Therefore, it is critical that Quoters submit all required information with their initial quote. The Government reserves the right, but is not obligated, to contact a Quoter to remedy a failure to provide administrative information or to address clerical errors. RFO provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition.
As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate quotes: (i) Technical Capability, (ii) Price, and (iii) Past Performance.
Technical capability is pass/fail. To be considered for award, a quote must be rated technically acceptable. When conducting the Best Value determination, past performance is approximately equal in importance to price.
TECHNICAL CAPABILITY: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attachment 1 – Physical Characteristics. Quotations that do not meet all technical requirements will be considered unacceptable and will not be considered for award.
PRICE: Price will be evaluated on a comparative basis amongst all received quotations and the Government’s estimate.
Evaluation Criteria
Request for Quotation
Pricing must be submitted on Attachment 2 – Quote Sheet, RFQ# FA4528-26-Q-TB-01. Quotes that do not use the provided Quote Sheet may be considered unacceptable and may be ineligible for award.
PAST PERFORMANCE: The Government will conduct a comparative evaluation of Quoters' past performance to assess the quality of their prior work. This past performance evaluation is a non-price factor and will be used in the best value determination for award. The Government will evaluate past performance based on information from a wide variety of sources, both inside and outside the Government. This may include but is not limited to the Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of previous experience with the item or service, commercial market experience, and consideration of performance as a subcontractor. A Quoter with no relevant past performance will not be evaluated favorably or unfavorably on this factor. In addition, a separate determination will be made as to whether the apparently successful Quoter is responsible in accordance with RFO 9.104, which may also consider past performance information.
The provisions and clauses listed below have been determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices.
NOTICE: In accordance with RFO 52.102(c), all provisions and clauses that require completion by the offeror (Quoter) or prospective contractor have been marked with an “**” preceding the provision or clause number.
Provisions and clauses that have been marked with an “**” must be completed by the offeror (Quoter) or prospective contractor and must be submitted with the quotation.
