STATEMENT OF WORK
FOR
REPLACE AND INSTALLATION OF LP GAS VAPORIZER
PROPANE AIR MIXING PLANT (PAMP)
6 April 2017
1. SCOPE: The work to be performed under these specifications consists of furnishing all parts, materials, supplies, equipment, labor and transportation, necessary to remove existing WB 3505 vaporizer, purchase and install a water bath vaporizer for the Propane Air Mixing Plant (PAMP) Building 2229. This water bath vaporizer is used to vaporize the liquid propane into a gaseous state with the capacity of 3505 gallons per hour. Installation will include all necessary pipe and fittings to tie-in with existing PAMP, all electrical and electronics work for tie-in with existing power and controls, startup of new vaporizer, initial charge of procool heat transfer solution that will transfer heat from the unit to the propane and finally project management. Requested vaporizer must be WB 3505 OR EQUAL. Equal products must include brand name, part number, and product literature demonstrating that the quoted product meets the specifications. Product must be compatible with existing equipment, to include the control panel, as pictured in attachments 2 and 3. The vaporizer will be run on natural gas.
2. COORDINATION: The contractor shall be responsible for coordinating all phases of his/her operations with the appropriate base personnel through the contracting officer or authorized government representative. The facilities shall remain in operation while the contractor does any work. The contractor is responsible for coordinating and working during the normal daily work day activities of the facility.
3. SAFETY: All regulations pertaining to safety as noted in OSHA Standards and base regulations shall be strictly adhered to by the contractor. The contractor must have a minimum of two qualified workers per site. Particular care shall be exercised in connection with operation of vehicles and other equipment on the site, and in transit to and from the site.
4. PROTECTION OF PROPERTY: The Contractor shall be responsible to check and determine that all necessary precautions have been taken to protect all property, both Government and private, in all areas where this contract is being accomplished. Damage caused from failure by the Contractor to exercise care in the performance of work shall be immediately repaired to the satisfaction of the Contracting Officer or designated representative without additional cost to the government.
5. CLEANUP: The areas where work is in progress shall be kept neat and clean. Material wrappings, containers, etc., which might be scattered by wind or become a hazard to pedestrians shall be placed in appropriate containers, disposed of, or otherwise cared for. The Contractor shall comply with all applicable federal, state, and environmental laws and regulations and local safety, and fire requirements, including the Air Force Occupational Safety and Health (AFOSH) Standards and is responsible for regulatory compliant disposal off-base of all waste generated during the contract. The Contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous and special materials and wastes are in accordance with federal, state and local environmental protection regulations. Disposal of existing Vaporizer and all fluids will be disposed of: as part of contract.
6. HAZARDOUS MATERIAL/ WASTE MANAGEMENT: The Contractor will be briefed by 5 CES/CEIE on Hazardous Material / Waste Management Plan prior to start of work. The contractor shall submit his own hazardous material/ hazardous waste plan that indicates how they intend to comply with MAFB/state/federal requirements. Contractor can request a copy of the MAFB plan to review prior to submitting their plan. Contractor is responsible for regulatory compliant disposal off‐base of all waste generated during the contract. The contractor shall adhere to all base level recycling programs to include cardboard and office paper. The Contractor will be responsible for purchase of all approved hazardous materials. No materials may be used without prior approval through the Government technical representative to the base Environmental Office (5 CES/CEIE) with an Air Force Form 3000. No materials or waste can be stored or left at Government facilities between visits. Contractor is responsible for all wastes and waste disposal costs associated with PWS and must remove all waste from site when they leave. All wastes will be properly disposed of according to local, state and federal environmental regulations. It is an Air Force requirement that a 50% minimum of all construction and demolition debris must be recycled. Contractor is also responsible for providing monthly submittals of all weight tickets showing disposal, recycle, and reuse of materials, waste, and C&D.
6.1. The 5 CES/CEIE Environmental Office will review and approve or deny use of all chemicals and hazardous materials requested to bring on to Minot AFB. The Contractor is responsible for providing 5 CES/CEIE with usage reports after each time maintenance and,or repair is accomplished, tallying the amount of each approved chemical used during that service. The Contractor must submit GHS-compliant safety data sheets (SDS) and quantity reports for each material proposed for use on the project before being brought on base.
6.2. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261.
7. SPILL RESPONSE: The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level. The Contractor is responsible for reporting any spills to the Spill Program Manager, 5 CES/CEIEC – Mr. Danny Kluck @ 723‐4825and promptly cleanup all spills and dispose of all associated waste in a manner consistent with current environmental regulations. Contractor shall have a mobile spill kit large enough to contain a spill at least 10% bigger than the largest container of cleaning product. In the event that it is necessary to utilize Government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government for all associated costs and to dispose of all waste off base at their expense.
8. HAZARDOUS MATERIAL HANDLING: The Contractor shall have approval from the base
Environmental Office 5 CES/CEIE prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products. The Contractor shall identify these materials and products on Air Force Form 3000. The Contractor shall provide one copy of the SDSs for each item to 5 CES/CEIE through the Government technical representative and Contract Administrator (CA) for review and approval or disapproval prior to any chemicals being brought onto Minot AFB. The Contractor shall maintain one copy of the SDSs for each hazardous material line item used within the job site. The Hazardous Material Program Manager may disapprove and the Contracting Officer has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the Contracting Officer does not approve a hazardous material for use, the Contracting Officer may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The Contractor shall take appropriate actions to comply with all federal, state, local, and base policies.
9. TOXIC SUBSTANCES: The Contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio accumulative and Toxic (PBT) chemicals. Any hazardous material containing one of these banned substances will not be approved for use on base.
10. WORK SCHEDULES: Work hours for the Contractor will be between the hours of 7:30 and 4:30 p.m. excluding Saturdays, Sundays and Federal holidays. The Contractor must notify the Contracting Officer or designated representative 3 days to request hours outside of these normal operating hours.
The Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days listed above.
