About this file

This is a Questions and Answers document for Air Force Solicitation FA4528-26-Q-TB-01, issued by the Contracting Officer Representative on 3 April 2026. The document addresses four key inquiries regarding equipment specifications and operational requirements.

The Government requires a Bobcat E-55 mini excavator equipped with a 24-inch bucket. Regarding maintenance and repair obligations, the Government will accept either on-site repair or equipment replacement within two calendar days, with preference against off-site repairs or extended equipment downtime. For acceptance procedures, the Government will review specification sheets prior to delivery to verify technical compliance; if equipment meets requirements on paper but fails to operate as specified upon delivery, the contracting officer will arrange resolution or replacement. Expected equipment usage is estimated at up to 40 hours per week, which should inform maintenance planning and support strategies.

Q&A Document for Solicitation FA4528-26-Q-TB-01

CAO: 3 April 2026

Q: Is there a specific bucket size required for the Bobcat E-55? Generally, 24in / 36in are the most common sizes used on this type of equipment.

A: We would like a 24” bucket.

Q: For the portion stating maintenance/repair within two calendar days, does the Government expect on-site repair capability, or is equipment replacement acceptable in lieu of repair?

A: Equipment replacement or repair on site are both acceptable. We don’t want to have to haul the equipment off site for repairs and don’t want the equipment to be inoperable for long periods of time.

Q: Will acceptance occur at time of delivery, or is there an inspection period prior to acceptance?

A: Typically, we would get a description/spec sheet for the machines sent to us from contracting prior to agreeing the equipment is technically acceptable. If the machine doesn’t meet the requirements, we will decline it and have contracting find something that will meet the requirements. In the event a piece of equipment meets the requirements on paper but shows up and doesn’t operate as it should we would then reach out to contracting to get it resolved or replaced.

Q: Can you provide an estimate of expected equipment usage (e.g., single-shift, double-shift, or continuous operations) to help ensure appropriate maintenance planning and support?

A: Up to 40hrs/week.
