SUBJECT: FA449724R0005, B614 Maintain Substation Insulators and Replace Relays, Solicitation Questions and Answers
1. Are existing CAD as built/record drawings available for this substation?
GOVERNMENT RESPONSE: Yes, what we have will be provided upon award.
2. What is the allowable maximum downtime for the substation to be taken offline?
GOVERNMENT RESPONSE: 60 days between October 1 and April 30.
3. Is metering going to be required?
GOVERNMENT RESPONSE: No
4. Are touch screen/visual displays a requirement for the relays?
GOVERNMENT RESPONSE: Yes
5. What is the government’s preferred manufacturer for relays and switches?
GOVERNMENT RESPONSE: Schweitzer Engineering Laboratories (SEL) but it is not required. Offerors providing SEL brand will not be found more favorable than those proposing another brand meeting the salient characteristics listed in the Statement of Work (SOW).
6. Is it acceptable to the government for the entire relay enclosure to be replaced?
GOVERNMENT RESPONSE: Yes
