1. Please confirm that no site visit is scheduled for this project.

ANSWER: There is no current need to host a site visit at this time.

2. Page 2 of the Performance Work Statement (PWS) 1.2. Temporary Facility Installation states that the facility is 13,000 s/f. Pages 4 and 5, 1.2.1.5. - 1.2.1.17 gives the required s/f per room which is over 15,000 s/f not counting circulation, sprinkler room or man traps which would put the facility between 17,000 and 18,000 s/f.

ANSWER: Attachment I of the PWS shows approximately how much square footage of each room the facility shall accommodate. The overall square footage of the facility should approximately be around 13,000 sq ft to include a 10% circulation rate.

3. Please confirm which size building you require: 13,000 including circulation or 17,000 including circulation.

ANSWER: Approximately 13,000 sq ft

4. Page 5 of the (PWS) 1.3.4. Communication states that you require 120 data jacks. The room descriptions only account for 40-50 of these data jacks. Please provide locations for the other 70-80 data jacks.

ANSWER: Please refer to Attachment I for the number of data drops for each corresponding room. These are just approximations that are subject to change depending on the layout of the facility provided.

5. The (PWS) does not state if used buildings are acceptable or only new buildings are acceptable. Please confirm that only new buildings will meet the requirements of this RFP.

ANSWER: The Government will accept whichever facility that provides the best value.

6. Please confirm that ATFP if waived under this RFP.

ANSWER: This Temporary Facility is exempt under UFC 4-010-01 DoD AT Standards dated 9 Feb 2012

7. Please confirm that under page 3 of the (PWS) 1.2.1.2 (3) no exterior windows are required.

ANSWER: The modular building shall NOT have exterior windows. The doors providing entry to the facility may contain windows. PWS 1.2.1.3 (4) has been added to reflect this information.

8. Page 3 of the (PWS) 1.2.1.3 (8) states that Supply and Returns will utilize aluminum or galvanized steel ducts. Will fiberglass supplies and returns be acceptable?

ANSWER: The industry requirement is 5’ runs, the main branches should be Al or galvanized steel, but the branches to the supply and returns can be fiberglass as long as the run do not exceed 5’.

9. Please confirm the location of the SCIF room in this facility.

ANSWER: There is no SCIF.

10. Page 4 of the (PWS) 1.2.1.11 Mechanical Room states this will be for the housing of utilities and operations for the building. Will this room be maned? If not, what utilities will go in this room?

ANSWER: The Mechanical Room will not be a manned room. The utilities that will go in this room are MEP and the communication equipment.

11. Page 4 of the (PWS) 1.2.1.13 Water Fountain. Please confirm that under the new UFC all water fountains must also include a bottle filler station.

ANSWER: Water fountains shall include a water bottle filler station. PWS Para 1.2.1.13 has been adjusted to reflect this information.

12. The (PWS) calls for Cisco switch to be installed. Will the Government be providing the equipment for install or is this the responsibility of the contractor?

ANSWER: As referenced in Para 1.3.5.4 of the PWS, the Contractor shall purchase the appropriate switches and coordinate the install of the equipment with our point of contact of our Communications Squadron office.

13. The (PWS) call for a UPS to be installed. Will the Government be providing the UPS or is this the responsibility of the contractor?

ANSWER: As referenced in Para 1.3.5.4 of the PWS, the Contractor shall purchase the appropriate UPS and coordinate the install of the equipment with our point of contact of our Communications Squadron office.

14. Is a MNS system required along with the Fire Alarm for this project?

ANSWER: A MNS system that complements the Fire Alarm is not required. Please refer to Para 1.3.6 of the PWS for all Fire Detection/Suppression inquiries.

15. Is it the Government’s intent on the Data Comm to have Voice over Internet?

ANSWER: Yes.

16. Please confirm that one of the rooms has both NIPR and SIPR. If so, will the Government be doing the final outfitting for this room?

ANSWER: The Contractor will not be responsible of making a distinction between NIPR and SIPR at the time of the drops.

17. Does the Government have a current Geo-tech of the site? If not, do you require one to be completed?

ANSWER: There is not a geo-tech of the site. The contractor should follow the industry standards for temp facilities in this region.

18. Please confirm that below grade footer/foundation system for this building should be at a depth of 5 feet to protect against frost heaving.

ANSWER: This is correct. The requisite has been added to PWS Para 1.2.1.

19. Please provide a detailed site plan showing all utilities and the connection points that the contractor is to tie into.

ANSWER: Shall be provided at time of award.

20. Will the Government be supplying the electrical transformer that is needed to tie into the MDP?

ANSWER: Minot AFB utilities POC (found in Para 1.3.1 of the PWS) will manage the installation of the transformer through local utilities company. The POC will ensure electric, water and sewage are provided to the temp facility. The contractor shall provide the total power requirements for the facility to the POC at least 2 weeks before the electrical tie in is needed. This will give ample time to complete Government’s portion of work without limiting other work features. Do not call the electric, water, and sewage POCs in PWS to coordinate work. All utilities work must be coordinated through the installation POC.

21. Please provide the current power that is available on this site, single or 3 phase?

ANSWER: Voltage in the area is 208V, 3 phase per 1.2.1.4 (10) in the PWS.

22. The site plan shows a new parking lot. Is the contractor to supply this new parking lot? If so, please provide the number of parking spaces required and if this space needs exterior lighting.

ANSWER: The contractor is not to supply a new parking lot. Please disregard parking lot displayed in the site plan.

23. The provided pricing page only gives three line items. Please explain how the Government will review for completeness of the SOW without a breakout of the cost?

ANSWER: Submittal will be evaluated on Price and other factors as referenced in FAR 52.212-2 Section of the RFQ and in accordance with IAW FAR 13.106-3.

24. Please provide a total page count for the proposal that is required including Technical package, drawings, QC plan and Pricing sheet.

ANSWER: No total page count standard, submit as necessary.

25. Will the Past Performance sheets be included in the page count for the required proposal?

ANSWER: No

26. Page 6 of the (PWS) 1.4 Lease states the contractor will provide operations and Maintenance of the Facility. Please expand on the Government expectations as far as the “maintenance” of the facility.

ANSWER: As discussed in Para 1.4.1 of the PWS, The Government’s expectation is that the contractor will perform all routine preventive maintenance associated with a temp facility and its supporting facilities. In addition, the customer may call the contractor to arrange maintenance when a component of that temp facility needs repaired.

27. Will the Government require interior and exterior signage for this building?

ANSWER: Signage for the building is not required. This information has been added to Para 3 of 1.2.1 of the PWS.

28. Will the Government be providing the IDS system required for this facility under a separate contract?

ANSWER: An IDS system is not required for this facility.

29. In section - 1.5 SITE TEARDOWN. At the end of the contract, the contractor shall remove all structures, equipment, and material to its original state. Does this include tear out foundation and underground utilities?

ANSWER: The site is to be returned to its original condition; therefore, the foundation shall be removed, ground cleared, and graded as it was found. The base POC will manage the utilities portion.

30. Are there any other program requirements that would affect the layout of the facility? ie, Locations of the offices.

ANSWER: The CSS office to be near the CC office. The TOC should be close to the mission planning area. Notate on your concept when submitted.

31. Are there proximity requirements for locating the restrooms in relation to the common use areas like the auditorium and training room?

ANSWER: No; there are no proximity requirements.

32. Page 3 of PWS Section 1.2.1 Structure calls out for R-11 Insulation on the interior walls and R-19 in the floor. What are the insulation requirements for the skirting on the exterior perimeter of the structure?

ANSWER: The contractor shall use the industry standard for R values in this region; primarily a value that protects pipes from freezing.

33. Page 4 Section 1.2.1.3 Mechanical Details calls out for a mini split system. Is there a requirement for the compressors be ground mount or roof mount.

ANSWER: There is no installation requirement. This will be contractor’s preference, as the contractor is responsible for the maintenance.

34. When will the Department of the Air Force require the temporary facility?

ANSWER: Projected performance start date 1 Apr 2018.

35. Would Wall Pack units be acceptable?

ANSWER: Wall Pack units are acceptable.

36. Will site test & balance of the HVAC system be required for the transition space?

ANSWER: The Government’s expectation is for the contractor to use current industry standards for temp facilities and new HVAC systems.

37. What is the required voltage for the transition space?

ANSWER: Voltage in the area is 208V, 3 phase

38. What are the requirements for floor live load of the transition facility?

ANSWER: Live loads are calculated by the contractor and PWS using the IBC 2015 and UFC 3-301-01, Change 3 12 Sept 2016. Live loads are calculated based on occupancy and equipment.

39. Will solid core doors be required for the interior of the transition facility?

ANSWER: Solid core doors are not required for the interior of the facility; hollow doors are also acceptable.

40. Will the transition building require additional STC rated walls?

ANSWER: Yes, walls are to be STC rated. This clarification has been added to PWS Para 1.2.1.

41. Will the transition building require Emergency power?

ANSWER: UPS will be required.

42. What is the security requirement of the transition space?

ANSWER: Cipher locks are to be used on interior doors of transition space. This information is reflected in Para 1.2.1.2 (3) of the PWS.

43. Is there a list of all current equipment that will be used in the transition space?

ANSWER: Office equipment (computers, printers, telephones, wifi), radios, kitchen appliances (refrigerator, microwave, etc).

44. Please confirm that the transition space is exempt from the ATFP requirements.

ANSWER: Per UFC 4-010-01, the transition space is exempt from the ATFP requirements.

45. Please clarify the required codes to be used in paragraph 1.2.1 Calls for all codes to be 2015 IBC, IPC, IMC, and IECC and in paragraph 1.2.1.1 calls for 2018 IPC and in 1.2.1.4 Calls for the NFPA 70 2017 NEC?

ANSWER: The contractor is to build to the code that is stated in the contract. As of the time of this writing, the AF is still using 2015 IBC and 2015 IPC. PWS Para 1.2.1.1 has been revised and adjusted to reflect the use of 2015 IPC. The call for the use of NFPA 70 2017 in PWS Para 1.2.1.4 remains unchanged.

46. The current insulation values called out for 1.2.1 does not meet the requirement for the 2015 IECC please provide updated insulation values?

ANSWER: Use the required R values for 2015 IBC for this region.

47. Following the 2015 IECC requires that the EPDM roof to be White and the light fixture to be LED. Please confirm these items are required for the transition space. PWS 1.2.1 para 3 ANSWER: The items in question are to follow IBC 2015 as stated in PWS Para 1.2.1.

48. Does the Auditorium require and special seating style? I.e.: stadium seating tables and chairs. PWS 1.2.1.5 ANSWER: The contractor is not responsible for providing auditorium furniture. Para 1.2.1.5 of the PWS has been updated to reflect this information.

49. Is there going to be equal genders ratio in the building or does the building need to be equipped to handle max ratio for either gender for the restroom? PWS 1.2.1.6 ANSWER: The one male and one female restroom is all that is required for this facility at this time.

50. What is the fire alarm reporting system currently used? PWS 1.3.5 ANSWER: Monaco D-21

51. The work statement calls for 14 offices in section 1.2.1 but lists 17 in 1.2.1.9. Please Clarify.

ANSWER: A total of 17 office spaces is required of the facility. PWS Para 1.2.1 has been adjusted to reflect the proper information, also see Attachment 1 – Room sq ft and drops.

52. What are incidental utilities?

ANSWER: The reference to incidental utilities has been removed from the PWS; the contractor is not responsible for incidental utilities.

53. Distance to utilities. (water, sewer, power, fiber)?

ANSWER: Minot AFB utilities POC will coordinate the installation of water, sewer, and power, please reference 1.3.1 of the PWS.
