About this file
This document is a single source justification for the procurement of air boss and ground support services for the 2022 Thunder Over Dover Air Show. The justification provides details on the requirement for an experienced air boss contractor to coordinate all air show activities, including narration, sound, ground support, and FAA approval. It argues that awarding a sole source contract to David Schultz would provide synergistic benefits from a single point of contact during the complex event and ensure an integrated effort led by an experienced air boss. Additionally, no other vendor can provide the full scope of required services, equipment, and insured ground support personnel. The contracting officer determined that only a single source was reasonably available to meet the needs of the air show based on the justification provided.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 436 CONS/PKA
Project/Program Name: First State Airshow / Air Boss and Ground Support Services
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
Sole source award of All-In-One Airshow Services to include Air boss, narration, sound, ground support, and FAA approval with extensive military airshow experience to the 2022 Thunder Over Dover Air Boss contractor David Schultz. Sole source is based on the vendor's unique capabilities, and further supported by pros of streamlining the management team for a highly technical undertaking.
Section C: Justification for Soliciting from a Single Source or Brand Name
The benefit of a single source for all of these supporting services: 1) Synergistic effects of having one point of contact during a higher risk event including many aircraft not seen or handled by Dover personnel (low visibility tail dragging aircraft, antique Warbirds, etc). Having one POC allows an integrated effort as the Air Boss orchestrates a complex show with many moving parts. An Air Boss should be free to concentrate on the safety and synchronization of performers rather than getting distracted by ground movements of vehicles, taxiing aircraft, hot ramp events, changes in schedule, fueling, oils etc. This facilitates a much smoother running show, a much safer event, happier performers/ customers, a completely coordinated effort, and seamless logistical support for everyone. A unified effort would alleviate frequency and task saturation due to the lack of ground support and over-tasking an Air Boss, which are often cited by FAA and NTSB accident investigations as contributing causal factors. 2) Target contractor is the only company that can provide a pay-rolled staff of insured ground controllers/marshallers. In the event of a ground incident, having an insured contractor protects the AF. Using Dover personnel or another company that historically provide armature/ hobbyist support would be accepting unnecessary risk.
Section D: Efforts to Obtain Competition
A review of the market reveals individual vendors capable of performing components of the contract. However, no other single vendor can provide all services required with a sufficient record of coordinated execution and airshow expertise. Additionally, the Air Show Deputy Director, Capt Jacobs, attended the last event hosted by the International Council of Air Shows (ICAS), where many of these vendors promote their services and capabilities. Capt Jacobs has firsthand knowledge on the subject in question and a deep understanding of this market. Based on his expertise David Schultz is the only vendor we could reasonably expect to be able to furnish all required services and equipment while maintaining insurance for ground incidents.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
At the base contracting level, I don't believe we would have much leverage within this market to change how many of these vendors do business, or the capabilities they inherently provide as we do not generate much revenue for these businesses.
However, it may be in the agency's interest to express the capabilities we would prefer the next time ICAS (International Council of Air Shows) meets.
