FA4528-18-Q-4012 Q&A’s
Q1: Must the latrine units be exactly 62” x 62” or can they be smaller or larger?
A1: Latrines may be between “58 x 58” to 64” x 64”. The tank capacity shall be between 35 and 40 gallons.
Q2: On the RFQ under CLIN 0002 Out-of-Schedule Servicing, the quantity is 6 each. Does this mean 6 for each toilet (6 x 150 toilets)?
A2: No, this indicates the Government is estimating to have 6 Out-of-Schedule Service requests during each contract period. The quantity of 6 is an estimate.
Q3: On the RFQ stating Discount Terms, what is encompassed with this?
A3: Most often contractors will offer discount terms if accelerated payments are made by the Government. For example “2/10 Net 30” would indicate a contractor is offering a 2% discount on the price if payment is made within 10 days of receipt of the invoice. Please see FAR 32.902 and 32.906(e) for definition and explanation. Standard payments are processed and paid within 30 days of receipt of an approved invoice.
Q4: On the RFQ, it states that the units need to be blue in color. We have units on-hand that are 62" x 62". But they are 4 different colors, blue, forest green, gray and teal. Would these need to be placed immediately or would standard blue toilets need to be placed until all of the units are shipped and received? Would we still need to order new 62" x 62" blue toilets for the remaining contract to be compliant?
A4: Please refer to the Combo, #4 “Description”. For units that are in the vendor’s inventory they are to be placed immediately starting 15 December 2017 and color/tank size are not mandated, however please submit this information with your proposal for what is on-hand.
Q5: We are not familiar with the payment process. Does the Federal Government pay weekly, monthly, or quarterly.
A5: Invoicing/payment instructions will be included on the award, however this contract will be invoiced monthly and paid monthly as well.
Q6: In filling out the RFQ, what is required for the “Estimated Delivery/Performance Time”?
A6: As stated on the RFQ, please submit a delivery schedule with your completed RFQ. In the blank next to "Estimated Delivery/Performance Time", you can indicate when the estimated delivery of all 150 units will be completed.
Q7: I saw the amendment to the bid requirements for the chemical toilet rental. The toilets from my vendor are 62.5" x 67". Are they going to be ok for the bid?
A7: Yes, latrines may be between “58 x 58” to 68” x 68”.
