Questions and Answers Upgrade Lights B980 - Minot AFB, ND

Question #1: Is a bid bond required as the project appears to be disabled veteran set aside?

Answer #1: No, IAW section 13b of the SF 1442 bid bonds are not required, however, IAW section 12a performance and payment bonds will be required.

Question #2: Can my bid be submitted via email?

Answer #2: Yes, submission of proposals by email is acceptable.

Question #3: Can you confirm that the ceiling in the areas where there are 2x4 fixtures is a drop ceiling and not sheet rocked?

Answer #3: The corridor, front office, and restrooms are drop ceiling. There have been recent discussions regarding the explosion-proof lighting. The result of these discussions is that this particular set of (10) lights will be taken off of this project. SOW and Drawings will reflect these changes.

Question #4: What is the ceiling height in the office, corridor’s and rest rooms?

Answer #4: 8’ height.

Question #5: What is the ceiling height where the high bays are located?

Answer #5: 21 – 22’ height.

Question #6: Is there an estimate for how long it will take to fill out and process the AF Form 103 and the EAL?

Answer #6: AF Form 103 (Dig Permit) can be done in 2-3 days. An EAL will not be needed for this project. The Users will vacate the premises for this project along with all of their munitions and equipment. Since the building will be vacated, it will be classified as non-restricted which will allow contractors to enter and exit freely without escorts, badges, or an EAL.

Question #7: Will we need an escort for this project as it is in a restricted area?

Answer #7: No. It has been determined that for this project the Users will vacate the building for the duration of construction work. Since the Users and all munitions will not be on the property, the site will be classified as a non-restricted area while construction work is being performed. Therefore the gate will be open for contractors to enter and exit freely without badges or EALs.

Question #8: Is the 90-day project schedule from the day the contract is awarded? The reason I ask is that sometimes the submittal process and fixture lead time can vary due to availability.

Answer #8: 90 days begins on the Notice-To-Proceed (NTP) date. The first 45 days of the project schedule are for submittals and lead times. The last 45 days are for the work itself to be performed within the building. The reason is because MX will have to vacate the premises to perform their work while contractors are present.

Question #9: Can we park a trailer on site to store all the new and old fixtures, or would this have to be taken off site every day?

Answer #9: A trailer is allowed to be parked. Since the site will be classified as non-restricted for the construction phase of this project, the contractor is allowed to park a trailer on site.

Question #10: Is there any additional safety requirement that the AF requires beyond OSHA?

Answer #10: No, OSHA is sufficient.

Question #11: Will our lifts need to have any special certification and can they remain on site while we are not there?

Answer #11: No special certification is needed for the lifts. Since the site will be classified as non-restricted for the construction phase of this project, the contractor is allowed to leave their lifts on site.

Question #12: The room off of the assembly bay room has explosion-proof light fixtures. Fixtures specified in the spec are not explosion-proof. Do these have to be replaced with new "explosion-proof" fixtures or can the existing bulbs be changed to LED bulbs using the existing fixtures?

Answer #12: These lights shall be removed from this project per discussions with the Users. The SOW and Drawings will reflect these changes.

Question #13: The RFP calls for these lights to be 2X4 drop in in the MX. At the walk thru the exiting lights are class 1 fixtures and the area do not have a drop in ceiling. Does the Government want the non-rated fixtures in this area?

Answer #13: The lights being referenced in the picture below shall be removed from this project. The SOW and Drawings will reflect these changes image1.png
