About this file

This is a Questions and Answers document for federal contract solicitation FA452826Q0009 addressing procurement of a Snow Removal Truck Transfer Case for Minot Air Force Base. The document provides clarifications on five key topics relevant to offerors.

The solicitation is a total small-business set-aside for a brand-name Oshkosh manufactured product. The Nonmanufacturer Rule does not apply to this acquisition, meaning small-business resellers may satisfy requirements by supplying the specified brand-name item without requiring a waiver. Item Unique Identification (IUID) marking and registry data submission are required for CLIN 0001 if the final unit acquisition cost is $5,000 or more, in accordance with DFARS 252.211-7003. Quotations must be submitted via email to Megan Harrison (megan.harrison@us.af.mil) and Keri Meis (keri.meis.1@us.af.mil) no later than August 27, 2026, at 11:00 AM CDT, with no deadline extension granted in response to Amendment 0001. The official FOB-Destination freight delivery address is 341 Bomber Boulevard, Minot AFB, ND 58705-5001; post-award offloading and local routing instructions will be provided by the Contracting Officer, and no price adjustments will be granted for the minor difference between this address and the alternatively listed 309 Summit Drive facility.

Questions and Answers

Snow Removal Truck Transfer Case

FA452826Q0009

Question 1: Because this is a total small-business set-aside for a brand-name Oshkosh manufactured product, does the solicitation include an individual waiver of the nonmanufacturer rule, or has the

Government determined that the nonmanufacturer rule does not apply to this acquisition?

This acquisition does not meet the criteria to apply the Nonmanufacturer Rule (NMR);

accordingly, RFO Clause 52.219-33 “Non-Manufacturer Rule” (CD 2026-O0037, 24 July 2026) does not apply to this acquisition.

Question 2: If no waiver applies, may a small-business reseller satisfy the requirement by supplying the specified genuine Oshkosh part?

The Non-Manufacturer Rule (NMR) does not apply to this acquisition; therefore, Small business offerors may satisfy this requirement by supplying the specified brand-name, item.

Question 3: Will DFARS 252.211-7003 require item unique identification marking and IUID Registry data for CLIN 0001 if the unit price is $5,000 or more?

Yes. In accordance with R-DFARS 252.211-7003, Item Unique Identification (IUID) marking and registry data submission are required for CLIN 0001 if the final unit acquisition cost is $5,000 or more. The respective fill-in data for the clause clarifying the IUID requirement has been amended.

Question 4: The solicitation delivery schedule lists 341 Bomber Boulevard, while the salient characteristics list 309 Summit Drive. Should offerors quote FOB-destination freight using 309 Summit

Drive, Minot AFB, ND 58705, with final routing instructions provided after award?

No. Vendors should quote FOB-Destination freight using the official "Ship To" delivery address listed on page 5 of the solicitation: 341 Bomber Blvd, Minot AFB, ND 58705-5001. Both 341

Bomber Blvd and 309 Summit Drive are active facilities for the 5th Logistics Readiness Squadron

(5 LRS) at Minot AFB. Final offloading and local routing instructions within the 5 LRS footprint will be provided by the Contracting Officer post-award. This minor address routing difference has no material impact on overall freight pricing to Minot Air Force Base installation proper. Any potential awardee will not be granted a post-award price adjustment for the minor difference in physical street addresses.

Question 5: Please confirm that quotations should be emailed to both of you no later than August 27, 2026, at 11:00 a.m. CDT.

Quotations must be emailed to Megan Harrison (megan.harrison@us.af.mil) and Keri Meis

(keri.meis.1@us.af.mil) no later than August 27, 2026, at 11:00 AM CDT. The Government is not extending the deadline in response to the Amendment 0001 updates.
