PART I – PROJECT SPECIFIC GUIDANCE
1. SCOPE
1.1 PERIOD OF PERFORMANCE
Total Period of Performance for this project is 260 calendar days, negotiable prior to award.
1.2 OBJECTIVE
The contractor shall provide all design, labor, materials, tools, and equipment necessary to clean and re-coat approximately 250 high-voltage insulators at the North Substations at Dover Air Force Base, as well as replace six (6) existing circuit breakers and protective relay pairs with new. The project location is 614 Paris Street, Dover AFB 19902, Kent County Delaware.
1.3 DETAILED SCOPE
A. Clean and Coat High-Voltage Insulators
The contractor shall clean all high-voltage insulators and apply room-temperature vulcanizing (RTV) high-voltage insulator coating to each. If any broken or chipped insulators are identified the contractor should submit an RFI and they will be handled as a contract modification.
B. Design and Power Coordination Study Upon contract award, Dover AFB will provide all available information on the existing substation overcurrent protection system, to include including existing relay settings and an EasyPower model of the base electrical system.
Using the provided information as a basis and field verifying the provided data, the Contractor shall select new 15kV circuit breakers and protective relays which are compatible with the base electrical system. The designer shall be responsible for configuring relay and logic settings for each device to ensure proper time-current coordination. In addition, the designer shall ensure that the selected relays include an integral digital display which at minimum can display relay settings, system load, and power factor.
The contractor shall perform all calculations required by UFC 3-501-01 Electrical Engineering, including but not limited to short circuit analysis, load analysis, and protective device time-current coordination studies, and provide an updated electronic model of the base electrical system compatible with EasyPower software. Attachments 8.1 and 8.2
C. Demolish Existing Circuit Breakers and Relays The North Substation at Dover AFB contains six (6) pairs of ABB R-MAG magnetic circuit breakers and ABB Distribution Protection Unit DPU2000R protective relays. In the substation layout shown on SOW Attachment 1, five circuit breakers are labeled “ABB 15.5R”, and the relays are labeled “DPU- 2000”. The final spare breaker and relay set is electrically connected to the system but not shown on Attachment 8.1.
The contractor shall be responsible for demolition and disposal of the above-listed devices as well as any associated conduit, wire, and supporting structures not intended to be reused for installation of the replacement devices.
D. Install and Commission New Circuit Breakers and Relays The Contractor shall provide and install six (6) new 15kV-rated circuit breakers inside the North Substation connected to the lower ring bus. Four shall be configured to provide protection for each of four connected distribution feeders, one shall be configured as the ‘main’ breaker on the secondary side of the substation transformer, and the final breaker shall be provided as a spare which will connect to the upper ring bus.
Alongside each breaker, the contractor shall also provide and install six (6) protective relays which are compatible with the selected breakers. Each relay shall be bench-tested by the manufacturer using the design configuration settings, with test reports approved by the Government representative before shipping. Installation shall include initial programming of relay and logic settings. Attachment 8.1
Two additional spare relays shall be configured using settings from a active relays. One shall be configured for the distribution circuit settings and the other should be configured for the main circuit breaker settings.
Upon completion of installation, the installer shall perform commissioning on the breakers and relays and provide training materials for the maintenance and operation of the circuit breakers and relays, to include one-time in-person training.
E. Inspection of Termination Points
Inspect and if required tighten all termination points while the substation is de-energized.
1.4 LIMITATIONS
While it is possible for the entire substation to be de-energized during construction, this will require significant coordination with both Dover AFB and City of Dover.
Disconnection and final connection of electrical service shall be coordinated through the Government at least 21 calendar days in advance of requirement. The de-energizing of the substation will need to occur between October and April with a maximum duration of 60 days.

3.1 INFORMATION
If available, the Government may provide information in the form of available plans, reports, maps, and drawings as necessary to facilitate accomplishment of the work required in this Statement of Work if available upon contract award. However, these drawings are not guaranteed to show conditions as they actually exist. The designer shall field verify the information shown on the As-Built drawings and other information as necessary to produce a quality-designed project.

4.0 CONTRACT MODIFICATIONS
4.1 Requests for Information (RFIs)
The contractor shall submit a RFI for a condition they believe to be a differing site condition. The RFI shall indicate whether there is a potential cost impact to the contract.
4.2 Addendums
For RFIs including a cost impact if the contracting officer representative determines it is a valid request the contracting officer will issue an addendum requiring a RS Means unit price line item cost proposal.
4.3 Modifications
The government will provide a technical review of the proposal. Once an acceptable cost is received, funds will be requested and a modification to the contract will be issued with a period of performance increase as applicable.

3. DESIGN REQUIREMENTS
3.1 Pre-Performance Conference – The Contracting Officer or designated representative shall conduct a Pre-Performance Conference at Dover Air Force Base, Delaware after receipt of Payment and Performance Bonds. This meeting will involve all stakeholders, allowing the Government and Contractor to discuss a complete overview of the project and any specific concerns. Importantly, a Notice to Proceed (NTP) may be issued at this meeting.
3.2 Project Management Plan (PMP) – Due 15 calendar days after NTP to include narrative document describing the contractor’s organizational structure and ability to meet regulatory requirements. PMP shall include:

3.3 50% Design Submittal – Due 60 calendar days after NTP to include redlined specifications, drawings, and Basis of Design which convey the complete extent of the work in a preliminary manner. Design document submissions shall include the following:
A. Table of Contents B. Executive summary of the scope of all work C. Previous contractor Requests for Information and Government responses, if applicable.
D. Design Analysis (Basis of Design) and appropriate engineering calculations E. Design drawings and specifications F. Schedule of submittals for material approval.
3.4 50% Design Review Meeting – Due 7 calendar days after Government review of the 50% Design Submittal. These meetings will include all relevant Base POC and Contracting Personnel on an as needed basis. These meetings will cover the design review comments made on the current design submittal and will include any pertinent issues which could affect future progress. The following items shall be covered:
A. Meeting attendees and contact information B. Review and resolution of design review comments C. New business D. Schedule
3.5 100% Design Submittal – Due 30 calendar days after the 50% Design Review Meeting to include complete specifications, complete drawings, and Basis of Design.
Design document submissions shall include the following:
A. Table of Contents B. Executive summary of the scope of all work C. Previous contractor Requests for Information and Government responses, if applicable.
D. Design Analysis (Basis of Design) and appropriate engineering calculations E. Design drawings and specifications F. Schedule of submittals for material approval.
3.6 100% Design Review Meeting – Due 7 calendar days after Government review of the 100% Design Submittal. These meetings will include all relevant Base POC and Contracting Personnel on an as needed basis. These meetings will cover the design review comments made on the current design submittal and will include any pertinent issues which could affect future progress. The following items shall be covered:
A. Meeting attendees and contact information B. Review and resolution of design review comments C. New business D. Schedule
3.7 Final “Issued for Construction” Design Submittal – Due within 14 calendar days after
100% Design Resubmittal Approval. Includes signed and sealed final specifications, drawings, and Basis of Design. Drawing sets should include updated drawings to reflect changes of any systems that have been altered.
3.8 Pre-Construction Meeting: After Issued for Construction drawings/Specifications are approved by the Government the Contractor shall request a pre-construction meeting 14 calendar days prior to mobilizing and starting any site work. Motivation date shall be requested by the Contractor prior to the pre-construction meeting and approved by the Government. Any work performed on site without approved Issued for Construction Drawings/Specification and consent from the Government is considered to be performed at the Contractor’s risk.
4. CONSTRUCTION REQUIREMENTS
4.1 WORK SCHEDULE – Work shall be performed between 7:30 A.M. and 4:30 P.M.
daily, Monday through Friday, excluding federal legal holidays as outlined by Public Law Number 98-144 (or days not worked on Dover AFB due to the observance of such holidays). Unless otherwise specifically authorized herein or in writing by the Contracting Officer, the scheduling of work for times other than as set forth above, is not permitted. A request to work extended hours, weekends, and holidays may be submitted to the Contracting Officer.
4.2 PERMITS – The Contractor is responsible for all applicable permits, licenses, and certificates required to perform and execute this contract.
4.3 SUBMITTALS – UFGS 01 33 00 Submittal Procedures shall govern construction materials.
A. Provide submittals in electronic format, with the exception of material samples required for SD- 04 Samples items. In addition to the electronic submittal, provide three hard copies of design submittals. Compile the submittal file as a single, complete document, to include the Transmittal Form described within.
Name the electronic submittal file specifically according to its contents, coordinate the file naming convention with the Contracting Officer. Electronic files must be of sufficient quality that all information is legible. Use PDF as the electronic format, unless otherwise specified or directed by the Contracting Officer. Generate PDF files from original documents with bookmarks so that the text included in the PDF file is both searchable and can be copied. If documents are scanned, Optical Character Resolution (OCR) routines are required. Index and bookmark files exceeding 30 pages to allow efficient navigation of the file. When required, the electronic file must include a valid electronic signature, or scan of a signature. Email electronic submittal documents to an email address as directed by the Contracting Officer. Provide electronic documents over 10MB on a disc. Provide hard copies of submittals when requested by the Contracting Officer. Up to three additional hard copies of any submittal may be requested at the discretion of the Contracting Officer, at no additional cost to the Government.
B. Per Section 3.3 the Contractor shall create and maintain a Master Document List (MDL) and/or Submittal Register, i.e. AF Form 66 that includes all documents, whether the documents are a deliverable or not, which are prepared during the course of the contract. The MDL and its documents shall be maintained in libraries readily available for submittal to the Government. All Material Submittals shall be accomplished in accordance with the instructions pertaining to AF Form 3000, Material Approval Submittal.
4.4 CONSTRUCTION PROGRESS MEETINGS – The Contractor shall perform Construction Progress Meetings with meeting minutes provided to construction team Government representatives. These meetings will include all relevant Base POCs and Government representatives on an as needed basis. The following items shall be covered:
A. Meeting attendees and contact information B. Change Orders C. Requests for Information D. Material submittals and updated submittal register E. Updated Schedule F. Progress made in past period G. Project issues affecting future work progress
4.5 WORKSITE ACTIVITIES AND COORDINATION – The Contractor shall coordinate worksite activities with all applicable personnel to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions.
The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with Occupational Safety and Health Administration (OSHA) safety and local safety office requirements. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. The Contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review.
The Contractor shall provide the Contracting Officer (CO) copies of any OSHA report(s), regarding a project site, submitted during the duration of the contract.
The Contractor shall record and report promptly (within 24 hours) by telephone, facsimile or other direct means to the CO, Contracting Officer Representative (COR), the Base POC, and to the military installation’s Safety Office, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Fire Department at 911. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in conducting of the investigation until it is completed.
The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on federal property.
4.6 QUALITY CONTROL – In addition to the requirements specified in the FAR clause 52.246-12--Inspection of Construction, the Contractor shall designate in writing, an individual responsible for managing the Contractor's inspection program. Such designation shall be made to the Contracting Officer prior to commencement of work on the job site.
4.7 SITE MANAGEMENT
A. The Contractor shall submit for approval a detailed plan drawing showing the layout of the construction site prior to starting work. The drawing shall include the locations of storage trailers, equipment storage and material staging areas, contractor employee parking areas, temporary construction fence including placement of safety signs (i.e. hard hat area, etc.), and trash dumpsters and containers, as applicable. The submittal shall also include photographs of the site prior to disturbance by the start of work.
B. MATERIALS DISPOSAL – The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the performance of work under this contract. All such materials shall be removed from Dover AFB by the Contractor and disposed of in a State approved permitted landfill. The Contractor shall recycle concrete, untreated wood and other demolition debris. The Contractor is not permitted to deposit any such materials in base trash collection containers or at any on-base location without prior approval of the Contracting Officer. The Contractor is responsible for remediating and/or reimbursing the base for any spills caused by them, their personnel, their subcontractors and/or their equipment. The contractor shall provide their own waste receptacles and dispose of waste in accordance with the requirements set forth in 01 11 10 Dover Air Force Base General Requirements.
C. SITE RESTORATION – The Contractor shall demobilize facilities as necessary and restore the site. Except as otherwise required by the contract, all disturbed or damaged landscaping, paved areas, curbs or sidewalks shall be restored to the original condition. This condition will be as documented in the photographs of the undisturbed site submitted with the site layout plan. The Contractor shall implement erosion control measures as applicable such as seeding, mulching, sodding, and erosion control fabrics. Restore roads, structures, and utilities, as well as any vegetation disturbed by work. Per Dover AFB Design Guide, project specifications shall be edited to require the establishment of an acceptable stand of turf by the Contractor to include temporary irrigation as necessary based on rainfall conditions and mowing to a maximum height of 8 inches until an approved stand of turf is achieved and accepted. A minimum of at least three mowings is required prior to acceptance.
4.8 ENVIRONMENTAL
A. HAZARDOUS MATERIAL USAGE – If any hazardous material (HAZMAT) is used, Contractors must submit to the Contracting Office the information and supporting documentation (including Material Safety Data Sheets (MSDS) necessary to obtain HAZMAT usage authorization. Report data on HAZMAT used during the performance of the contract at intervals and in the format specified by Dover AFB.
B. AFFIRMATIVE PROCUREMENT – Affirmative Procurement (AP) is the name given to the federal program to strengthen efforts to protect the environment and promote economic growth through the purchase of recycled and other environmentally preferred products. Federal government procurement and use of recycled products, especially re-refined oil, can reduce our nation's dependency on foreign governments for raw materials.
C. RECYCLING OF CONSTRUCTION DEBRIS – The Contractor and Dover AFB representatives shall make every attempt to recycle as much construction debris as possible and within financial reason. The Contractor shall utilize the provided Dover AFB recycling avenues for scrap metal and recycle other recyclable materials through their own means.
D. CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEM –
The Contractor shall perform work under this contract consistent with relevant policy and objectives identified in the Dover AFB environmental management system (EMS) applicable for this contract. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the Dover AFB EMS and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals.
E. AIR PERMITTING – State of Delaware regulations pertaining to air pollution require the permitting of permanent placed equipment prior to installation. The following items require a construction permit prior to equipment being placed on the construction site:
(1) Emergency generators with capacity greater than 450 kilowatts.
(2) Boilers supplied by Natural Gas, LP gas, or other desulfurized fuel gas and have a rated heat input of less than 15 million British-Thermal Units (BTUs) per hour.
(3) Boilers utilizing any petroleum based fuel with a rated heat input of less than 10 million British-Thermal Units (BTUs) per hour.
(4) Project specific equipment identified in the construction documents.
F. HAZARDOUS MATERIALS AND HAZARDOUS WASTE ACTIVITIES
REQUIREMENTS
(1) To the extent required by other sections of this Statement of Work, the
Contractor shall sample, test, remove, and dispose all hazardous material and hazardous waste debris generated in the course of the work in accordance with applicable Federal, State, Local and these contract requirements. The Contractor shall provide all hazardous materials use and hazardous waste disposal documentation to the Base Civil Engineer, and shall register with the Hazardous Materials Pharmacy program (if available) at the installation to ensure appropriate and efficient tracking of the Contractor’s hazardous material purchases, inventories, use, and releases such as required by the Emergency Planning and Community Right-to-Know Act (EPCRA), Executive Orders, or any installation reporting requirements. The Contractor shall also comply with Federal, State, and Local requirements for any task involving the transportation of hazardous wastes and/or contaminated materials to off-site treatment, storage, and/or disposal facilities. This includes 40 CFR 260, 49 CFR 172, 173, 178, and 179, and all other applicable Federal, State, and Local transportation regulations.
(2) For any areas where hazardous materials will be disturbed, the material must be handled in accordance with the requirements of the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the State of Delaware regulations.
There is no requirement to remove hazardous materials prior to demolition activities for this type of building in the State of Delaware, but contractors need to be made aware of the possible existence of hazardous materials so their workers and the environment can be adequately protected. Regulations established by OSHA must be adhered to during work which involves building components containing hazardous materials in detectable amounts. Employers are required to use engineering controls and special work practices to reduce worker exposure at or below the permissible exposure level (PEL). It also triggers several requirements regarding exposure monitoring, biological monitoring, and employee training when a worker is exposed to airborne levels at or above the PEL.
All hazardous materials are to be handled and disposed of as hazardous waste unless toxic characteristic leaching procedure (TCLP) testing is performed and indicates otherwise. Whenever renovation or demolition is performed on painted components, an attempt should be made to control dust. Any component containing hazardous materials in detectable amounts also has the ability to produce hazardous dust when it is disturbed.
(3) Asbestos abatement is not an expected requirement for this project. If any potential asbestos containing material is found during construction, cease work immediately and notify the project manager and Contracting Officer for direction.
(4) Lead-based paint (LBP) abatement is not an expected requirement for this project. If any potential LBP is found during construction, cease work immediately and notify the project manager and Contracting Officer for direction.
5. CONTRACT ADMINISTRATION REQUIREMENTS
5.1 PROGRESS SCHEDULE, AF FORM 3064 – The Contractor shall prepare and submit, for approval by the Contracting Officer (CO), a work breakdown structure.
The work breakdown structure shall be used to report the cost and schedule status for this project. All tasks required under this type of contract shall be included in the work breakdown structure.
5.2 PROGRESS REPORTS, AF FORM 3065 – The Contractor shall complete biweekly Contract Progress Reports throughout the contract period. The work elements and percentages of the total job identified on the AF Form 3065 shall be identical to the work elements and percentages indicated on the AF Form 3064. Each invoice should be based on the most recent approved AF Form 3065 and will be entered through Wide Area Work Flow (WAWF). The AF Form 3064, AF Form 3065, and invoice shall all cover the same period of performance.
5.3 NOTIFICATION REQUIREMENT – The Contractor is required to notify the Contracting Officer and the Project Manager of critical issues that may affect life, health, safety, contract performance, or the environment. Verbal notification should be made immediately followed by written notification as soon as practical.
5.4 TRANSMITTAL FORM – The Contractor is required to use AF Form 3000 Material Approval Submittal as the transmittal form for both design and construction submittals.
5.5 SUBMITTAL FORMAT – Provide submittals in electronic format, with the exception of material samples required for Submittal Description (SD)-04 Samples items. In addition to the electronic submittal, provide one hard copy of design submittals. Compile the submittal file as a single, complete document, to include the Transmittal Form described within. Name the electronic submittal file specifically according to its contents, coordinate the file naming convention with the Contracting Officer. Electronic files must be of sufficient quality that all information is legible.
Use Portable Document Format (PDF) as the electronic format, unless otherwise specified or directed by the Contracting Officer. Generate PDF files from original documents with bookmarks so that the text included in the PDF file is both searchable and can be copied. If documents are scanned, Optical Character Resolution (OCR) routines are required. Index and bookmark files exceeding 30 pages to allow efficient navigation of the file. When required, the electronic file must include a valid electronic signature, or scan of a signature. Email electronic submittal documents fewer than 10 MB to an email address as directed by the Contracting Officer. Provide electronic documents over 10 MB on an optical disc.
Provide hard copies of submittals when requested by the Contracting Officer. Up to three additional hard copies of any submittal may be requested at the discretion of the Contracting Officer, at no additional cost to the Government.
6. INSPECTIONS
6.1 PRE-FINAL INSPECTION – The Pre-final inspection shall be coordinated by the
Contractor to conduct a detailed inspection to identify construction deficiencies and remaining contractual items (such as systems operating manuals, spare parts lists, as-built drawings and training requirements). The Contractor shall compile the list of deficiencies (punch list) which have been identified before or during the Pre-Final Inspection. A copy of the punch list shall be provided to CES, as well as the Contracting Officer.
6.2 SUPPLEMENTAL O&M DATA – In addition to the Operation and Maintenance data requirements defined in UFGS 01 78 23 O&M Data, provide the following information for electrical transformers, panelboards, enclosed circuit breakers, motor control panels, safety switches, and surge protective devices installed as part of this requirement:
(1) Make, Model, and Serial Number. (Manufacturer’s Build Number acceptable if sequential or unique to the individual piece of equipment)
(2) Date of Manufacture
(3) Date of Installation
(4) Photographs of equipment displaying nameplate, data plates, main breakers, circuit breaker panels, and panel schedules as applicable.
6.3 FINAL INSPECTION – The Contractor shall conduct a final inspection with applicable Government officials.
6.4 FINAL ACCEPTANCE – This occurs when all punch-list items have been corrected by the Contractor and the Government accepts the work as complete. If there is no follow-on work under another contract, then Final Acceptance would also be the Physical Completion date.
6.5 WARRANTY – A warranty shall be issued in accordance with FAR 52.246.21 (Warranty of Construction). A standard one-year warranty shall be issued for all work.
7. SECURITY
7.1 SECURITY INSTRUCTIONS
A. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Installation shall abide by all security instructions and directives of Dover Air Force Base.
B. At the close of each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
C. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
D. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented workers will be remanded to the proper authorities.
E. All contractors and subcontractors when working in a Controlled, Restricted, or other sensitive area must be escorted at all times. The military agency or unit responsible for the project is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
7.2 CONTRACTOR BADGE POLICIES
A. All requests for contractor badges will be submitted through the 436th Contracting Squadron (436 CONS) and/or the requesting agencies base point of contact. 436 CONS or base point of contact will then complete an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the 436 Security Forces Squadron (436 SFS) Pass and Registrations section for approval in accordance with Operation Plan (OPlan) 31-101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment. At no time will a contractor contact 436 SFS directly regarding badge denial.
B. All contactor employees requesting unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.
C. Dover Air Force Base (DAFB) Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 SFS, Pass and Registration for destruction. Prior to reissuing a badge an ORM must be resubmitted to the 436 SFS Pass and Registration section for approval.
D. In the event a badge is lost or stolen, immediately contact the 436 SFS, Pass and Registration office. The badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436 CONS and 436 SFS, Pass and Registration office. A new request for a badge must be completed prior to a new badge being reissued.
E. The 436 CONS or base POC will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to 436 SFS Pass and Registration when this occurs.
7.3 INSTALLATION ACCESS
A. The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto DAFB from 436 SFS, Pass and Registration, for the duration of the contract.
B. Employees are only permitted to enter the Installation during the date and time periods indicted on their contractor badge. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
C. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
D. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
E. During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended as the direction of the Installation Commander.
7.4 Antiterrorism Awareness Level I Training:
A. DoD Contractors possessing a Common Access Card (CAC) embedded in an organization (e.g., Civilian Medical Physicians, Flight Safety Instructor, etc.) will complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Advanced Distributed Learning System (ADLS) site. This training site is available through the AF Portal at https://golearn.csd.disa.mil/kc/main/kc_frame.asp?blnWhatsNew=True. This site automatically records members completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.
B. DoD Contractors supporting a Base Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card.
C. DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract https://golearn.csd.disa.mil/kc/main/kc_frame.asp?blnWhatsNew=True award or the sponsoring organization.
