FA449724Q0003 FSS Funeral Services BPA Q&A
1. Incumbent kt#, name, and award amount?
The previous BPAs were held each with a total order limitation of $250,000:
FA449719AA007 & FA449719AA009.
2. Quote schedule/ price list/ did you want me to just send you quotes for each individual thing meaning per casket, urn, embalming etc?
Provide a general funeral services price list that includes the services expressly listed on page 3 of the Combined Synopsis/Solicitation.
3. Is subcontracting permitted?
Yes, the vendor must ensure they follow the subcontracting procedures set forth in the Federal Acquisition Regulation, including but not limited to, FAR 19.505 Limitations on subcontracting and nonmanufacture rule. All solicitation deliverables, including necessary certifications would still need to be met.
4. How would you like the proposal submitted? From my understanding all you need is a pricing sheet and a technical statement.
Refer to Page 4 of the Combined Solicitation/Synopsis Document for the list of deliverables needed to be considered for award. There is a numbered list of what needs to be submitted.
5. Should we find it necessary to retain a trade embalmer?
This is not a requirement. However, due to the quick turn around and higher standard of care being required, we recommend an embalmer with knowledge of Air Force Mortuary Affairs Operations embalming requirements. The mortuary team will conduct pre-embalming inspections, post-embalming inspections, post dressing inspections, and post casketing inspection on the remains.
IAW DAFI 34-160 “Embalmer must prepare the remains by employing arterial, cavity, and other embalming chemicals into the arterial system, by hypodermic injection, cavity packs and submersion in the treatment of all remains to provide the maximum preservation and disinfection of all body tissues, including those associated with body cavities (internal organs).”
6. Could you please provide the details for the scheduled site visit or share any available information if it has already occurred? Additionally, if rescheduling is an option or if there are alternative arrangements, kindly guide us on the necessary steps.
No site visit was scheduled, and all information is available on SAM.gov.
7. Is this work being performed in Dover Delaware?
The work is to be performed within the parameters set forth in the Performance Work Statement. Transportation requirements are listed on page 3 of the PWS.
8. What exactly will the contractor be responsible when shipping remains?
Contractor will be responsible for purchasing an air tray container and transporting remains to the Airport. (All reimbursable expenses will need to be included in an itemized invoice)
