Attachment I Statement of Objectives

Chaplin Media Equipment Upgrade

FA4528-19-Q-WO10

1. General.

1.1 This Statement of Objectives (SOO) describes a requirement for new media equipment and set up.

The purpose of the requirement is to modernize existing media systems used for religious services at Minot AFB.

1.2 Quotes submitted in response to this SOO shall include:

• A list of equipment the offeror intends to furnish

• A Statement of Work (SOW) that describes the how the offeror intends to meet the capability/objectives described in this SOO

• Performance schedule detailing the installation completion

1.3 The Contractor shall furnish all associated media equipment, miscellaneous parts/hardware and labor to install a media system that meets the objectives and system requirements described below. The Contractor shall also remove and dispose the existing equipment.

2. Objectives and system requirements.

2.1 The Contractor shall modernize the existing media systems in buildings 155 and 290 in Minot AFB.

The Contractor shall ensure the systems work as intended prior to completion/ departure.

2.2 Building 155

2.2.1 Chapel. The media system in building 155 shall enable a live stream (video and audio) of the religious services hosted in the chapel and feed them to the annex and the foyer. The chapel has been marked as room “2” in Article A – Bldg. 155 Floor Plan. The equipment required in the chapel is the following:

o Video Equipment HD real time camera with a monitor o Sound equipment New 32 channel digital mixer Six (6) wireless microphones – four (4) handheld, two (2) lapels Two (2) public announcement speakers Monitor speakers

2.2.1.1 A camera located in the back of the chapel shall provide a live feed of the stage located in the front of the chapel. The location of the existing camera is specified by the blue marker in Article A. The location of the stage is specified by the green marker in Article A. A picture of the existing camera is displayed in Article B – Bldg. 155 Camera. The camera may be hidden or exposed. The camera shall provide a fixed image that covers the stage; zoom capability is not required. The live feed of the camera shall be displayed in rooms “1” and “3” of Article A.

2.2.1.2 The Contractor shall cover or hide the wiring from the digital mixer to avoid a tripping hazard.

2.2.1.3 The Contractor shall remove and replace the existing public announcement speakers displayed in Article C – Bldg. 155 Speakers.

2.2.2 Annex. A live stream of the religious services hosted in the chapel shall be displayed in the annex.

The annex has been marked as room “1” in Article A. The equipment required in the annex is the following:

o Video Equipment One (1) 80 inch or larger QLED television with at least two (2) video inputs One (1) flat television (TV) mount o Sound equipment Ceiling Speakers with remote volume control

2.2.2.1 The Contractor shall mount the TV onto the wall specified by the orange marker on Article A. The TV shall receive a feed from both the chapel camera and a computer located in the annex.

2.2.3 Foyer/ lobby. A live stream of the religious services hosted in the chapel shall be displayed in the foyer. The foyer has been marked as room “3” in Article A. The equipment required in the foyer is the following:

o Video Equipment One (1) swivel TV mount for 42 inch TV o Audio Equipment Ceiling Speakers

2.2.3.1 The Contract shall mount an existing 42” TV. The TV shall display a live steam of the religious services hosted in the chapel.

2.3 Building 290

2.3.1 Chapel. The media system in building 290 shall enable a live stream (video and audio) of the religious services hosted in the chapel and feed them to the children’s room, foyer, and basement. The chapel has been marked as room “2” in Article D – Bldg. 290 Floor Plan. The equipment required in the chapel is the following:

o Video Equipment Two (2) flat mounts for 86 inch TVs or larger QLED televisions One (1) flat TV mount for 50 inch TV o Audio Equipment Stage speakers Monitor speakers Six (6) wireless microphones – four (4) handheld, two (2) lapels Ten (10) in-ear monitor

2.3.1.1 A camera located in the back of the chapel shall provide a live feed of the stage located in the front of the chapel. The location of the existing camera is specified by the blue marker in Article D. The location of the stage is specified by the green marker in Article D. he camera may be hidden or exposed.

The camera shall provide a fixed image that covers the stage; zoom capability is not required. The live feed of the camera shall be displayed in rooms “1” and “3” of Article D. The Contractor shall also run an HDMI feed to the basement of the building, enabling a live stream of the religious services hosted in the chapel.

2.3.1.2 The Contractor shall mount two (2) 86 inch LG AI ThinQ TVs on the orange markers in Article D. The 50 inch TV should be installed below/ aside the blue marker. The TVs shall display a feed provided by a computer in the chapel.

2.3.1.3 The Contractor shall connect/configure the stage speakers, monitor speakers, wireless microphones and in-ear monitors to an existing digital mixer.

2.3.2 Foyer/lobby. A live stream of the religious services hosted in the chapel shall be displayed in the foyer. The foyer has been marked as room “3” in Article A. The equipment required in the foyer is the following:

o Audio Equipment Ceiling Speakers

2.3.2.1 The Contractor shall provide a feed that displays a live steam of the religious services hosted in the chapel to an existing TV.

2.3.3 Children’s Room. A live stream of the religious services hosted in the chapel shall be displayed in the children’s room. The equipment required in the children’s room is the following:

o Audio Equipment Ceiling Speakers with volume control

2.3.3.1 The Contractor shall provide a feed that display a live steam of the religious services hosted in the chapel to an existing TV.

2.3.4 Basement. The Contractor shall provide a HDMI feed that displays a live steam of the religious services hosted in the chapel. The feed will be capable of connecting to existing equipment. The equipment required in the basement is the following:

o Audio Equipment Ceiling Speakers with volume control

3. Warranty.

The Contractor shall ensure the systems work as intended prior to completion/ departure. All equipment furnished by the Contractor shall include a commercial warranty.

4. Schedule/ Hours of Operation.

The Contractor shall provide a performance schedule detailing the installation completion. The Contractor shall coordinate installation with the site manager or project manager. Hours of operation will be Monday-Friday 7:30 am to 4:30 pm.

5. Security Requirements – Base/Site Access

5.1. If using a commercial vehicle, Contractors are required to enter Minot AFB through the Minot Gate (South Gate), just off US-83. This includes construction, food, supply, FedEx, and UPS deliveries, as well as contractors entering with company trucks. If utilizing a POV or a rental vehicle, main gate is accessible to Contractors once a pass is obtained. Hours of operation for the main gate are 24/7. The Contractor shall be responsible for obtaining all necessary passes, or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the Contracting Officer by providing the full name, social security number, date of birth, work phone, home phone, and driver’s license state/number of employees requiring passes no later than 10 days after

Attachment I - SOW, Page 4 contract award. Personnel must adhere to the REAL ID Act of 2005 to ensure access to base is granted.

Pass requests will be forwarded by the Contracting Officer to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon completion or termination of the contract, or an individual’s release from employment, the Contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Section located in the Visitor Control Center.

5.2. The following can be reason for denial to Minot Air Force Base:

From Minot Integrated Defense Plan 31, Volume 1 3.4. Causes for Barment and Installation Pass Denial:

3.4.1. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in table 1 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.

3.4.2. Base Pass Denial. Personnel will be denied base access if;

3.5.2.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.

3.4.2.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.

3.4.2.3. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.

3.4.2.4. The individual has an active warrant

3.4.2.5. The individual is barred by another DoD Installation/Activity

3.4.2.6. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.

3.4.2.7. The individual has been convicted of a firearms or explosive violation.

3.4.2.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.

3.4.2.9. Has a felony conviction within the last 10 years.

3.4.2.10. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied. 3.4.2.11. Any situation not covered in paragraphs 3.4.2.1. – 3.4.210 that is deemed to have a potential detrimental impact on good order or discipline may be grounds for pass denial.
