STATEMENT OF WORK

PROJECT DESCRIPTION: The design shall outline the work needed for a complete, finished, operating, and functional facility ready for use by the government. The design package shall include all work stated below pertaining to building 980, located on Minot Air Force Base, ND:

AS-BUILT DRAWINGS: Specific data will be included for general guidance and concept, but will not constitute a basis for design. Contractor shall verify all dimensions in the drawings.

• Period of performance will be 90 days for this project.

• Remove existing bay lighting.

• Remove existing troffer lighting in office rooms, corridor, and restrooms.

• Install new LED lighting throughout MX area, office rooms, corridor, and restrooms.

DESIGN POLICY AND CRITERIA: The project design will follow the codes and regulations listed below:

• UFC 3-501-01 Electrical Engineering

• UFC 3-520-01 Interior Electrical Systems

• UFC 3-530-01, Design: Interior, Exterior Lighting and Controls

• International Fire Code (IFC).

• National Fire Protection Association (NFPA) Codes and Standards

• National Electrical Code (NEC).

PROJECT REQUIREMENTS

1. DIVISION 01 – GENERAL REQUIREMENTS:

1.1. Contractor shall submit a schedule of contract.

1.1.1. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

1.2. Contractor shall schedule a pre-construction conference with the base Contracting Office.

1.3. Contractor shall perform a pre-work inspection of the work area.

1.3.1. Contractor is responsible for knowing the presence of any Asbestos, Polychlorinated Biphenyls (PCB), and Lead that will interfere with the work on site.

1.3.1.1. Any effort to abate asbestos, PCB’s, or lead on site must comply with all federal, state and local laws.

1.4. Contractor shall not install any products containing PCB’s.

1.5. Contractor shall provide government with a warranty certificate for any products with a warranty of two or more years.

1.6. Contractor shall provide written notification to the Contracting Officer (CO) two weeks prior to commencement of work.

1.7. Work shall be performed to the satisfaction of the CO.

1.8. Working hours for the Contractor will be Monday through Friday, between the hours of 7:30 a.m. and

4:30 p.m.

1.9. Contractor shall maintain a safe work area and shall remove all construction rubble from the work site to a Contract Authorized onsite construction dumpster or remove from Minot AFB on a daily basis.

1.10. MSDSs, proposed container sizes and rates of use must be submitted to the 5 CES Environmental Management Office (via the CO) for review and approval at least 15 duty days prior to any materials being brought onto any portion of the installation. The Contractor is required to have and maintain Material Safety Data Sheets (MSDSs) on all materials that are used. The Contractor is responsible for training his employees to properly use any authorized hazardous materials and properly handle hazardous wastes. A monthly chemical usage report will be submitted to the CES Environmental Management Office (via the COR) that lists the amount of materials (with associated MSDSs) used and locations of usage. After completion of the project, a final total chemical usage report will be submitted to the CES Environmental Management Office (via the COR) that lists the amount of materials (with associated MSDSs) used and locations of usage. **Submittal required

1.11. All contractor-generated hazardous wastes will be removed from the installation the same day it is generated and disposed of off base by the contractor. All hazardous waste characterization and proper disposal is the responsibility of the contractor. This shall be done in a manner to conform to the State of North Dakota Health and Sanitation Codes. In no manner will the Government be responsible for disposals. No hazardous waste or excess materials will be left behind on Air Force property after conclusion of the project.

1.12. Contractor shall be knowledgeable of and comply with all applicable Federal, State and local regulations and requirements regarding environmental protection.

1.13. The Contractor is solely responsible for compliance with EM 385-1-1 Safety and Health Requirements Manual and OSHA standards for the protection of their employees. The Contract Manager shall ensure specific safety requirements in Air Force Occupational Safety and Health (AFOSH) standards are complied with by Contractor Personnel when non-compliance would clearly present the potential to harm or damage government resources. The Air Force is not responsible for ensuring that Contractors comply with "personal" safety requirements that do not present the potential to damage government resources.

1.14. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instruction must be on the construction premises at all times while work is being performed.

1.15. When welding, cutting, brazing or use of any open flame device is to be used, an AF Form 592 permit must be obtained from the Base Fire Department (Building 896) prior to beginning such work.

During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor. Contractor shall process form for approval.

1.16. B980 is in a restricted area. Contractor shall obtain an EAL for all workers on site. Contractor is responsible for submitting all information needed for EAL, both initially and as any changes are made to personnel or equipment throughout the entire extent of the project.

13. DIVISION 26 –ELECTRICAL:

13.1. Demo existing high bay lighting in Assembly Bay Room 100. Demo shall include bulbs, ballasts, and fixtures.

13.2. Demo existing fluorescent luminaires in Room 101, Room 102, Corridor 103, and both restrooms.

Demo shall include bulbs, ballasts, and fixtures.

13.3. Existing wiring shall remain in place. Do not demo existing wiring, conduit, boxes, or switches.

13.4. Install new LED high bay lights/fixtures to replace demo lights in Assembly Bay Room 100.

Installation of new LED lights shall be at a 1:1 ratio of the existing light count.

13.5. LED high bay lights shall have the following specs: pipe mounting bracket of 3/4” NPT, have a glass lens, produce 25,000 lumens, driver capabilities for 0-10V low-voltage application, and must be able to support voltages of 120-277V. High bay lights shall be Williams LED Classic Round High Bay GC-L250/850-G-PM2-DIM-UNV, or approved equal. *Submittal Required*

13.6. Assembly Bay Room 100 lighting locations are indicated in drawings.

13.7. Install new LED recessed troffer lights (2’ X 4’) in Rooms 101 and 102. LED lights shall be 5000K, 80+ CRI, and produce 25-30 fc at 2’-0” height above floor. *Submittal Required*

13.8. Install new LED recessed troffer lights (2’ X 2’) in Corridor 103. LED lights shall be 5000K and produce 10 fc at 2’-0” height above floor. *Submittal Required*

13.9. Install new LED recessed troffer lights (2’ X 2’) in both restrooms. LED lights shall be 5000K, 80+

CRI, and produce 25-30 fc at 2’-0” height above floor. *Submittal Required*

13.10. (1) LED light in Breakroom 102 and Corridor 103 shall be used for emergency lighting with battery pack. Both LED emergency lights are indicated in drawings. *Submittal Required*

13.11. Install new LED emergency lighting battery packs, as indicated in drawings. *Submittal

Required*
