Attachment 5 Pre-Proposal Offeror Questions and Government Responses Cathodic Protection

1. Q:Are any of the sites requiring both rectifiers and wells? If so how many total sites will work be conducted on?

A:Wells will be identified in the revised specifications on attachment 3. The only site that has a well and rectifier is D-7.

2. Q:Clarification that drilling must be cleaned up and disposed of off government property?

A:Drilling mud shall be cleaned up IAW revised specifications section 25.1.8, preferably with a VAC truck.

3. Q:Clarification of escort procedures and those to adjust hours if required. What days/hours will work be conducted?

A:As stated in specification for rectifier installation, understanding critical anode installation we try to accommodate drilling hours so holes do not collapse overnight if drilling gets extended.

4. Q:Clarification if centralizers will be required on the anode. Contractors referenced similar systems at other missile bases?

A:Clarified in revised specifications section 25.1.4, centralizers will be required.

5. Q:How will abandoning the existing wells work? Are there details in the SOW - Can there be further clarification?

A:The wells shall be abandoned IAW revised specifications section 25.1.11 and 25.1.12, basically as required by the state of ND for an abandoned well.

6. Q:The concrete around the sites, Is it required on all sites or not? Is it required to be solid blocks or can it chunks as some sites currently are (pictures in the SOW)? If chunks can it be reused from the sites?

A:This is addressed in attachment 5 note 4 of the specifications, we do not require any additional rocks or gravel to be spread nor do we require any removing of the existing, just rake smooth of clumps with the material that is there.

7. Q:Clarification on the marking process, Air Force marking the sites (who to call and procedures for that) and the procedures for having the lines marked outside of the site by the utility companies?

A:Missile Engineering will complete base digging permit as per section 15.1. It is the contractors responsibility as per ND state law to contact ND one call.

8. Q:What are the Safety requirements (per person) to get on site and perform work? PPE and or paperwork, badges, background checks?

A:Contractor is not going on site. Contractor is responsible for your own safety as required by OSHA. If you are not approved by Security forces for the Entry Authorization List you will not be going on site.

9. Q:Spec says 4 – 10 hour working days/week. Since we are not local, how will the 5th working day be handled? Is there any flexibility for the crews to work a normal 5-6 day work week?

A:Contract hours only allow four 10 hour days.

10. Q:Will there be daily vehicle inspections or permitting that will be required, in excess of 1 hour each day?

A:No as not going on site.

11. Q:Are any of these sites in restricted areas where we would need more escorts (beyond the inspector specified in the specs) to perform the work? If so, what is the likelihood of standby while we wait for the escort(s)?

A:No, and unlikely of standby waiting for excorts.

12. Q:Assume that the NTP is flexible? As there will be reviews, approvals and lead time required to get the equipment and materials before the work can begin. There is normally an 8-10 week lead time on rectifier units.

A:The NTP will be issued once Payment and Performance Bonds are submitted. Submittals and lead times are part of the project Period of Performance

13. Q:Are there any overhead lines where the wells will go? Need appx a 40x80’ area to get all of the drilling equipment set in place- less if they are air drilled.

A: No but verification is the responsibility of the Contractor.

14. Q:Is there water available at the well drilling locations? There will be 3000-15000 gallons/well depending on the drilling conditions.

A: No water available at sites Water is not provided.

15. Q:Total # of wells completed is 8? 3 MAF (deep) wells and 5 LF (shallow) wells?

A: Number of wells is correct, depth is as per specifications.

16. Q:Diameter of casing in new wells 6” or 8”? Recommend going with 8”.

A:Agree with 8 inches.

17. Q:The drilling fluid that spilled on the ground as part of the drilling process, does that need to be cleaned up and if so in what fashion? On several projects it is common to thin spread the fluid and cuttings on side and within 1 week it isn't even known it was there, would this be acceptable? If it is desired that is be cleaned up and removed, that will add significant cost and time depending on where we could get rid of it. Are there locations at each facility to place the fluid and cuttings? The fluid and cuttings just consists of water, soil and a bentonite material (Clay). If it needs to be disposed of off site, do we need to submit any documentation or agreement with a landowner? To my knowledge no special disposal will be required, correct?

A:Yes required to clean, previous Contractor utilized VAC truck.Spreading fluid not acceptable. Gov does not provide locations to dump fluid. Contractors responsibility to determine were to dump, however it does need to be disposed of legally. We require no documentation.

18. Q:What is the general timeline for funds to become available for the project? Would it be safe to say that construction would take place in 2017?

A:This project is currently unfunded for the FY 17 and may or may not become funded by the end of the fiscal year (30 September 2017).

19. Q:If the prime is planning to utilize sub-contractors to complete portions of the work, is there certain percentage requirements of the work completed that need to be completed by the prime verses a sub-contractor?

A:The contract clause that requires a minimum percentage of work by the prime contractor is not required for this contract.

20. Q:Assume that closing/abandonment of existing wells at the sites that they will be replaced is required, but what does this work consist of? We didn’t see a clear description of this in the specs. or details?

A:Abandonment as per any ND State regulation.

21. Q:Specification says that certain requirements are to be met, such as the electrical needs to be a “Licensed Journeyman Electrician” in North Dakota, driller needs to be a “Certified ND Well Driller”. Have we missed any other state specific requirements that are required?

A:As per specification.

22. Q:There are 4 typical sites shown in the details, do these pertain to the different rectifier situations? If so, please clarify how may of each typical and if not please clarify the differences between the typicals?

A:Difference is direction of access road entry whether N, S, E or W. North-6, South-6, East-0 and West-7

23. Q:Anodes called for are Durichlor 5 – 2.66” x 60, would HSCI Type 2684 be acceptable as an approved alternative?

A:We do not pre-approve alternatives.

24. Q:Cable is simply specified #8 – is HMWPE or HMWPE Kynar (Halar) requested?

A:See attachment 5 note 1

25. Q: Electrical SOW on Pg. 25-30

a. Rectifier size 208 VAC 30V/16A

b. Suggests replacement I-Beam post may be reused, but need to pour new concrete base in 2’ x 5’ hole. Is this not required or who determines that?

A:

a. Yes

b. If I beam in good shape after beam removed and concrete cleaned Contractor may reuse, condition as determined by Contract Inspector.
