About this file
This document is a set of Questions and Answers related to a federal contract opportunity for Weapon Covers. The contract is seeking waterproof, weatherproof covers that can protect pedestal-mounted weapons such as MK-19s, M-240s, and M-249s from rain, sleet, and snow in extreme cold weather conditions. The covers must fully encase the weapons, including ammunition and optics, and be easily deployable without requiring dismounting or removal of attachments. Preferred colors are Desert Tan or Black. There are no other specific technical specifications beyond the size requirements of at least 31" wide, 30" tall, and 47" long. The agency issuing the contract is the Department of the Air Force Global Strike Command, and they are looking for rapid delivery before the North Dakota winter. Vendors have the opportunity to propose innovative cover designs, and the winner may be able to conduct test fittings of a prototype prior to final delivery.

Notice ID: FA4528QJ003
Q: Are there any additional specifications or standards we should be aware of to ensure full compliance with the operational requirements?
A: There are no other specifications or standards other than those provided on SAM.gov.
Q: Is there a preferred method or format for submitting the proposal and any additional documentation?
A: Any proposal submission can be sent via email to the primary POC. Please CC the alternate POC as well.
Q: Are there any specific quality assurance protocols or testing procedures that the covers must undergo before acceptance?
A: We will get technical acceptance from our customer for the winning quote.
Q: Could you provide more details on the delivery schedule and any specific logistical requirements for the F.O.B. Destination at Minot AFB, ND?
A: We are looking for delivery as soon as possible, but especially before the North Dakota winter. We have no other logistical requirements as we have approved contractors that ship materials onto base.
Q: Is this a COTS item or is it custom fabrication?
A: There are items that vendors sell currently, but if you have an innovative method for these covers, we are more than happy to see what you come up with.
Q: Will the covers remain in place while the vehicle is in motion? If so, what is the top travel speed that can be expected?
A: Yes. Top speed of 55 mph.
Q: Is hook and pile tape closures with buckle reinforcement an acceptable substitute for zippers?
A: Any material that can hold up to extreme (-60 degrees) winter temperatures is acceptable. It is requested that elastic is avoided.
Q: What color exterior fabric is required?
A: Desert Tan is the first preferred color. Black is the secondary preferred color. Nothing is required.
Q: If a new cover design is proposed and accepted, will there be an opportunity for the award winner to gather exact measurements and conduct test fittings of a prototype prior to delivery?
A: Yes. That can be set up.
