SITE VISIT QUESTIONS AND ANSWERS

A site visit was conducted on 15 February for solictation FA4497-18-R-0009, Grease Trap Replacement, Dover AFB. The below questions were asked and included the government responses. Civil Engineering Squadron (CES) is our customer in this matter.

Item 1. Depth of underground sewer line?

Response: CES believes the depth to be 30 inches.

Item 2. Is a thousand (1,000) gallon type grease trap acceptable for use?

Response: CES recommends compliance with the Kent County recommendation for Trapzilla model #TZ-1826-ECA. A 1,000 gallon replacement trap will require a larger amount of excavation with no assurances the 1,000 gallon trap will perform same or better than Kent County recommendation, which would involve more excavation and restoration expense. We are looking for the recommended Kent County Trap to be an exact replacement for the existing trap with minimal new excavation and restoration of existing conditions. A 1,000 gallon would be acceptable.

Item 3. Who would be the inspector?

Response: CES will assign an inspector for the proposed work once the project is awarded.

Item 4. A permit from Kent County, Delaware required?

Response: CES was not able to reach a knowable individual to confirm nor deny a permit requirement.

Permits are the responsibility of the Contractor, if any are required. A Base digging permit must be submitted with CES for Miss Utility of Delmarva to mark the existing conditions where the proposed digging will occur prior to work commencing.

Item 5. Are as-builts available?

Response: CES has found little useful information on the building as-builts. There are no dimensions or other useful information. As-builts show the location of the trap but really nothing else of value. The contractor should base their quote on conditions that were visible during the site visit of 15 Feb 2018.

Item 6. What is the water table? How far to shallow water within the tank?

Response: CES has researched the water table question. The water table varies between three and eight feet depending on the season. CES had recently completed excavation for a foundation at a similar facility and encountered water at five feet.

Item 7. Where does the spoils from the excavation be disposed?

Response: CES requires the Contractor to test the spoils for contamination. The spoils need to be removed by the Contractor at their expense. New soil to backfill excavation, supplied by Contractor, shall be structural soil up until the last 4 inches from the surface which should be top soil and properly compacted. Spoils would need to be disposed off base.

Item 8. Regarding the question about the side walk. *The area needs to be restored as is. The contractor will be required, as outlined within the SOW, “Pour new concrete covering as needed to match existing grade and provide pedestrian/utility compatible surface.” The contractor has the option to extend sidewalk space at no additional cost to government.

Item 9: is a vent required for the new trap?

Response: CES recommends the contractor review the Kent County specification for the proposed new trap that was included in the RFP package. If the new trap requires a vent on the outlet the Contractor shall propose where to tie in the vent to the existing vent lines and include such costs in their proposal.

We assume the requirement falls on whatever the manufacturers requirements for the grease trap are.
