Questions IDIQ
1. What are the dates for winter exclusion? Normal winter exclusion dates are 15 November through 15 April. Dates can be adjusted in the event of winter weather outside of those dates.
2. Work Period? Clarify, each order will have completion time expected? Can this work period be adjusted prior to acceptance of the order, if contractor does not feel there is enough time to complete would this be acceptable? Yes, every task order will have its own period of performance (PoP) which begins after the Government issues a Notice to Proceed (NTP). The period of performance will be determined by our subject matter experts for the particular order and is negotiable to an extent when circumstances allow. We as the Government contracting authority are not going to request an unreasonable completion time-line and will work with the contractor.
3. Liquidated damages? Clarify, I assume this is on each order specific, as stated in question #2? The amount of liquidated damages (LDs) applied to each individual task order will be dependent upon the size of the project and the amount of personnel required for order revision in the event the contractor is not able to complete in the agreed upon time. Liquidated damages will be in each individual order at the discretion of the Contracting Officer as stated in FAR 11.503(b) - Liquidated Damages -- Construction, in solicitations and contracts for construction, other than cost-plus-fixed-fee, when the contracting officer determines that liquidated damages are appropriate (see 11.501(a)). If the contract specifies more than one completion date for separate parts or stages of the work, revise paragraph (a) of the clause to state the amount of liquidated damages for delay of each separate part or stage of the work.
4. Work orders? Clarify, I understand there is a minimum or maximum of orders given thru out the year. However, they are not all given at the start of the plan year, but thru out the plan year as needed? Work orders / Task Orders will be placed against the IDIQ as needed within the minimum and maximum dollar values stated in the solicitation.
5. Can there be more than (1) accepted contractor for this IDIQ? As stated in section M of the solicitation “The Government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors.”
6. 5 year pricing? Clarify, after original year pricing, is the only time that the CLIN prices be changed are for Labor rate changes by the US Govt? If the answer is yes, for our pricing for (4) additional years should we include guess for increase in material? If additional years are accepted are we locked in for 5 years? Or can we opt out of additional years if at the time of year two we cannot meet price schedule due to escalated material prices from suppliers? An acceptable proposal shall include pricing for all CLINS listed. The option year process is described in the solicitation on page 16.
7. Steel sleeves are the manufactures recommended installation as opposed to the post filled with concrete and rebar. Could these CLIN be deleted from the offer schedule? 0005AA, 0005AC, 0005AE, 0005AG, 0005AI, 0005AK, 0005AM See attached installation methods voiding the warranty if this method is used in freeze thaw conditions.
8. Also, 0007AB thru 0007AD – There are fences that now exist on MAFB that are no longer manufactured and there is no way to price material that is no longer manufactured, other products will not match. Can these items be excluded now, or at the time of work order be discussed on how to proceed without negative impact to contractor? Remove and replace with current manufacture fencing.
9. CLIN 0007AE – can this item be deleted from scope? No longer accepted practice for installation. See attached installation methods voiding the warranty if this method is used in freeze thaw conditions.
10. Explain CLIN 0011 – Add 1% to material line item sub total ($50 min)?
11. 0011AA – So if I take the examples on Attachment 6 – (16) different sites do I assume they will be given as one project or (16) different projects? Each of these sites will each require multiple trips to replace posts set in concrete. How is it possible to put (1) dollar amount for mobilization if we don’t know how many sites will be included in a project? Can be negotiated.
12. Do all chain link fence post around gates page 32 & 33 need concrete forming tubes? Page 13 2.4.4. POST SETTING. Install, remove, and replace existing posts as directed. Posts shall be a continuous length with no splices. Ensure proper alignment of new posts. Posts shall be set plumb and sufficiently long so that the top of the fence is approximately level on any given straight run of fence. Holes created by removal of existing posts shall be filled with compacted earth prior to installation of a new post in the same location. Compact earth in lifts not greater than eight (8) inches. All posts shall be set into the ground a minimum of six (6) feet.. Gate, corner, end, pull, and brace posts shall be set in concrete as indicated in the drawings. Allow concrete to cure a minimum of 72 hours before performing other work on posts. Concrete forming tubes shall be used for all concrete placements.. The tubes will extend above grade 1 ½” and below grade 2’-10 ½”. Compact concrete to eliminate voids by tamping or vibrating... Placing the upper layers of concrete against the excavated hole will not be allowed.
Crown top of concrete above grade and trowel outside edge to existing grade for water shed. A mechanical device shall be used for driving in line posts. Post tops shall be protected from mushrooming, or the excess length and mushroomed top of a driven line post be cut off. Under no circumstances will the use of explosives be permitted.
13. In one place it referenced forming tubes being 1 1/2" above grade and 2' 10 1/2" below grade page 21 The detail drawing states 1 1/2" above grade and 10" below grade page 37.
Page 20 All corner and braces posts will have concrete and concrete forming tubes 1 1/2" above grade and 2' 10 1/2 " below grade, forming tubes are a total of 3' long.
Page 30 MAF gate posts will have concrete and concrete forming tubes 1 1/2" above grade and 2' 10 1/2 " below grade.

Page 34 LF Gate Forming tube is used on all MAF and LF gate posts and brace posts.
