7.The Government will rely on Offerors to tell us in the TAB "Loading Factors" what their annual Full Time Equivalent (FTE) is per year.
8.Fixed Fee is not applied to ODCs Travel and Materials.
9.Client site refers to work done at Government locations.
10.Per PWS Section 6 the government furnishes the equipment and maintenance at any offsite location in the local area.
Directions for PRIME:(ONLY FILL IN AREAS HIGHLIGHTED IN YELLOW)
1.Primes should delete TABs SUB Labor Prime Fills in, Grand Total, and CPIF SHAREs before sending to their Subcontractors.
2.Primes shall manually fill in TAB SUB Labor Prime Fills in, for their Subs the labor category, hours, rate and type of contract (use dropdown menu).
3Primes will bid ODC Travel & Material/Equipment costs at the Dollar amount provided. The total amount for all years is $53,091. Includes all burdens.
Directions for both PRIME & SUB(s):
1.If the assumptions are valid, fill in only the cells that are highlighted in yellow, beginning with the company name at the top of TAB Loading Factors.
2.If the assumptions are not valid, modify appropriate loaded rates in the Loading factors TAB, and if needed throughout the TABs. Identify changes by
highlighting the cells with changed formulas in Green and describe the changes as well as the reasons for those changes in the space provided at the
bottom of the Loading Factors TAB.
3.Complete TAB CLIN X001 & CLIN X006. Once you input the Labor Categories, direct rates, and hours the remaining TAB columns and rows will automatically fill in.
4.The labor rates will automatically be adjusted based on Offerors inputs in the Loading Factors TAB.
5.Complete TAB CLIN X001 Option Yr Breakdown and TAB CLIN X006 Option Yr Breakdown. These tabs have descriptions in the column headings
comment boxes and further breakdown each major labor category into hours of specific tasks listed in this tab. All hours totals for each major labor
category and the grand total of hours will equal to the total hours on the corresponding CLIN TAB(s).
6.Per PWS Section 6. "All equipment and maintenance is furnished."
7.Complete TAB Benefit Summary for the employee compensation plan. Completion of this TAB is mandatory and statisfies the
requirement for the 52.222-46 clause for Employee Compensation Plan. No additional information is required, but supplementary data may be provided.
8.Shall have no more than two rounding places. We understand minor rounding errors. (Amounts in TAB Grand Total will be to the nearest whole dollar.)
9.If applicable provide your proprietary statement in the footer of each TAB.
`10.Subcontractors that have a cost plus arrangement with the prime must submit a cost proposal if they have a Basis Of Estimate of 10% or more of the
Prime contractors total proposed cost. (If you have Subs that will be submitting a cost proposal, ensure they have an approved accounting system.)
Directions for SUBs:
1Subcontractors must submit to 55th Contracting the following TABs Loading Factors, CLIN X001, CLIN X006, CLIN X001 & X006
Breakdown, CLINs X007 X009 FFP, and Benefit Summary.
(Only if Subs have a Basis Of Estimate of 10% or more of the Primes total proposed cost)
2Subcontractors must submit to their PRIMES their fully burden rates by Labor Category and hours for all CLINs so that the PRIMES can fill in the
TAB called SUB Labor Prime Fills in.
Helpful Hints and Reminders:(Please keep in mind that we had to create this cost model with more labor categories rows than will most likely be needed)
1.For approved DCAA loaded rates not identified in the Loading Factors TAB you can include these changes by inserting or deleting new rows or columns
in the middle of ranges, the applicable formulas and references for computational cells can be input using the "click and drag" technique.
2.Use the checklist provided below to ensure your proposal is complete.
