Section I. Requirements

1.0 Introduction

The 436th Aerial Port Squadron (AMC) requires the purchase of video surveillance cameras for Building 550, 150, 509, 551, a Digital Video Recorder (DVR) for building 150, and annual inspections and preventative maintenance across building 150, 509, 550, and 551.

2.0 Specific Task Requirements

2.1 General Requirements

2.1.1 The contractor will deliver and install 28 cameras across buildings 550, 509, and 551, providing all hardware and software required to connect the cameras to the existing DVR.

The contractor will deliver and install 1 new DVR to building 150 and ensure operational.

The New DVR must integrate with the current DVR and recording software that is currently install in building 550. The installation of all equipment should be accomplished on or by 09/30/2024.

2.1.1.1 Assess and design an optimized plan for the installation of cameras and DVR.

2.1.1.2 Install/mount cameras both indoors and outdoors as required.

2.1.1.3 Install/configure NVR in the indicated and discussed location building 150.

2.1.1.4 New NVR for building 150 must integrate with the current Milestone System

Husky IVO 700 Rack mount that includes, Win 10 and 32TB of storage.

2.1.1.5 Install/configure cabling as necessary.

2.1.1.6 Capacity planning to support a minimum of 30 days of video storage.

2.1.1.7 Install/mount an appropriate view only screen to view the live feed in buildings

150.

2.2 Unlimited Telephone and Remote Support

2.2.1 The contractor shall provide unlimited telephone and on-line support during normal operating hours of 8:00AM to 4:00PM excluding weekends and federal holidays to address customer maintenance issues. Contractor shall attempt to assist the customer in isolating and resolving any system software and hardware issues. If the problem cannot be resolved over the phone, contractor shall schedule an on-site service call with the customer.

2.3 On-Site Service Calls

2.3.1 For problems not resolved via telephone, the contractor shall dispatch a technician(s) to arrive at the site within 8 hours if possible but no later than the next business day.

2.4 Preventative Maintenance and Inspection

2.4.1 The contractor shall provide two (2) one-site inspections and preventative maintenance appointments per year. The contractor shall coordinate and schedule inspections and maintenance at the convenience of the Government. Maintenance and inspection will be conducted during normal business hours.

2.4.1.1 Inspect all surveillance equipment for serviceability.

2.4.1.2 Inspect all functional components of the DVRs.

2.4.1.3 Alignment, enclosure integrity, condensation buildup and removal, corrosion inspection, internal wiring inspection, circuit board inspection, and dome cleaning for all cameras

2.4.1.4 Camera IP addressing, video feed storage/playback/export functionality, frame rate adjustments, PTZ programming adjustments, software application patching, and any other necessary updates to the DVRs.

2.5 Remedial Maintenance

2.5.1 If additional maintenance/repair work (items not included in scheduled maintenance) is necessary, the contractor shall notify the requirements owner of a list of repairs that needs to be accomplished along with an estimated cost of the repair before any action is to be taken. The Contracting Office will prepare and carry out the contract modification to add funds for the work. Time of work starts from the time of the modification award.

2.5.2 If the requirements owner reports a discrepancy between scheduled maintenance/inspection services, the requirements owner will make it aware to the Contracting Office and then reach out to the contractor. The contractor shall report to the work location within seven (7) business days, at no cost to the Government, to inspect/verify what maintenance work must be accomplished.

2.5.2.1 After the inspection is complete, the contractor shall provide a quote to the

Contracting Office with a price break down of all materials/work that shall be required/accomplished to return the equipment to a safe and operational standard.

The contractor shall commence maintenance work only after receiving a contract modification from the contracting office.

2.5.2.2 All maintenance work shall be completed in accordance with original equipment manufacturer specifications and parts specified by the manufacturer or items of equal or better quality. Downtime of the VSS will be kept to an absolute minimum. The contractor must notify the customer and the Contracting Office of all projected downtime and estimated time for maintenance work.

2.5.2.3 All maintenance/repairs identified as under warranty items will be covered for one year. The contractor shall perform all necessary work for items under

pg. 3 warranty at no additional cost to the Government. The contractor shall identify all items that are under warranty or can be and provide that list to the requirements owner.

2.5.3 The contractor will respond to provide emergency services within 24 hours of the request to repair equipment at the request of the Government. The contractor will provide the customer with contact information to make emergency service requests outside of normal operating hours (see Section 7.4). Emergency services are defined as having over 50% of cameras inoperable or unable to operate normally.

2.6 Documentation

2.6.1 For all maintenance visits, a service ticket will be generated by the contractor. At the conclusion of work, the contractor will present the Government with a signed service ticket or email the service ticket of the Government within two business days. The service ticket will include the following information:

2.6.1.1 Time of arrival and departure

2.6.1.2 Corrective maintenance provided and work order number assigned by the contractor.

2.6.1.3 Building number/location of where work was performed.

2.6.1.4 List of personnel performing the work

2.6.1.5 Type of repairs made, and parts replaced.

2.6.1.6 List of parts to be ordered and associated cost.

2.6.1.7 Cost of labor for repairs.

2.7 Maintenance Agreement

2.7.1 The contractor agrees that all maintenance completed on the system will be in-line and commensurate with industry standards. In no such way will procured/installed parts or equipment be below the industry standard that exists at the time the work is performed. If legacy parts or equipment that fall below industry standard are required as the only option that exists to keep the system operational due to installed system components, the contractor will inform the customer and Contracting Office, as well as provide information and a cost estimate for what would be required to upgrade the affected part(s) or system(s) to industry standard.

2.7.2 All contracted service and maintenance technicians will be certified technicians and will be authorized and qualified to perform maintenance and repair for all equipment and components. Any technician not authorized or certified by the contractor will be prohibited from performing maintenance on the system.

2.8 Acceptance

2.8.1 The Government reserves the right to refuse final acceptance until all discrepancies have

pg. 4 been resolved to the satisfaction of the Government. The discrepancies list will include all problem(s) detected/identified conducted by the contractor, Government, or both.

Problems identified during the acceptance period will be documented and provided to the Government. Installation, maintenance, testing, training, and cutover will be accomplished with minimal disruption of operations.

2.9 Arbitration

2.9.1 In the event the Government and contractor dispute over work completed or lack-thereof, a third-party arbitrator will be brought in, at the cost of the contractor, to decide who is at fault. All documents and evidence relating to the dispute will be provided to the arbitrator.

3.0 Replacement Parts

3.1 Repair/replacement parts required to bring the DVR and cameras back to full functionality will be of equal or greater quality than the original parts removed. The contractor will provide a written estimate of the anticipated time for any and all repairs.

3.2 The contractor shall document on service tickets, the equipment specifications present upon installation or removal, signed by the certified technician who installed or removed the equipment.

The document shall be provided to and retained by the Authorized Government Representative.

Service tickets will be submitted IAW paragraph 4.3. of this document.

4.0 Government Furnished Property and Services

4.1 Dover AFB will provide telephone access for contractor’s technicians to assist with remote technical support and repair services. The Government has provided network switches (physical equipment) for each location housing a camera.

4.2 All other equipment, vehicles, and resources required to perform the requirements of this contract must be procured by the contractor at their own expense.

Section II. Service Summary

1.0 General: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success but do not represent all contract performance requirements. All contract performance requirements in this PWS will be monitored. The requirement owner will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. No other representative is authorized to change the terms and conditions of this contract. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO.

2.0 Performance Evaluation: Performance of a service shall be evaluated to determine whether it meets

pg. 5 the performance requirements of this contract. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. In the case of issued Corrective Action Reports (CARs), the CO shall take appropriate measures according to inspection of services clause in the contract.

3.0 CARs may categorize nonconformance as minor, major or critical IAW the following FAR 46.101 definitions:

3.1 “Minor nonconformance” means a nonconformance that is not likely to materially reduce the usability of the supplies or services for their intended purpose or is a departure from established standards having little bearing on the effective use or operation of the supplies or services.

3.2 “Major nonconformance” means a nonconformance, other than critical, that is likely to result in failure of the supplies or services, or to materially reduce the usability of the supplies or services for their intended purpose.

3.3 “Critical nonconformance” means a nonconformance that is likely to result in hazardous or unsafe conditions for individuals using, maintaining, or depending upon the supplies or services; or is likely to prevent performance of a vital agency mission.

5.0 Government Quality Assurance: The government shall inspect and evaluate the contractors’ performance to ensure services are received in accordance with requirements set forth in this contract.

The COR will use the contractor’s work schedule, or modified version thereof, to record validation results. Results of the validation then becomes the official Air Force record of the contractor’s performance. Government surveillance of tasks not listed in the PWS or by methods other than those listed in the PWS (such as provided for by the Inspection of Services clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the CO as a result of surveillance will be according to the terms of this contract.

5.1 The government may inspect each task as completed and increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during surveillance inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality assurance inspections if performance dictates.

5.2 When an observation indicates defective performance, a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a CAR for issuance to the contactor.

Section III. General Information

1.0 Hours of Operation

1.1 The Contractor shall perform the work required under this contract on Monday through Friday from 0700 hrs-1600 hrs (7:00 AM to 4:00 PM). If work hours are required outside the hours stated, the Contractor shall contact the Customer for approval from the CO. Upon approval from the CO, the Customer must be present with the Contractor. These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

2.0 Environmental Protection and Safety

2.1 The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract. The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this PWS.

2.1.1 In performing any work under this contract on premises which are under the direct control of the Government, the Contractor shall conform to all safety rules and requirements prescribed in Air Force Pamphlet 91-210, Contract Safety and Public Law 91-596, The Occupational Safety and Health Act of 1970. Effective on the date of this contract, the contractor shall take such additional precautions as the Contracting Officer may reasonably require for security, safety, traffic fire, personnel clearances and accident prevention purposes. The Contractor agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor, Government Property and Government personnel performing or in any way coming in contact with the performance of this contract on such premises. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the Occupational Safety and Health (OSHA) Act. In the event of a conflict between the OSHA Standards and these requirements, the most stringent shall apply. Any violation of such rules and requirements, unless promptly corrected, as directed by the Contracting Officer, may be considered grounds for termination of this contract in accordance with the default provisions hereof.

3.0 Privately Owned Motor Vehicles

3.1 Contractor Contractor’s personnel shall comply with the directives pertaining to the operation of

POVs on DAFB per AFMAN 31-116, Motor Vehicle Traffic Supervision, in its entirety. The Contractor shall comply with AFBI 24-302, Vehicle Management, in its entirety for the operation of POVs within DAFB.

4.0 Safety and Health on Government Installations

4.1 While performing work under this contract the Contractor shall comply with all applicable Federal, State, Local, and the specific AF regulations (as applicable) regarding occupational safety and health addressed in the PWS. During the execution of the contract the Contractor shall notify the CO and Customer within one 1 business day of any damage to Government property where the dollar value exceeds $500,000.00 and within 2 work days for any damage to Government property less than $500,000.00. The Contractor shall notify the CO within 1 business day of any injury to contract personnel which occurs while on a Government installation.

4.1.1 Mishap notifications shall contain, as a minimum, the following information:

4.1.1.6 Nomenclature of equipment and personnel involved in accident/incident

4.1.1.7 Corrective actions (taken or proposed)

4.1.1.8 Other pertinent information

4.1.2 If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO. The following is a list of applicable regulations and Air Force Instructions:

4.1.2.1 29 CFR 1910 – OSHA Standards for General Industry

4.1.2.2 AFI 91-203 – Air Force Consolidated Occupational Safety Instruction

4.1.2.3 AFI 91-207 – The Us Air Force Traffic Safety Program (12 Sep 2013)

4.1.2.4 AFI 31-218 – Air Force Motor Vehicle Traffic Supervision

4.1.3 While on a government installation the Contractor shall be required to follow applicable installation traffic safety regulations and any applicable safety requirements required by the work center supervisor as it pertains to execution of the contract while in the work center; these may include but are not limited to general personal protective equipment such as safety glasses, hearing protection, and hard hats. The Contractor shall comply with base/shop emergency procedures for fire, tornado etc.

5.0 Emergency Procedures

5.1 The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

6.0 Contractor Badge Policies

6.1 All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies base point of contact. The Contracting Squadron Office or base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW OPlan 31-101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment.

6.1.1 All contactor employees who’ll be granted unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.

6.1.2 DAFB Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 SFS, Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, immediately contact the 436 SFS, Pass and Registration office. The badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor.

The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436 SFS, Pass and Registration office and submit a new request for badge before a new badge can be reissued.

6.1.3 Base Contracting Office or base point of contact will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Office.

7.0 Installation Access

7.1 The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicted on their contractor badge.

7.1.1 Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.

7.1.2 During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation. During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended as the direction of the Installation Commander.

8.0 Antiterrorism Awareness Level I Trainingser

8.1 DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.

8.2 This site automatically records members completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.

9.0 Records Management

9.1 The contractor understands that when creating, handling and maintaining electronic records for the

Air Force, you must meet the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Management Program. In order to meet the requirement established IAW the above-mentioned regulations, contact the Base Records Management Office (436 CS/SCXK, Bldg. 310) at 302-677-5157 for guidance and training.
