SECTION C-1
GENERAL REQUIREMENTS
DESCRIPTION OF WORK
SCOPE: The Contractor shall provide all supervision, labor, materials, equipment, and fuel necessary to provide general fence construction to include: demolition, earthwork, new fence construction, fence repair, fence replacement, fence removal and all other work associated with fence construction to be performed at Minot Air Force Base (AFB) and associated missile alert facilities (MAFs) and launch facilities (LFs). If any conflict arises between the drawings and the specifications, the specifications shall govern.
DESCRIPTION OF WORK. Work includes installation, repair, correction, and removal of chain link security fence, vinyl fence, and cable beam barrier fence to include all posts, gates and animal barrier at Minot AFB and associated missile alert facilities (MAF’s) and launch facilities (LF’s). Location of work could be in the following counties: Burke, Renville, Bottineau, Mountrail, Ward, McHenry, McLean, and Sheridan.
WORK ORDERS. The Contractor shall not exceed the quantity of work detailed in the work order without receiving prior authorization from the Contracting Officer. Work accomplished in excess of that specified in the work order without prior approval shall be at the contractor’s expense.
1.2. GOVERNMENT-FURNISHED UTILITIES. No utilities will be provided by the Government.
1.2.1. GOVERNMENT-FURNISHED EQUIPMENT AND MATERIALS. No equipment or materials will be furnished by the Government.
1.3 CONTRACTOR PERSONNEL
1.3.1. Project Manager. The Contractor is responsible for providing a fully qualified project manager who shall be physically present when work is being conducted. The project manager or alternate shall be available to respond to inquiries issued from the Contracting Officer during any period when fencing operations are being performed on Minot AFB and associated missile sites. The alternate project manager shall have full supervisory authority during the absences of the project manager. The project manager or alternate shall be responsible for management and coordination of the contract and shall be the point of contact with Government representatives. The Contractor shall notify the Contracting Officer in writing prior to contract start date of the names of the project manager and the designated alternate. The project manager and designated alternate must be able to read, write, speak, and understand English.
1.3.2. Contractor Employees. The Contractor shall provide qualified employees to accomplish all work required. The Contractor shall not employ any person who is an employee of the United States Government either military or civilian, unless such person seeks and receives training in accordance with DODD 5500-7-R. Documentation attesting to this training shall be provided to the Contracting Officer. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest.
1.3.3. Contractor Identification. The contractor is responsible for providing employees with any identifiable uniform clothing such as shirts, overalls, hats, etc. to project a professional appearance. Tank tops, cut-off shirts, and/or shorts are not permissible uniforms.
1.3.4. Control of Contractor Employees. Assignment, transfer, and reassignment of contractor personnel will be the prerogative of the Contractor. The Contractor shall be responsible for employees in performance of this Work Statement and shall comply with the general intent and specific policies set forth in regulations of Minot AFB concerning conduct of employees as referenced herein. The Government is not responsible for any contract employee misconduct. The Contracting Officer may restrict the employment under the contract of any contractor employee, or prospective contract employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
1.4. PERFORMANCE EVALUATION MEETINGS.
1.4.1. Meetings. The Contracting Officer, Construction Inspector and other government personnel, as appropriate, will meet periodically with the Contractor to review the contractor’s performance. At these meetings, the Contracting Officer will apprise the contractor of how the Government views the contractor’s performance, and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The Contractor may also request a meeting at any time during the contract period.
1.5. CONTRACTOR SECURITY REQUIREMENT.
1.5.1. Security Compliance. The contractor is required to comply with all Minot AFB and associated missile sites’ security regulations and directives.
1.5.2. Base Access/Passes. The Contractor shall be responsible for obtaining all necessary passes, decals or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the Contracting Officer by providing the name, social security number, date of birth, work phone, and home phone of employees requiring passes on the contractor’s company letterhead. Pass requests will be forwarded by the Contracting Officer to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon completion or termination of the contract or an individual’s release from employment, the contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Section located in the Visitor Control Center.
1.5.2.1. Some facilities/areas on base are considered sensitive or controlled areas. These facilities/areas will be identified at the time of scheduled work. All scheduling of work in these areas shall be coordinated with the Facility Manager. If escorted entry is required, contractor employees shall contact the Facility Manager or his alternate at the Entry Control Point and will be issued a Visitor’s Badge. Contractor employees shall be under direct surveillance at all times of a person displaying a Controlled Area Badge. The Visitor’s Badge will be returned to the Entry Controller each time the employee completes his duties and leaves the area.
1.5.2.2. REAL I.D. ACT Individuals, who do not possess a driver’s license or identification card compliant with the REAL ID Act and do not possess an acceptable alternate identification credential, must be denied access.
One form of the following documents will be accepted as proof of identity. (T-0) The document must be a picture ID and all documents must be unexpired and valid. The goal is to minimize, within acceptable risk, the potential of improper screening and access credential issuance. NOTE: The information in section 3.7.6.1. – 3.7.6.15. is from Handbook for Employers, Instructions for Completing Form I-9 (Employment Eligibility Verification Form), U.S.

- US Passport

1.5.3. Work in Controlled/Secure Areas. Prior to beginning any work in a controlled secure area, the Contractor shall be required to submit a list of employees that includes actual employee identification credentials such as a social security number, driver’s license number , etc., in order for an EAL letter to be developed to gain access into secure areas.
Background checks will be conducted on the employees identified on the list by Security Forces personnel before any employee access will be granted into secure areas. The contractor or the designated representative shall be responsible for pre-announcing workers into controlled/secure areas. Preannouncement is handled through the controlled area monitor of the owning/using unit. The following procedures require special attention: when contractor personnel arrive at the entry control point, they shall wait outside the outer gate until signed in by their escort. The Security Police will search all vehicles and all personnel. Each person must present two forms of identification, at least one of which must have a current photograph considered the primary identification matching the EAL. After the contractor personnel are signed in and searched, and when directed by Security Forces, they will proceed through the entry control point with their escort(s). The time required for this entry procedure should be anticipated at 30 minutes and is not reimbursable by the Government. Delays shall be reported to the Contracting Officer.
1.5.4. Military Exercises. Occasionally, Government forces will conduct various disaster or contingency exercises.
Should the contractor be in an area subject to control, he shall immediately comply with the directions of Security Forces personnel. This may include cessation of work and immediate departure from the area. The contractor or his representative shall immediately inform the Contracting Officer and await a clearance to return to the area under work.
The contractor may shift workers to other work sites with concurrence of the Contracting Officer. Disruption of work schedules shall be at no cost to the Government. These military exercises occur 5-10 times per year.
1.5.5. Missile Alert Facility (MAF) and Launch Facility (LF) Special Requirements.
1.5.5.1. Contractor’s Work Hours. Workdays for the Contractor shall be four nine-hour days per week, Monday through Thursday, with the designated representative on site between the hours of 7:30 a.m. and 6:00 p.m., excluding Saturdays, Sundays, Federal Holidays, or any other no work period listed on the Delivery Order. If the Contractor wishes to work during periods other than above, additional government inspection forces may be required. The Contractor shall notify the Contracting Officer five (5) days in advance of his intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer determines that the additional inspection forces are reasonably available. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. However, if designated representatives are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of overtime inspection at overtime rates will be charged to the Contractor and will be deducted from the final payment of the contract amount.
1.5.5.2. Security Delays. In the event of a missile movement or on-site priority maintenance involving Contractor-occupied sites, the Contractor shall be required to vacate all personnel from the area for an indefinite period when requested by the Contracting Officer or designated representative.
1.5.5.3. Entry. Entry. In order to gain entry onto a facility, contractor personnel and mission essential (needed to accomplish the contracted work) contractor owned /leased/ rented vehicles must be listed on an Entry Authority List (EAL), identified, and physically escorted on-site by authorized Government inspector/escort. No privately owned vehicles (POVs) will be permitted on MAFs or LFs.
1.5.5.3.1. Thirty (30) working days prior to the initial commencement of work, the contractor must submit to the Contracting Officer a summarized list of employees and mission essential contractor owned /leased/ rented vehicles along with a legible photocopy of each employee’s government issued credential photo ID. The employee and vehicle summarized lists and the legible photocopies of the contractor’s employee’s government issued credential photo IDs will be used to prepare the contractor’s EAL referenced above. Foremen, supervisors, and superintendents must be identified as such on this contractor’s summarized list of employee information.
1.5.5.3.2. The contractor’s summarized list of employees information must show each employee’s:
1) Full name exactly as it appears on the credentialed photo identification (ID) submitted for used in conjunction with the contractor’s EAL.
2) Date of birth (DOB).
3) Full Social Security Account Number (SSAN).
4) Citizenship.
5) The government issuing agency name and the control number (exactly as it appears on the credentialed photo ID) of the government issued credentialed photo ID submitted for used in conjunction with the contractor’s EAL.
1.5.5.3.3. Upon arrival at the site, contractor personnel shall park in the designated area, remain in the vehicle, and await arrival of the designated representative. Contractor personnel shall remain outside of the security fence and in or near their vehicle until the arrival of the designated representative.
1.5.5.3.4. Upon arrival, the designated representative will identify all contractor personnel. Two (2) forms of identification are required (see Para 1.5.3) for the designated representative to verify contractor personnel. The contractor’s vehicles, hand-carried items, and persons will be searched by authorized government personnel prior to site entry. No personal vehicles will be allowed on site.
1.5.5.3.5. If contractor personnel are not listed on the EAL or those who are listed cannot provide proper identification, they will not be permitted on-site. Delays caused by lack of proper EAL data or proper identification shall be at no cost to the Government.
1.5.5.3.6. Processing onto the site may require approximately thirty (30) minutes or more and is included in the contractor’s mobilization fee. Personnel must be escorted at all times within the perimeter fence.
1.5.5.4. Contractor’s Vehicles and Equipment. All contractor equipment shall be removed from the launch facility (LF) at the end of the work day. No equipment may remain on site or within 25 feet of the outside of the security fence. Equipment may be left outside the LF adjacent to the access road provided that the access is not blocked.
1.5.5.5. Mobilization Fee for Missile Alert Facilities & LFs. This 1-time fee shall consist of and include all the total contractor personnel and support vehicles/equipment combined along with all materials required to perform the work specified to mobilize to a MAF site for each fence project. The farthest site from MAFB is 93 miles; the closest is 18 miles, with an average distance of 60 miles. Only one mobilization fee is allowed per project.
1.6. DAYS OF OPERATION.
1.6.1. Normal Hours. The contractors Minot AFB work hours will be five days per week, Monday through Friday, 0730-1730.
1.6.1.2. Recognized Holidays. The Contractor is not required to work on Federal Holidays except for emergencies.
The Federal holidays are: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas.
1.7. EQUIPMENT AND PROPERTY DAMAGE. The Contractor shall exercise due care to avoid damaging trees, shrubs, plants, grounds, utilities, buildings, or other structures, and Government or privately-owned vehicles and equipment. The Contractor shall report any incidents of theft, vandalism, or damage to contractor, Government, or privately-owned equipment, vehicles, material, or other property to the security forces and the Contracting Officer on the same day of discovery. Government or private property damaged or destroyed by the Contractor shall be repaired or replaced as directed by the Contracting Officer at no expense to the Government , IAW FAR clause 52.236-9.
1.8. CLEAN-UP AND TURF RESTORATION.
1.8.1. SITE CLEANUP. This shall consist of cleanup on a daily basis to keep the work site free from debris and waste material resulting from in-progress work and clean-up required at the end of the project. Cleaning shall include removal of debris, removal of temporary protection and labels not required to remain, clean finishes free of dust, stains, films and other foreign substances, remove waste, and surplus materials from site. Clean ground, police area to remove all garbage (i.e., pop cans, cigarette butts, etc.) created or left by workmen; remove stains, spills, and foreign substances from paved areas and sweep clean. All materials removed, all surplus material and debris, unless designated for salvage by the government, shall become the property of the Contractor and shall be removed and disposed of by the Contractor off-site (Minot Air Force Base and associated missile sites) at the expense of the Contractor and in accordance with Federal and State law and regulations, local ordinances, and agreements with landowners. Site cleanup shall be included in the Contractors installation fees as detailed in the approved bid schedule line items. No additional fees will be paid to the Contractor by the Government for site cleanup.
1.8.2. TURF RESTORATION. The Contractor shall restore and repair site turf grounds damaged and/or excavated during construction to include removal of exposed rocks, topsoil replacement to a minimum depth of four inches, seeding, and watering to establish growth as required to produce level stand of grass to match adjacent undamaged/un-repaired stand of grass in density and height. Restoration should take place during the project or immediately upon project completion to prevent erosion and weed growth. Turf restoration shall be included in the Contractors installation fee as detailed in the approved bid schedule line items. No additional fees will be paid to the Contractor by the Government for turf restoration.
1.9. WELDING PERMITS. When any welding, cutting, brazing or use of any open flame device is to be used, an AF Form 592 permit shall be obtained from the Base Fire Department, 320 Flight line Drive, prior to beginning such work.
Fire department can be reached at PH # 723-2461. During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor.
1.10. WORK CLEARANCE REQUEST. Before any excavation, alteration, or other construction work is begun, the Contractor shall obtain and fully process an AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information, and sketches regarding any proposed excavation(s). Construction shall stay within the Air Force property boundaries. The Air Force property boundaries will be verified by 5CES CEIAP ( Real Property, 732-4864) or 5CES CENME (GIS office 723-4812).
1.11. PROTECTION OF EXISTING UTILITIES. The Contractor shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling. Damage to utilities by the Contractor on correctly located utilities by Minot AFB personnel or utility locating companies coordinated by the Contractor shall be the responsibility of the Contractor. Damage to utilities by the Contractor on incorrectly located utilities by utility locating companies coordinated by the Contractor shall be the responsibility of the Contractor. Damage to utilities by the Contractor on incorrectly located utilities located by Minot AFB personnel will be the responsibility of the Government.
1.12 EXCAVATION
1.12.1 EXCAVATION NEAR UTILITY LINES. Existing utility lines, both government-owned and leased, shall be protected from damage during excavation and backfilling. The Contractor shall be held liable for damage to lines that are within ten (10) feet of where they are shown on the excavation permit drawing and/or contract drawings. Those lines damaged shall be repaired to original or better condition. Lines damaged that are ten (10) feet or greater away from where they are indicated on excavation permit drawings and/or contract drawings will be the responsibility of the Government. Mechanical digging shall not commence, within ten (10) feet of buried utility lines, until locations of those lines have been established and properly verified by hand digging.
1.12.2. EXCAVATION NEAR COMMUNICATION CABLES. Digging within ten (10) feet of communication cables shall be performed by hand until the cable is exposed. A representative from the Communications Squadron must be present. The cable route must be marked by the Contractor prior to excavation in the area. The Contractor shall be held responsible for any damage to the cable by excavation procedures. Once the cable is exposed, mechanical excavation may be used if there is not a chance of damage occurring to the cable.
1.12.3. EXCAVATION OFF SITE. Any private buried cable or a line outside the site fence is the responsibility of the Contractor to locate by calling North Dakota ONE-CALL (800)795-0555. Base Civil Engineering personnel will provide the Contractor all necessary record drawings to facilitate locating utility lines and underground structures outside the fence.
1.13. ENVIRONMENTAL REQUIREMENTS
In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:
1.13.1. HAZARDOUS MATERIALS. The Contracting Officer shall approve all hazardous materials brought on-site by the Contractor prior to use. The Contractor shall obtain approval using the application requirements of the AF Form 3952, Chemical Hazardous Material Request Authorization Form. Once the process is implemented and Contractor is trained, the Contractor may submit the AF Form 3952 electronically. The Contracting Officer has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the Contracting Officer does not approve a hazardous material for use, the Contracting Officer may provide the Contractor a list of suitable substitutes; however, the Contractor shall retain responsibility for finding an acceptable substitute. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies. Contractors must submit all required documentation including appropriate Hazardous Materials Authorization Information Form, Safety Data Sheet (SDS), and projected usage information to the Environmental Management Element (5 CES/CEIEC) through the Contracting Officer at least 15 days before the HAZMAT is brought onto Minot AFB. This review is to ensure that no Air Force restricted hazardous materials are being proposed for use.
1.13.2. The Contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
1.13.3. Hazardous Materials Inventory. The Contractor shall maintain an up-to-date hazardous material inventory with copies of SDS(s) for all materials used on the job site. The Contractor shall maintain a complete copy of all approved SDSs and AF Form 3952s.
1.13.4. Hazardous Materials Management. The Contractor shall remove all hazardous materials by the end of each workday. Contractor shall not conduct process treatments (e.g., paint thinner solvent recycling) on base.
1.13.5 Spill Response Procedures.
1.13.6. Determine Hazards. Immediately upon awareness of a spill, determine if the environment is hazardous to health. If so, immediately evacuate the area, sound fire alarm (if applicable), and make proper notifications.
1.13.7. Eliminate Sources of Ignition. Scan the area of the spill to determine if there are any sources of potential ignition, such as equipment with open flames, or machines or engines. If so, eliminate these sources of potential ignition.
1.13.8. Stop Continuous Leaks. If there are no excessive risks or dangers including excessive vapors in the air, then determine if the leak is continuing, or if it has stopped. If it is continuing, determine if it is possible and safe to stop the leak. If so, stop the leak, perhaps by closing a valve or by turning or rolling a drum.
1.13.9. Contain Spilled Materials. If there is no continuing leak, or after the leak has been stopped, try to contain the spilled materials by plugging or covering drains, using locally available spill containment materials, or using booms or absorbent materials locally available.
1.13.10. Notify Authorities. Once the leak has been stopped and contained, or if it is determined that the spill is hazardous to health and safety, then immediately notify the proper personnel.
1.13.11. For small spills of 5 gallons or less, contact the facility supervisor or alternate.
1.13.12. For large spills of greater than 5 gallons, dial 701-727-1911 for the Minot Air Force Base Fire Department.
1.13.13. Clean-up of Spilled Materials. After notification, wait for assistance, if necessary, or if properly trained and safe, begin cleaning up the spilled materials, using absorbent pads or material, while wearing proper personal protection equipment.
1.13.14. Notify Fire Department. For spills over 5 gallons, the Contractor is required to notify the base fire department, who will supervise the remediation and clean-up of the spilled materials. Dial 701-723-2142 or 701-727-1911 and using the Spill Notification form, summarize the type of materials/spill and estimated quantity of spilled materials.
Spill reports must be filed.
1.13.15. Hazardous Waste. All hazardous waste must be managed, handled, and disposed of in accordance with 40 Code of Federal Regulations (40 CFR) Parts 260-299 and the Minot AFB Hazardous Waste Management Plan.
1.13.16. The Contractor is responsible for the proper characterization, containerization, and disposal of all wastes generated from his operations, including Resource Conservation and Recovery Act (RCRA) hazardous, state-regulated, and spill clean-up wastes.
1.13.17. Contractors shall coordinate with the Environmental Management Element (5 CES/CEIEC) for the disposal of generated wastes at least 14 days before the project begins, and provide updates at least once per month throughout the entire project. Updates shall include the volume and type of waste generated and storage location.
1.13.18. The Contractor shall dispose of/recycle solid wastes (i.e., non-hazardous) through local disposal or recycling facilities. No liquid wastes of any kind may be put into installation garbage collection containers, or poured into drains, sinks, toilets, or on the ground. Revenue received by the Contractor from recycled solid wastes shall offset contract costs. The Contractor shall coordinate disposal of RCRA hazardous, state-regulated, and liquid wastes from Government materials through 5 CES/CEIEC via the Contracting Officer. The Contractor shall be responsible for disposal of RCRA hazardous, state-regulated, liquid wastes, and spill-cleanup wastes generated by Contractor processes and from Contractor-purchased materials. The Contractor shall characterize, containerize, handle, manage, and dispose of wastes in accordance with 40 CFR Parts 260-299 and the installation Hazardous Waste Management Plan. The Contractor is responsible for provided appropriate waste collection containers.
1.13.19. The Contractor is responsible for all fines and penalties which may stem from an EPA or State of North Dakota Department of Health hazardous waste inspection of his operation.
1.13.20. The Contractor may obtain guidance from the 5 CES/CEIEC at (701) 723-4825, on proper storage and handling of hazardous waste. However, all responsibility rests with the Contractor to comply with all federal and state hazardous waste requirements and any information obtained from 5 CES/CEIEC does not remove responsibility from the Contractor for proper waste management.
1.14. WARRANTY. The Contractor shall provide one (1) year against defects in workmanship, materials, and component failure due to improper surface preparation or product installation. Any applicable product manufactures warranties shall remain in full effect. This statement applies to all products installed by the Contractor in addition to any specific product requirements outlined in this Statement of Work.

SECTION 2.0 – CHAIN LINK FENCE & GATES
2.1. SCOPE. Work in this section covers the replacement, repair, and construction of chain link fence and gates to include all pertinent accessories to complete all work.

2.3. MATERIALS.
2.3.1. GALVANIZED METAL. Imperfectly galvanized materials or materials upon which serious abrasion of the galvanizing occurs shall not be used. All ferrous metal used, unless specified otherwise, shall be hot-dip zinc coated with not less than 1.2 ounces of zinc per square foot.
2.3.2. FABRIC. Chain link fabric shall conform to ASTM A 392, be woven with a nine (9) gauge galvanized steel wire in two (2) inch mesh. Fabric shall be coated with not less than 1.2 ounces of zinc per square foot and shall meet the requirements of RR-F-191. Top and bottom salvages shall have a twisted and barbed finish.
2.3.3. POSTS, RAILS, AND BRACES. Posts, rails and braces for chain link security fence shall be steel pipe and meet the requirements of RR-F-191, Class 1, grade A or B. Galvanized steel pipe shall be continuous span. No sleeves or welded splices are allowed. The minimum requirements for the outside diameter (X) wall thickness in inches are as follows:

2.3.4. WIRE TIES. Wire ties shall be a nine (9) gauge zinc-coated galvanized steel wire. Hog rings shall be nine (9) gauge galvanized steel wire. The minimum weight for zinc coated wire ties is 0.8 ounces of zinc per foot of coated surface area. Wire ties shall not fracture when tested as follows: bend wire from which ties are formed through an angle of 180 degrees on mandrel having the same diameter as the wire under test.
2.3.5. TENSION WIRE. Tension wire shall be #7 gauge with Type II (zinc-coated steel) Class 1 (not less than 1.2 oz/ft2 ). Wire shall be installed at top and bottom of fence fabric in accordance with the General Drawings.
2.3.5.1. At the discretion of the Government tension wire may be spliced using crimp type connectors. Use the following or approved equal sleeves and crimping tool. NICOPRESS brand crimping sleeves 7 gauge wire part# FW-5- 6, and NICOPRESS brand crimping tool part# 3-56 may be used for splicing tension wire. Each crimp connector will be installed with a manufacturer approved crimping tool, and crimped the recommended number of times. Two crimping sleeves per lap splice on barbed wire, and three crimping sleeves per tension wire lap splice will be used; see appendix 4 for further information.
2.3.6. TENSION BARS. Tension bars shall be galvanized steel with a cross-sectional area of not less than 3/16 inch by ¾ inch, or equivalent. Tension bands shall be galvanized steel and ¾ inch wide by 1/10 inch thick nominal size.
2.3.7. OTHER HARDWARE. Tension rods, gate hinges, eye-bolts, J-bolts, nuts, and other fasteners or devices used in fence construction shall be galvanized steel.
2.3.8. CONCRETE. Concrete shall meet the requirements of Section 3.0.
2.3.9. BARBED WIRE. Barbed wire shall conform to ASTM A 121 Design Number 12-4-5-14R, Class 3, Coating Z. Barbed wire shall be two-strand galvanized steel 12½ gauge wire with 4-point 14 gauge round barbs spaced at intervals no greater than 5 inches. Wire and barbs shall be zinc-coated, with Class 3 coating (not less than 0.80 oz/ft).
The minimum breaking strength of each wire shall be 950 lb-force.
Barbed wire outrigger arms shall be single arm for three (3) wire strands. When installed, the barbed wire outrigger arms shall project at an angle of 45 degrees from the plane of the fence line and the outer strand of barbed wire shall be positioned approximately twelve (12) inches horizontally from the fence line. Intermediate strands of barbed wire shall be uniformly spaced between the strand on the end of the support arm and the fence fabric. All outrigger arms shall be fitted with clips or slots for attaching the barbed wire to the support arm. Outrigger arms shall be capable of withstanding a load of 250 pounds applied at the outer strand of barbed wire.
2.3.10. FENCING SLATS. Privacy/Security fencing slats shall be of solid or extruded design that once installed, shall obscure view past the fence it is installed in. Slats shall be pre-cut in lengths to fit all specified fence heights. Slats shall not rot, water stain, chip, crack or break, and shall withstand temperature extremes, detergent, and harsh chemicals.
Color of slats to be used shall be chosen by the Contracting Officer or delegated representative. Slat installation shall result in straight, even alignment with both top and bottom of chain link fence fabric.
2.3.11. GROUNDING. There are 2 types of grounding systems. At a MAF or LF Steel wire for repair of grounding system shall be seven (7) strand wire rope with an overall diameter of ½ inch. Wire shall conform to ASTM designation A-641, carbon steel, galvanized. Wire shall be enclosed in a polyethylene sheath, conforming to ASTM designation D 124B, Type III, Grade 3, Class B, of 4-mil minimum thickness, free of all air bubbles, breaks, leaks, and non-uniformity in dielectric strength. All connections shall be cad welded and taped. Base side fence grounding will be in accordance with the National Electric Code. Using ¾” diameter, 10’ long, copper coated steel ground rods, #4 stranded copper wire;
utilizing approved clamps for the ground rod and fence post connection.
2.3.12. TEMPORARY SECURITY FENCING. At the discretion of the government, the integrity of the site security fence must be restored by the end of each day’s work. If it is not possible to complete the items being worked, then a temporary security fence shall connect to the existing fence with no openings. Temporary fence shall meet the same standards as permanent fence, except that the animal barrier, when applicable, may be omitted when fabric is set tight against the ground and fence posts with four (4) foot minimum depth into the ground and fifteen (15) foot maximum interval may be used. Every effort shall be made to minimize the length of time temporary fence is utilized.
2.4. CHAIN LINK FENCE CONSTRUCTION/INSTALLATION.
2.4.1. FENCE LINE. The Contracting Officer’s designated representative will mark or identify the items of work to be accomplished at the start of construction at each site. Install fence and accessories in accordance with fence manufacturer’s written installation instructions except as modified herein including the attached fence detail drawings.
The finished fence shall conform to the alignment indicated by the Contracting Officer’s representative. .All trees, brush, and other debris that might interfere with the installation of the fence shall be removed. The grading and leveling of existing ground by adding or taking away soil, along the fence line for new construction, may be required to keep the distance from the bottom of the fence fabric and the ground to meet the requirement in this statement of work.
2.4.2. PROTECTIVE COATING. Galvanized metal that has been damaged by torch or by welding, or miscellaneous metal used in repair or modification, shall be cold galvanized in the field. All metal to receive cold galvanizing shall be thoroughly cleaned by wire brush. Immediately after cleaning a coat of paint consisting of Devcon Z Cold Galvanizing Compound No. 12000 with 95 percent pure zinc in the dried film, or Rust-Oleum No. 2185 Cold Galvanizing Compound or equal containing over 93 percent pure zinc in the dried film shall be applied. A coat of aluminum paint as made by Rust-Oleum or equal shall be applied after the cold galvanizing has dried.
2.4.3. POST SPACING. Do not exceed 500 feet on straight runs between braced posts. When any straight line linear fence measurement is greater than 500’, a pull post shall be installed with a brace post on either side. If the linear fence measurement is less than 1000’ then a pull post will be installed at midpoint. Ex. If you have 700’ of linear fencing, there will be a pull post installed at approximately 350’ with a brace post on either side. Provide line posts spaced equidistantly apart, not exceeding 10 feet on center. Provide corner or pull posts, with bracing in both directions, for changes in direction of 15 degrees or more, or for abrupt changes in grade.
2.4.4. POST SETTING. Install, remove, and replace existing posts as directed. Posts shall be a continuous length with no splices. Ensure proper alignment of new posts. Posts shall be set plumb and sufficiently long so that the top of the fence is approximately level on any given straight run of fence. Holes created by removal of existing posts shall be filled with compacted earth prior to installation of a new post in the same location. Compact earth in lifts not greater than eight (8) inches. All posts shall be set into the ground a minimum of six (6) feet. Gate, corner, end, pull, and brace posts shall be set in concrete as indicated in the drawings. Allow concrete to cure a minimum of 72 hours before performing other work on posts. Concrete forming tubes shall be used for all concrete placements. The tubes will extend above grade 1 ½” and below grade 2’-10 ½”. Compact concrete to eliminate voids by tamping or vibrating.
Placing the upper layers of concrete against the excavated hole will not be allowed. Crown top of concrete above grade and trowel outside edge to existing grade for water shed. A mechanical device shall be used for driving in line posts.
Post tops shall be protected from mushrooming, or the excess length and mushroomed top of a driven line post will be cut off. Under no circumstances will the use of explosives be permitted.
2.4.5. BRACING. All gate, corner, end, and pull posts shall be braced to a brace post with a horizontal brace rail used as a compression member, placed at least 12 inches below the top of the fence. Diagonal steel truss rods (3/8 inch) shall be used as tension members and attached at the bottom of the corner or pull post to the adjacent brace post where the horizontal brace rail terminates. Each 3/8 inch steel truss rod shall be banded to the post and equipped with a turnbuckle or truss tightener with tensile strength equal to the truss rod. All clamps, bands, or other devices used to attach compression members shall be firmly attached to the post by shot nailing, or tack welding to prevent rotation.
Any damaged galvanized coating from welding will be repaired in accordance with section 2 para. 2.4.2.
2.4.6. TOP AND BOTTOM RAIL. Top rail, where used, shall be supported at each post to form a continuous brace between terminal posts. Where required, sections of top rail shall be joined using sleeves or couplings that allow expansion or contraction of the rail. Bottom rail where used, shall be bolted to double rail ends and double rail ends shall be securely fastened to the posts. Bolts shall be peened to prevent easy removal. Bottom rail shall be installed before chain link fabric.
2.4.7. TOP AND BOTTOM TENSION WIRES. (Installed where top and bottom rail is not required by specific project) shall be installed prior to the installation of chain link fabric and shall be pulled taut and will be free of sag. Place top and bottom tension wires within 8 inches of respective fabric line. At the discretion of the Government tension wire may be spliced using crimp type connectors. See section 2 para. 2.3.5.1 for crimping details. Weave the tension wire through the post caps. Each end and corner post shall have a wire stretching eye bolt.
2.4.8. FABRIC. Chain link fabric shall be attached to end and corner posts with tension-bars and tension-bar bands.
Tension bars shall be a continuous length compatible with the height of the fence and shall be threaded through the fabric and attached to the post by tension bands. The tension bar shall engage each link in the fence fabric. Tension bands shall be used for securing chain link fabric at each end, and corner post. Tension bands on posts shall be spaced at twelve (12) inch intervals or less and located not more than four (4) inches from the top and bottom of the post.
Install fabric on opposite side of posts from the area being secured. Install fabric so that the bottom of the fabric is no less than 1 inch and no more than 2 inches above ground level. Chain link fabric shall be fastened to line posts with nine (9) gauge galvanized steel tie wires with a minimum of two twists at fourteen (14) inch intervals. Tie wire shall encompass two (2) strands of fence fabric. Chain link fabric shall be attached to the top and bottom tension wires and truss rods with nine (9) gauge hog rings at fourteen (14) inch intervals. Chain link fabric shall be attached to the top and bottom rails (where used) with nine (9) gauge galvanized steel tie wires with a minimum of two twists at (24) inch intervals. The Contractor may use an electric drill to tie steel tie wires.
2.4.9. POST TOPS AND OUTRIGGERS. Metal post tops and outriggers shall be installed on security fence posts by shot nailing or spot welding. Repair galvanized coating in accordance with section 2 para. 2.4.2 and cold galvanizing as shown in the drawings. Barbed wire shall be installed on the outriggers above fence posts.
2.4.9.1. BARBED WIRE. On new installations barbed wire shall be installed in such a manner as to minimize the number of splices required. For repair of barbed wire, lap splices utilizing the following crimping sleeves and crimping tools or an approved equal crimp type connectors designed for barbed wire will be used. NICOPRESS brand barbed wire crimping sleeve part# FT-4-5 using a NICOPRESS crimping tool part# 64-2345 or FT-2345 will be used for splicing. In both installations each strand of barbed wire will be pulled tight with an appropriate mechanical devise.
Two each crimping sleeves per splice will be used per splice; see appendix 4 for further information. Barbed wire will be securely fastened to out riggers as recommended by the manufacturer.
2.4.10. FENCE HEIGHT. Fence height will be measured from ground level to top of the fence fabric.
2.4.11. GROUNDING. The type of grounding installed will be location specific. See section 2 para 2.3.11.
See appendix 1 for work base side grounding detail.
2.4.12. SIGNS. All signs or other hardware attached to the existing fence or gates shall be relocated to the new fence or gate and attached in a similar manner. New signs on newly installed fence will be provided by the Government.
Location of signs on newly installed fence shall be coordinated with the Contracting Officer’s representative before installation.
2.4.13. GATES AT THE AIRBASE AND LFs. Contractor shall field verify the dimensions required for all new gate openings. Swinging gates shall be the type indicated on the drawings and shall be hinged to swing through a minimum of ninety (90) degrees from closed to open. The gates shall be complete with two (2) hinges per panel. Frames shall be constructed of tubular members. Gate leaves shall have diagonal truss rods as indicated to provide rigid construction free from sag or twist. All joints between tubular members shall be made by welding or by means of heavy screwed fittings. Connections shall be rigid. Fabric shall be of the same chain link used on the fence. The fabric shall be attached to the gate frame ends by use of tension bars. The top and bottom of the chain link fabric shall be attached with wire ties at intervals not exceeding fourteen (14) inches on center. The vertical members of gate frames shall extend sufficiently above the top member to carry three (3) strands of barbed wire in alignment with the strands of barbed wire on the fence. The maximum allowable clearance between the surface of the road and the bottom of the gate is two (2) inches. Double swinging gates at the airbase will be installed utilizing a box slide latch for securing the gate. At LFs gate panels shall overlap at the center. Overlap gate frame ends by the width of the panel end tubular member. LF gates will include a 30” long, 3/8” steel galvanized chain to secure the gates. Cantilever gates will be fabricated using the same fabrication methods listed above for swing gates, specific design criteria is listed in Attachment 1.
2.4.13.1. GATES AT MAF’s. Gates shall be aluminum cantilever slide gates. Fabricate chain link cantilever gates in accordance with ASTM F 1184, Type II, Class 2, using5 X 2 inch rectangular top, bottom and end aluminum members 2” square vertical intermediate aluminum members, ASTM B 221, alloy and temper 6063-T6, weighing 0.94 lb/ft.
Weld members together forming rigid one-piece frame integral with top track. Provide 2 each upper truck assemblies and 2 each lower guide assemblies for each gate panel. Provide diagonal adjustable length truss rods of 3/8” galvanized steel, in each panel of gate frames. Top track/rail shall be enclosed combination one-piece track and rail, aluminum extrusion with a minimum weight of 3.72lb/ft. Track must withstand a reaction load of 2,000lb.
