About this file
This document contains pre-proposal questions and answers regarding a solicitation to procure and install a pre-engineered steel building for cold storage at Minot Air Force Base in North Dakota. The building is expected to be generally off-the-shelf with foundation design required. A minimum R-20 insulation is needed for the roof and metal sandwich panels for the walls. An EPDM or standard membrane roof from the manufacturer are acceptable options. Exterior lights are to be added at the portals. The contractor must remove an interfering fence section and install utility connection points. This is a 100% HUBZone set-aside requiring a 208/120, 400-amp electrical service.

Attachment 3 Pre-Proposal Offeror Questions and Government Responses Construct CES Cold Storage Building
FA452820R0019
13 July 2020
· Is this a design/Build project? If so what level of design is required? Should contractors at the very minimum include foundation design (Stamped by Structural Engineer) for review and approval by the Government?
· The building is expected to be generally off-the shelf. Foundation will need to be designed. Design specifications of the building from the manufacturer are acceptable. See §2.1 of the SoW
· Is a geotechnical report going to be provided?
· No. Assume 2,000 psf soil bearing pressure
· If no Geo Tech reports is to be provided what soil bearing pressures should the bidding contractors assume?
· Use 2,000 psi soil bearing pressure per §2.2 of the SoW
· Civil Plans – If not design is required – please provide engineered civil drawings to include finished floor elevations. Without civil plans makes it difficult to provide accurate pricing for excavation, backfill, import and export of materials.
· Design is required. See §2.1 of the SoW
· SOW indicates two roof pitches. Please clarify which pitch is required.
· A minimum pitch of 1.5”/12” is required. See §2.3.2 of the SoW
· SOW indication pre engineered metal building having a single ply membrane roof. Please clarify roof type.
· EPDM roof is requested as an option. See §2.3.2 of the SoW
· Please clarify insulation requirements. R-20 for ceiling and nothing in the walls?
· Use minimum R-20 for roof and metal sandwich panel for the walls. Option R-38 for roof. See §2.3.2-2.3.3 of the SoW
· If metal roof is desired please clarify type of metal roof. Standing seam, hidden fasteners, exposed fasteners, etc.?
· Utilize standard roof as provided by the manufacturer, option for membrane roof. See §2.3.2 of the SoW
· Should contractors include a preliminary building drawings with their pricing?
· Yes. Standard drawings are acceptable. See §2.1 of the SoW
· Do metal siding panels have to match Federal Standard 595C Color #33578?
· Yes, but painting after install is also acceptable. See §2.3.3 of the SoW.
· On page 2 of Attachment 1 – Statement of Work, 2.1.6 it states “The roof shall be insulated to a minimum R020 rating”. We just need to be sure that’s what you want because we have always insulated metal building roofs in this area to a minimum of R-38. Reason being, if it is decided to increase the R value after the building is completed it’s hard to do and is labor intensive.
· R-20 is the minimum. Pricing to R-38 is acceptable. See §2.3.2 of the SoW.
· 2.1.6 also says the “roofing shall be single-ply membrane”. When we do a metal building we have always installed a metal roof system so we are thinking this might be a typo.
· It is not. EPDM is requested. Please add it as an option. See §2.3.2 of the SoW
· The first page of the solicitation states the acquisition for this project is “100% HUBZone set-aside”. Since we are out of a HUBZone area by about 2 miles we are hoping that might be a typo as well.
· This is a 100% HubZone Set-Aside
· Is a fire alarm system required?
· No. See §2.5.7 of the SoW
· Is a mass notification system required?
· No. See §2.5.7 of the SoW
· Are there any future plans for additional electrical loads to be added to this building?
· Yes. Additional loading is inevitable. Provide 208/120 3 ph. 400A service to the facility. See §2.5.3 of the SoW.
· Would it be acceptable to install a 200A 3Phase electrical service instead of a 400A 3Phase electrical service as the load in this building is minimal?
· No. 208/120 @ 400A is required. See §2.5.3 of the SoW.
· The plans for the building suggest that the building will cut through an existing fence. Who will be responsible of taking the fence down?
· The contractor shall be responsible for removing the section of fence that interferes with the building. The area will be reutilized for exterior storage at the facility. See §2.6.2 of the SoW.
· What type of insulation is required of this building?
· Option R38 insulation for the roof. Metal sandwich panel for the walls is required. See §2.3.2-2.3.3 of the SoW.
· Will utilities be connected to this building? If so, who is responsible of connecting the utilities?
· The building shall include capability to support utilities (water/sewage). Electricity will be connected during the project. The Government will use its existing utility contractor to connect electricity to the building. See §2.5 of the SoW.
· Add connection points for electric, gas, water, and sewer during initial construction. Only the electrical will be connected during initial construction. Upgrades to the building later will include additional utilities. Having the connections now will save significant money in the future. See §2.5 of the SoW.
· What type of roofing structure is required of this project
· Utilize standard roof per manufacturer’s specifications for initial bid. Option for an EPDM roof. See §2.3.2 of the SoW
· Is site/parking lot lighting going to be required for this project?
· Add exterior lights at the portals. See §2.5.5 of the SoW.
