Offerors must complete and return the following with each offer:

2. Section K, Representations, Certifications, and Other Statements of Offerors or complete ORCA per clause 52.204-8 and Representation of extent of Transportation by Sea (Aug 1992).

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION FACTORS FOR AWARD

Source selection process will be IAW FAR 15.101-2(b) “Lowest Price Technically Acceptable”

For the purpose of this award, offers will be evaluated using the Lowest Priced Technically Acceptable source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-cost/price factors as stated in the technical acceptance criteria below. Tradeoffs are not permitted and proposals will be evaluated for acceptability but not ranked using the non-cost/price factors. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their proposals. The proposals will be evaluated in the following manner:

1. Price Evaluation: The government shall rank all acceptable offers by price.

2. Technical acceptability: All proposals will be evaluated on a pass or fail basis. Using the experience reference sheet, the contracting officer shall seek relevant performance information based on (1) the past and present efforts provided by the offeror and (2) data independently obtained fiom other government and/or commercial sources. In order to be technically acceptable, offerors must meet the following non-cost/price factors:

A. Recent and Relevant Experience: Offerors must have past performance that is relevant and recent to this requirement and will be evaluated on a pass or fail basis. Relevant performance includes performance of two (2) or more efforts involving electrical, mechanical and general work classified under the North American Industry Classification System (NAICS) code 238190 (Other Foundation, Structure, and Building Exterior Contractors) and valued at a minimum of $200,000 that are similar or greater in scope, magnitude, and complexity. Recency shall be defined as past performance information within the past three (3) years from the date of this solicitation.

If an offer fails any portion of the technical acceptance criteria, the offeror’s proposal will not be considered for the resultant contract award.

(1) The contractor shall provide a minimum of two (2) but no more than ten (10) references for same or similar NAICS code 238190 and valued at a minimum of $200,000 in their proposal. The Government reserves the right to limit the number of references it decides to review and/or contact, and to contact references other than those provided by the offeror.

Award will be made to the offeror presenting the lowest evaluated price and meeting the acceptability standards for non-cost/price factors as stated in the technical acceptance criteria.
