General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

Requirement Information Description:

The Chaplain Corps of Minot AFB are requesting a media equipment upgrade for their chapels. The media equipment shall be furnished and installed by the contractor. The media equipment essential to this requirement is listed on Attachment I - Equipment List.

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 30 Aug 2019. Questions submitted after this date may not be answered.

2. A site visit shall be conducted on 3 Sep 2019 at 10:00 am CT. Offerors interested in attending the site visit must submit the attendee's information NO LATER THAN 3 Sep 2019. Attendee's information shall include their social security number and a copy of their drivers license. Information shall be submitted to the POCs provided above. Attendees shall convene at the Contracting Squadron Building, please contact the POCs for direction.

3.Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

4. Quotes must be valid through 30 Sep 2019.

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY - Offers shall be evaluated on an acceptable or non-acceptable basis. An offeror’s quotation will be considered technically acceptable if it meets the requirement specifications. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.

*** Technical capability is of equal importance when compared to price.
