About this file

This is a Questions and Answers document for solicitation FA4528-26-Q-TB-02, issued by the Contracting Activities Officer on April 20, 2026. The document does not specifically address required products or services but rather clarifies operational and logistical requirements for dormitory duct cleaning work.

Key operational clarifications include: work must begin within two months of contract award and be completed within two weeks; contractor personnel require escorts at all times, with the Government providing Bay-Orderly personnel escorts (POCs: SrA Fendall or SrA Nunez) available weekly; two simultaneous work fronts with dedicated escorts are permitted with three business days' notice; and back-to-back dormitory cleaning is permitted within Government business hours (0800-1600) with 24-hour prior notification. Regarding facility specifics, the dormitory units consist primarily of stacked washer-over-dryer configurations in most buildings, with side-by-side units in the 100 series buildings and buildings 205, 207, 210, and 211. Ductwork routing is both vertical and horizontal, though predominantly horizontal, with all ducts having been cleaned in July 2025.

Q&A Document for Solicitation FA4528-26-Q-TB-02

CAO: 20 April 2026

Q: The solicitation does not specify a required period of performance or completion deadline.

Can the Government please clarify the expected timeframe for completion of all work after contract award?

A: We would like work to begin within two months of award and work to take no longer than two weeks.

Q: Will the Government provide a point of contact for scheduling access and coordinating room entry with Dorm Management prior to performance, and if so, how far in advance of the start date will that coordination begin?

A: We have bodies available for escorts every week by utilizing our Bay- Orderly personnel. The

POCs will be SrA Fendall or SrA Nunez.

Q: Does the base permit TWO simultaneous work fronts with one escort alternating between areas, or is execution limited to ONE front with dedicated escort only?

A: We will have the ability to provide two escorts as long as we have a 3-day notice to plan accordingly.

Q: The PWS states contractor personnel will be "escorted at all times". Does the base permit

TWO simultaneous work fronts with one escort alternating between areas, or is execution limited to ONE front with dedicated escort only?

A: See above answer.

Q: Confirmation of unit configuration: stacked units (washer over dryer) or side-by-side?

A: Many of the units are stacked, however, in the 100 series buildings they are side by side as well as 205, 207, 210 and 211.

Q: Are ducts vertically routed through exterior walls or horizontal between floors?

A: Both, but mostly horizontal.

Q: What were the dates of the last duct cleaning per building?

A: All ducts were cleaned in July 2025.

Q: With 24-hour prior notification to the Government and dormitory management, is the contractor permitted to clean back-to-back dormitory facilities in sequence on the same day, or is there a required waiting period between dormitories?

A: Yes, the contractor is permitted to do as much as they can within our business hours. 0800-

1600.
