1. SCOPE OF WORK

1.1 Provide all plant, transportation, labor, material, and equipment to accomplish the installation of a cathodic protection deep well anode bed system and/or new rectifier and anode cabinet system. There shall be four (8) wells drilled under this contract. (Sec I) There shall be nineteen (19) rectifiers installed. (Sec II) The work shall include but not be limited to drilling a minimum 6-inch diameter hole, installing anodes, backfilling with coke breeze, connecting lead wires, and/or install new rectifier, anode cabinet, posts, UG wiring, and disconnects (as per drawings) and site cleanup.

1.2 The MAFs and LFs are in the Minot Air Force Base

missile complex, which is located throughout northwestern North Dakota.

1.3 A pre-work survey of the MAFs and LFs with the

Contracting Officer’s Technical Representative to identify specific work requirements and existing site work around features will be offered. The Contractor shall visit the premises and thoroughly familiarize himself with the details of the work and conditions prior to starting work. THE DIMENSIONS

GIVEN ON THE ATTACHMENTS ARE FOR GENERAL REFERENCE ONLY AND

SHALL BE FIELD VERIFIED BY THE CONTRACTOR PRIOR TO COMMENCEMENT

OF THE WORK.

1.4 The above general outline of principle features does

not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, equipment, tools, supervision, labor, and materials required by the specifications and contract drawings. In addition to other safety codes and manuals referenced in the contract documents, all work must be performed in accordance with applicable Occupational Safety and Health Administration (OSHA) regulations, industry accepted safe practices, and the National Electrical Code (NEC).

2. GENERAL REQUIREMENTS

2.1 A Government escort/inspector shall be required at all

times. All work performed by the contractor is subject to inspection and acceptance by the Government before payment.

2.2 At all times, the Contractor shall control his/her

work and operations in such a manner that will cause the least inconvenience to the Government operations at the work site;

specifically, traffic entry to the site and through the gate, personnel entry inside the facility, and traffic parking considerations for Government vehicles that are on-site.

Traffic access shall be maintained at all times during the construction.

2.3 A detailed work execution schedule shall be submitted

by the Contractor in writing and approval obtained at least 10 working days prior to actual work accomplishment.

2.4 Construction Operations: USAF controls the sites, the

25-foot perimeter area outside the security fence, and the access road easement. Property outside the above defined areas is not under USAF control and the Contractor shall not trespass, but shall first obtain written permission from the landowner if necessary for equipment storage, stating the U.S. Government shall be held harmless from any damage caused by the Contractor during duty and non-duty hours for use of the private land. The Contractor shall be responsible for any negotiations concerning construction easement and storage of materials on private lands.

3. FIRE REGULATION/PERMITS

3.1 Compliance with local and Air Force fire regulations

is mandatory. Fire extinguishers rated and approved by the National Fire Protection Association, of sufficient size, type, and quantity to cope with all known hazards shall be available and provided by the Contractor during the execution of this contract. The Contractor shall confirm with an authorized representative of the Base Fire Department, which type, size, and quantity of fire extinguishers to be provided. The Contractor’s submitted offer must include the proper fire extinguisher designated by the Base Fire Department. Prior approval with the Base Fire Department must be obtained by the Contractor prior to any open flame or spark generating tasks.

“A permit is required IAW Base Fire Regulation AFI32-2001 FES and FMP 32-2001 Fire Prevention Program. Coordinate with the Base Fire Department, Fire Prevention, (701)723-3562 or 6690, prior to any cutting or welding. A welding permit, if required, must be obtained by the Contractor from the Base Fire Dept. 320 Flight Line Drive.

4. WORK SCHEDULE

4.1 Working hours for the Contractor will be four 10-hour

days normally between the hours of 7:30 a.m. and 6:00 p.m., excluding Fridays, Saturdays, Sundays, and the day’s federal holidays are observed. If for any reason the Government works for the Contractor’s benefit on days other than outlined above, the costs of inspection at overtime rates and vehicle expenses may be charged to the Contractor. Work can take place at only one site at a time, unless approved by a Missile Engineering Representative. Work may be completed in phases (i.e., well drilling, electrical, etc.).

4.2 The Contractor shall, each afternoon, coordinate with

Government escort/inspector, the proposed work and construction relative to the next day.

5. DAILY CLEANUP AND DISPOSAL OF CONSTRUCTION DEBRIS

5.1 The Contractor shall at all times keep the work area

clean of all foreign matter not essential to the project completion. The Contractor shall clean up at the end of each day (within the working hours defined in paragraph 4.1) all foreign matter not essential to the project completion. The Contractor shall return all construction areas to the condition of cleanliness that existed before construction commenced.

Contract completion time shall include final cleanup of the premises in accordance with (IAW) the terms and clauses contained in this contract. It is essential that all construction equipment and materials clear (by a minimum of 25 feet) the perimeter fence and/or perimeter fence line during all non-working hours.

5.2 Disposal. All debris, excess construction material, and salvaged material which become the property of the Contractor shall be disposed of off Government property in North Dakota State-approved disposal facilities using North Dakota State-approved procedures by the Contractor at no additional cost to the Government. The Contractor must submit C & D salvage, reuse, recycle, and disposal weight tickets and/or transportation documentation in an official AF Form 3000 submittal to installation solid waste manager via the CO monthly, but no less than quarterly. Federal facilities must meet 50% of C & D debris diversion/recycle/reuse rates. This also includes all recycled electrical wire/metals.

5.3 Site Damage. Contractor shall be responsible for all

damage incurred during this project and shall return damaged areas to original condition at no additional cost to the Government. Any damage done will be the responsibility of the Contractor to repair or replace to acceptable standards.

6. UTILITY AVAILABILITY

6.1 No power will be available to the Contractor.

6.2 Sanitation facilities will not be available. The

Contractor shall provide portable bathroom and wash facilities for all personnel.

7. STORAGE

7.1 If approved, mobile equipment must be stored during

non-working hours, except noon lunch period or intermittent break periods during the day, in the area set aside on Government property at the site or removed off site. The storage area shall clear the perimeter fence by a minimum of 25 feet and the storage location must be approved by the Government inspector/ escort or Facility Manager on-site.

8. SECURITY REQUIREMENTS

8.1 Vehicles transporting the Contractor and his/her

employees to the MAF or LF must be parked outside of the perimeter fence in the designated parking area. If for any reason vehicles are not parked in the parking area, they shall be no closer than 25 feet from the perimeter fence and shall not impede traffic to and from the MAF or LF.

8.2 When working adjacent to the project site, all

security regulations shall be obeyed, motorized vehicles shall be equipped with fire extinguishers, and, when applicable, no smoking will be permitted in other than prescribed smoking areas. No powder-actuated tools will be permitted. Government inspector/escort will accompany the Contractor and his/her employees at all times.

9. CONTRACTOR VEHICLES AND EQUIPMENT

9.1 Contractor vehicles shall have company name visibly

displayed on each vehicle.

9.2 The Contractor shall be responsible for parking

vehicles and storing equipment and supplies at locations on-site as determined by the Contracting Officer or their representatives.

9.3 Upon Government approval, the immediate work area may

serve as the Contractor's on-site storage area. The Government will not be responsible for loss of Contractor's material, tools, or equipment.

9.4 At the end of each workday and the completion of the

site, the Contractor shall clean up work area debris and shall ensure the security of equipment, tools, and work/contract materials.

10. ENTRY AND SITE REGULATIONS

10 ENTRY AND SITE REGULATIONS

10.1 Entry. In order to gain entry onto a facility, contractor personnel and mission essential (needed to accomplish the contracted work) contractor owned /leased/ rented vehicles must be listed on an Entry Authority List (EAL), identified, and physically escorted on-site by authorized Government inspector/escort. No privately owned vehicles (POVs) will be permitted on MAFs or LFs.

10.1.1 Thirty (30) working days prior to the initial

commencement of work, the contractor must submit to the Contracting Officer a summarized list of employees and mission essential contractor owned /leased/ rented vehicles along with a legible photocopy of each employee's government issued credential photo ID. The employee and vehicle summarized lists and the legible photocopies of the contractor’s employee's government issued credential photo IDs will be used to prepare the contractor’s EAL referenced above. Foremen, supervisors, and superintendents must be identified as such on this contractor's summarized list of employee information.

10.1.1.1A The contractor’s summarized list of employees information must show each employee’s:

1) Full name exactly as it appears on the credentialed photo identification (ID) submitted for used in conjunction with the contractor’s EAL.

2) Date of birth (DOB).

3) Full Social Security Account Number (SSAN).

4) Citizenship.

5) The government issuing agency name and the control number (exactly as it appears on the credentialed photo ID) of the government issued credentialed photo ID submitted for used in conjunction with the contractor’s EAL.

6) U.S. government issued credential photo IDs must have a picture of the individual, individual’s DOB and a control number. The following are acceptable government issued credentialed photo IDs: U.S. Federal (i.e. U.S. passport or U.S. passport card), or state, commonwealth, territory, protectorate, the District of Columbia, US sovereign insular area or a tribal organization recognized by the US Department of the Interior (i.e. state issued driver’s license, state issued photo identification, or Tribal ID card).

10.1.1.1B The contractor’s summarized list of vehicle information must include:

1) Vehicle Make

2) Vehicle Model

3) Vehicle Year

4) Vehicle Primary Color

5) Vehicle License Plate # (State of Issue and Number)(If no license plate, provide the vehicle identification number (VIN) or Serial Number).

6) Vehicles include: mission essential company owed/leased/rented vehicles driven out to the MAFs or LFs and brought onsite for use (i.e. pick-up trucks, cars, vans, lineman's trucks and dump trucks being taken out to MAFs or LFs and brought onsite).

7) All equipment (i.e. skid-steers, bobcats, forklifts, loaders/backhoes, lifts, trenchers, air compressors, welders, etc.), materials, and hand-carried items (i.e. power tools and hand tools) brought out to the sites on a trailer are not required to be listed on the EAL. But if you drive out a motor driven piece of equipment (i.e. a loader or forklift) out to the site by itself (not on a trailer), then this equipment will be considered a vehicle and information on it will need to be listed on the EAL.

8) No privately owned vehicles (POVs) will be permitted on MAFs or LFs.

10.1.1.2 Each employee must have their identity proofed and

their access vetted through the National Crime Information Center database and the Security Forces Information Management System using their name, DOB, and full SSAN. The employees’ DOBs and full SSANs will only be used for this proofing and vetting process and are not used on the EAL used in the field for access.

10.1.1.3 Deletions to remove employees or vehicles from the EAL may be made without preparing a new EAL employee or vehicle summarized list, but must be requested by the contractor in writing. However, for additions / changes of employee or vehicle information on the EAL, a new EAL employee or vehicle summarized list and a legible photocopy of each employee's credentialed photo ID must be submitted by the contractor, in writing, thirty (30) working days prior to any additions or changes to the EAL.

10.1.2 Upon arrival at a MAF, contractor personnel will contact the Flight Security Controller (FSC) using the gate intercom telephone and inform the FSC of their presence at the security gate. Upon arrival at an LF, contractor personnel will stay near entrance of the LF access road. Contractor personnel must remain outside of the MAF or LF security fence and in or near their vehicle until the arrival of the government inspector/escort unless prior permission from the site FSC has been granted to accomplish work while remaining off-site.

10.1.3 The government inspector/escort will identify and search all contractor personnel upon arrival. All contractor personnel will provide the government inspector/escort with the same government issued credentialed photo ID listed on the EAL for entry access to the MAF or LF. The contractor's vehicles will be checked / searched prior to site entry. Only mission essential contractor owned /leased/ rented vehicles list on the EAL will be allowed site entry. No privately owned vehicles (POVs) will be permitted on MAFs or LFs.

10.1.4 If contractor personnel are not listed on the EAL, or

those who are listed cannot provide proper identification, they will not be permitted on the site. Delays caused by lack of proper EAL data or proper identification shall be at no cost to the government.

10.1.5 Restricted Area. The work to be performed is next to a restricted area. Therefore, the contractor shall conform to all requirements of AFMAN 31-108 and the Minot AFB IDP 31 Vol. 1.

Workers will be required to have government inspector/escort with them at all times.

10.1.6 Security delay time. In event of a missile movement or required on site priority maintenance involving contractor occupied sites,the Contractor will be required to vacate the area of all personnel, equipment, and materials for an indefinite period. The on-site supervisor shall notify the Contract Administrator within 24 hours of the delay. All site access / departure delays must be documented by government personnel at the time of occurrence and must be reported by the contractor, in writing, to the Contracting Officer within 24 hours of occurrence. All Government caused work stoppages must be documented by Government personnel at the time of occurrence and reported by the contractor, in writing, to the Contracting Officer within 48 hours of occurrence.

11. SAFETY

11.1 The Contractor shall comply with applicable

Occupational Safety and Health Administration (OSHA) directives.

Hazard communication, 1910.1200 shall also be enforced.

Referenced regulations are available at the base Bioenvironmental Engineering office.

11.2 The Contractor shall submit to the Contracting Officer

in writing (before starting work) the name of his/her designated on-site person responsible for ensuring that all safety and accident prevention provisions of this specification are implemented and enforced. The Contractor shall ensure that all Contractor personnel receive safety training and briefings and that all safety inspections, practices, and procedures are complied with.

11.3 The Contractor shall indoctrinate each employee to

ensure clear understanding of the following subject areas, but not limited to:

11.3.1 A review of the hazards inherent in the work

environment and the precautions to be taken.

11.3.2 A detailed description of what to do in case

of injury, fire, or identification of a safety hazard.

11.3.3 Required applicable safety equipment. When

and how to use such equipment.

11.3.4 Identification of the Contractor employees

responsible for safety and/or accident prevention.

11.4 In addition to normal safety practices, the Contractor

shall comply with the following requirements:

11.4.1 The safety of Contractor personnel on-site is

the responsibility of the Contractor. If Contractor operations will impact the health, safety, or comfort of Air Force personnel in the vicinity, the Contractor shall brief individuals on the hazards present. The contractor shall ensure that all MAF/LF Air

Force personnel on site are protected from all potential construction hazards with the placement of appropriate barriers, warning markers/tape, signs, etc.

11.4.2 All personnel shall comply with Air Force on-

site safety procedures and additional procedures as directed by the Contracting Officer or his designated representative.

11.4.3 Extreme caution must be exercised to preclude

personal contact with energized electrical circuits.

11.4.4 Smoking at the MAF shall be permitted only in

prescribed smoking areas.

11.4.5 All heavy equipment shall be equipped with

back up alarms.

11.4.6 All vehicles shall be in safe operating

condition. Vehicles and equipment not complying shall not be allowed on-site.

12. FIRST AID AND MEDICAL REQUIREMENTS

12.1 The Contractor shall comply with base accident

response requirements. These requirements are provided in a safety briefing by base personnel at the pre-construction conference. The Contractor shall keep these requirements on file at the working site for inspection by Air Force personnel.

12.2 The Contractor shall maintain an emergency first aid

kit at the work site in accordance with OSHA requirements.

12.3 All accidents (employee injuries and vehicle, building, or equipment property damage, etc.) regardless of severity, shall be reported immediately to the Contracting Officer or his designated representative. The Contracting Officer will notify proper authorities per OSHA regulations.

13. EMERGENCY OPERATIONS. The Contractor shall submit, before starting work, a list of key Contractor personnel and telephone numbers to the Contracting Officer to affect early notification of any emergency that arises (during nonworking hours) due to an incident related to this contract. It is the responsibility of the Contractor to:

13.1 Notify the Facility Manager (FM) of any emergency

situation. The FM will follow local emergency procedures.

13.2 Assist in administering first aid, as required, and

evacuate injured personnel.

13.3 Obtain emergency services as required.

13.4 Avoid movement of and alterations to any possible

evidence of the cause of an emergency, incident, or accident.

Removal of injured personnel or the need to prevent further damage takes precedence over this requirement.

14. SUBMITTALS

14.1 In preparing submittals, it shall be incumbent upon

the Contractor to clearly and fully demonstrate that proposed materials, systems, or methods meet or exceed all applicable specific requirements of the Technical Provisions.

14.2 The Contractor shall submit material, permits, equipment lists, shop drawings, manufacturer's brochures, and catalog cuts before starting work to the Contracting Officer for review and approval. Three copies of each submittal are required. Submit each item under AF 3000, Material Approval Submittal form. Identify contract number, project number, and Contractor. Identify section and paragraph reference for each item submitted with the AF 3000. Manufacturer's product brochures and catalog data for all equipment, components, and material to be installed under this contract shall include outline, dimensional, assembly, and subassembly drawings, parts lists, and other data required to completely describe each item.

These data shall be original vendor information. Where more than one product is listed in a document, the appropriate item submitted shall be properly identified by circles, arrows, or a description with cross-references. Required submittals are listed on AF Form 66 (Attachment A).

14.3 Safety Data Sheets and quantities for hazardous

material approvals shall be submitted for materials such as drilling fluids and coke breeze. Waste removal submittals are required in 5.2’s Disposal section. Hazardous material usage submittals, which can be monthly, but no less than quarterly.

These hazardous material submittals shall be submitted to 5 CES/CEIE’s Installation Hazardous Material Program Manager for inclusion in Emergency Planning and Community Right-to-Know Act Reporting.

15. EXCAVATION

15.1 Permit. A minimum of 10 working days prior to any

excavation, an approved excavation permit (AF103) shall be obtained, with the assistance of base Missile Engineering, by the Contractor. Contractor shall also be required to contact the North Dakota Utilities locator at 1-800-795-0555. The Contractor shall be responsible for repair of underground items, at no cost to the Government when damaged, if those items are within 10 feet of where shown on the drawings or located by Government Representative. Those items over 10 feet from where shown will be repaired at cost by the Government. Mechanical digging shall not commence within 10 feet of buried utility lines until locations of those lines have been established and properly verified by hand digging or utilizing an evacuator. In all cases, the Contracting Officer shall immediately be notified of any damage.

15.2 Excavation near Communication Cables. Digging within

10 feet of communication cables shall be performed by hand until the cable is exposed. The cable route must be marked by the Contractor prior to excavation in the area. The Contractor shall be held responsible for any damage to the cable by excavation procedures. Once the cable is exposed, mechanical excavation may be used if there is not a chance of damage occurring to the cable.

15.3 Backfilling.

15.3.1 Compaction/Testing: Testing and Compaction

shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. Dirt shall be backfilled in trenches in a minimum of three (3) layers. Any settling that occurs within the 1-year warranty period shall be corrected by the Contractor at no expense to the Government.

Cables installed underground shall be installed IAW NEC Article 300.5F. Any approved compacted layers that are disturbed by the Contractor's operations shall be recompacted, as specified herein before, to the required density prior to further construction thereon.

15.3.2 Site Grading and Seeding: In grass areas, the last 4 inches of fill in the trench shall be topsoil. It shall be spread level with the existing ground surface and of a fine enough texture to support seed growth. Soil lumps larger than 2 inches shall be broken up. Grass seed shall be planted on all new topsoil areas and all existing grass areas which have been disturbed.

16. PREFINAL INSPECTION

16.1 A pre-final inspection shall be accomplished for each

site. The project inspector, accompanied by the Contractor, shall inspect the job thoroughly for all defects or deficiencies several days before the scheduled completion date of each site.

A list of any deficiencies will be made and copies furnished to the Contracting Officer, the Construction Manager, and the Contractor. The Contractor shall correct all items and then, with the project inspector, thoroughly re-inspect the project.

The project inspector will proceed with the final inspection when satisfied that all items are correct.

17. FINAL ACCEPTANCE INSPECTION

17.1 A final inspection shall be accomplished for each

site. The Contractor's superintendent or other primary management person and the Contracting Officer's representative will be in attendance at this inspection. Additional Government personnel including, but not limited to, those from Base Civil Engineering, and user groups may also be in attendance. The final acceptance inspection will be formally scheduled by the Contractor and the Government based upon notice from the Contractor. This notice shall be given to the Contracting Officer's representative at least 1 working day prior to the final acceptance inspection. All items previously identified to the Contractor as being unacceptable, along with all remaining contract work, will be complete and acceptable by the date scheduled for the final inspection.

18. NOTIFICATION TO THE CONSTRUCTION MANAGEMENT OFFICE

18.1 The Contractor shall notify Missile Engineering

Contract Inspectors (723-4833) at least 2 weeks in advance to request a start date.

19. HAZARDOUS MATERIALS

19.1 Any hazardous waste/material used or generated by the

Contractor shall become the property of the Contractor. The use, generation, and disposal of all hazardous waste/material will be the responsibility of the Contractor and shall be handled in accordance with all federal and state hazardous waste and toxic substances control regulations.

19.2 Any hazardous waste/material used by the Contractor

must contain a National Stock Number (NSN) with Product Name and current SDS. The SDS must match the manufacturer and date of manufacture. This information shall be provided to Environmental management (CEIE) for analyzing chemicals. The Contractor shall also provide to the CEIE the type and quantity of chemicals brought, used and stored on base each month and the location of chemical storage. The Contractor shall submit an official AF Form 3000 submittal to CEIE for APPROVAL (not analysis) no later than 15 days before material is to be brought on site. Generation of any hazardous waste must be characterized either via official process knowledge or analytical results and submitted to 5 CES/CEIE via official submittal. Only 5CES/CEIE Hazardous Waste Program Manager can sign hazardous waste manifests on behalf of the Government Generator. Contact CEIE at 723-4870.

20. EXPLOSIVES

20.1 The use of any type of explosives is prohibited.

21. PRODUCTS

21.1 Anodes shall be Durichlor 51 Tubular Cast Iron Anodes

or approved equal. Anodes shall weigh 50 pounds, TAD 60" long

2.66 outside diameter. Anode shall have #8 lead wire, manufacturer recommended for deep ground bed application, continuous to J-box.

21.2 Coke breeze and backfill shall be Loresco type SC3 or

approved equal.

22. QUALITY ASSURANCE.

22.1 The various trades involved in performing the work in

this project shall be competent and highly skilled in their particular trade.

22.2 Electrical work will be accomplished by a licensed

journeyman electrician. The Contractor shall submit present verification of his Electrical Journeyman License. Electrician must complete cathodic work IAW manufacturer's recommendations.

The Contractor shall provide a copy of the electrician's certificate of licensing. One registered apprentice can be utilized for each licensed journeyman used.

22.3 The Well Drilling Contractor shall be certified as a

North Dakota Water Well Drilling contractor. The Contractor shall submit present verification of his certification on a submittal. He shall also comply with all IAW ND State Water Well Drillers rules and regulations. Contractor shall submit ND Well driller’s report form SFN 60273 (Attachment 13) to Minot AFB and to ND State Board of Water Well Drillers.

22.4 Only skilled craftsmen in the trades required for the

job shall be performing the work. All work shall result in the highest standards of workmanship, safety, and quality. The Contracting Officer may, in writing, require the Contractor to remove from the project any employee deemed to be incompetent, careless, or otherwise objectionable to personnel safety, equipment, or the quality of the workmanship.

22.5 Contractor shall comply with standards: NEC, NFPA, OSHA, and NESC.

23. POWER OUTAGES. Power outages shall be kept to a minimum amount of time. The Contractor shall notify the inspector in writing of his intention to take outages. Such notification shall be given 7 days in advance of the intended outage.

Written notification does not guarantee approval of the outage as required; however, the Government will make every attempt possible to grant the Contractor's requested outage.

24. WARRANTY. All Contractor work and entire Contractor-installed cathodic protection shall be warranted for a period of 1 year from the date of final acceptance.

25. EXECUTION

25.1 SECTION I: BID ITEMS 0001A and 0001B. Work in this

section covers installation of new deep well, new anode placement, and the abandoning in place of the old well IAW Attachments 1, 2, 3 and 4.

25.1.1 Contractor shall drill one hole a minimum of

8 inches in diameter at each LF 190 feet deep and one hole a minimum of 8 inches in diameter at each MAF 230 feet deep.

Drilling rig shall be rotary type with mud pumps capable of drilling the specified hole. Contractor shall supply water for drilling and backfilling.

25.1.2 Once the hole is established, the timeline

for completion of anode and backfill placement shall be 6 hours.

25.1.3 Holes shall be clean-sided vertical, straight

with stable wall, and flushed with clean water to displace drilling fluids.

25.1.4 Contractor shall load the hole with anodes

and place a 6-inch x 10-foot length schedule 40 of plastic pipe at the top of the hole. A 1-inch vent line shall be connected to the 6-inch x 10-foot length of plastic pipe as shown on the attachments. Anodes shall utilize centralizers.

25.1.5 Contractor shall install and connect new

conductors from the new anode bed to the existing anode junction box or newly installed junction box and make any necessary connections as per the existing system.

25.1.6 Backfilling the hole will be accomplished

using coke breeze as described in paragraph 25.1.9 of this document. Backfilling shall continue until coke breeze reaches the top of the hole.

25.1.7 Anodes and cables need to be secured until

backfill sets up.

25.1.8 Cleanup: Drilling fluids and spoils from the

hole shall be contained with an earthen dam or tub to prevent encroachment of drilling fluids and cuttings to adjacent lands and removed from the job site before moving to the next site, preferbably with VAC truck. If environmental determines drilling fluids and/or spoils to be hazardous disposal will be IAW their guidance.

25.1.9 Contractor shall pump coke breeze slurry into

the completed well through a 1-inch to 1 1/2-inch pipe extended to the bottom of the hole so that slurry is placed from the bottom of the well to the top of the well. Mudding or a temporary Contractor furnished metal casing may be required to hold the hole configuration until the installation of the system is complete. If environmental determines coke breeze to be hazardous disposal will be IAW their guidance.

25.1.10 Wire connections shall be to existing or new

anode junction box. No splices will be allowed.

25.1.11 Contractor shall abandon existing

wells by IAW ND State requirments as stated in 25.1.12.

25.1.12 Upon completion and acceptance of the

project by the government, the Contractor shall submit to the appropriate North Dakota Board of Water Well Contractors any well abandonment documentation and well driller’s report (attachment 14) required by ND state law. In addition, the Contractor shall submit to the Contracting Officer one (1) copy of Well Abandonment Record and drilling logs.

25.2 SECTION II: BID ITEM 0001C. Work in this section

covers removal and replacement of rectifier, anode cabinet, support posts, barrier posts, and associated hardware indicated on Attachments 5, 6, 7, 8 & 9. New and existing anode well vent pipe will be redirected/relocated IAW attachment 5. This section also includes trenching and installing conductors to provide power from power panel to rectifier. Include all pertinent accessories to complete all work as shown on the drawings and described in these specifications.
