20 April 2009 SUBJECT: Site Visit Minutes
REFERENCE: Repair G-Wing AHU
SOLICITATION: FA4600-09-B-0005
A A site visit was accomplished in connection with this solicitation, FA4600-09-B-0005, Repair G-Wing AHU in STRATCOM, Bldg 500. The site visit was held on 7 April 2009 at 0930. Prior to the site visit conclusion, all prospective bidders were afforded one last and final opportunity to ask questions.
B Below are a list of questions and answers from the prospective bidders, or issues brought up by the Government.
1 The Government stated an entire floor would not be shut down to accomplish the required work. Instead the contractor would need to allow two weeks per mechanical room to accomplish all work within that room.
2 Will only two (2) weeks be allowed per mechanical room? Yes 3 Will temporary cooling or heating be required? Cooling, yes. Figure 5 ton portable units for larger office spaces with necessary flexible hose/ducting and electrical to support, 1 ton units for smaller office spaces 4 Will the office areas be done in phases? if so, how many? Yes. For bidding purposes treat each office as a phase.
5 Will the cubicles and other office equipment stay in place? For bidding purposes they will remain in place.
6 Will the hallways be done during regular working hours or at night? For bidding purposes, night time 7 More than one escort may be needed. will more than one be available? See answer to question 16 below 8 Can the double doors on the basement level at the south dock be used to remove and bring in equipment? Yes 9 Where can dumpsters be located? In the space between G & E-Wings, not blocking access to electrical equipment 10 Will a staging area be available for equipment and materials? See answer to question 19 below 11 Will the existing single wall mechanical room panels be reused or will they need to be double wall insulated panels? Drawings indicate double wall panels and doors 12 Can all work be completed during regular hours? For bidding purposes yes. World events may dictate something different once under construction, but that will have to be addressed at that time.
13 How long can each floor be without its AHU? For bidding purposes, 2 weeks
14 Who is providing temporary heating and cooling? Contractor
15 Will we have the entire floor to do our work? If not how many phases will be required? - Entire floor will NOT be available. Phasing will have to be coordinated with the users. For bidding purposes plan on building out each room entirely, only after the mechanical rooms are completed
16 How many escorts will be available? Unknown. Escorts will have to be coordinated with the users. Escorting is the users responsibility
17 How many different points of contacts will we have? 1 per floor? 1 POC per floor minimum. CE has no control over who the POCs are or if they change.
18 Can we use the exterior louvers to bring equipment in and out? Yes. Security measures will have to be taken so that uncontrolled access to the space is not possible.
19 Will we have any kind of staging area available? STRATCOM will determine staging area. Area will probably not be large enough to stage more than 2 weeks worth of supplies
20 Can we set a storage container outside near G wing? Possibly - STRATCOM will have the final answer on this
21 Can copper Press-fit fittings be used in lieu of copper sweat fittings? Yes 22 Will the users move their desks and furniture to allow for construction work? No, I doubt the users will move their desks.
