About this file

This document contains questions and answers related to the propane requirements for the Minot Air Force Base (MAFB) Propane Delivery Blanket Purchase Agreement (BPA) solicitation.

The key details are:

  • MAFB requires HD5 grade propane, which must be a minimum of 90% propane, maximum 5% propylene, and no more than 5% other gases.
  • MAFB may add methanol to the propane during delivery as a preventative measure against moisture-related freezing issues. The amount of methanol to be added is not specified.
  • There is no estimate provided for the average number of gallons of propane required per refueling, as it will depend on the weather and MAFB's usage needs.
  • The solicitation number is FA452824QA003, and it is seeking a vendor to provide bulk propane delivery to the MAFB Propane Air Mixing Plant.
  • The contracting agency is the Department of the Air Force Global Strike Command.

Text version

Q: the required btu mix downstream of the propane mixing plant?

Q: the average number of gallons required per refueling?

A: “The MAFB will want HD5 Propane which is a minimum of 90%+ propane, a maximum of 5% propylene, and no more than 5% other gases (iso-butane, butane, methane, etc.).

100% propane can still be called HD 5 grade propane ... It's the highest commercially available propane grade delivery, what you would expect to be delivered in most residential and commercial environments like the base.

It would be good to understand if the supplier feel like there is any aspect of moisture in the propane that would benefit from adding methanol at the time of delivery. We have a methanol injector and can bring it up during the next pamp run in order to inject a little bit of methanol at the same time.

It's a good preventive maintenance measure to assure that any moisture that gets introduced with new propane gets adsorbed into the methanol and does not cause winter freezing problems in valves/strainers/pumps that has happened at other Northern climate locations.

The supplier should have a bill of lading on where they picked up the propane from (a propane pipeline or storage terminal or oil refinery and NOT an oil field LPG removal skid). that identifies it as HD 5 grade propane.

Again, there is no hard science associated with how much methanol is required so without specific knowledge of the HD5 Propane or supplier guidance otherwise, we have a rule of thumb of adding 2.5 gallons methanol per 10,000 gallons.”

A: “There is no estimate it will depend on the weather and how much the base needs.”
