PERFORMANCE WORK STATEMENT
BASE REFUSE COLLECTION
AND DISPOSAL
1. DESCRIPTION OF SERVICE. The Contractor shall perform non-hazardous solid waste refuse collection, transportation, and disposal services at Dover Air Force Base in accordance with all applicable laws, regulations, standards, instructions, commercial practices and as described in the Performance Work (PWS) with the focus on safety, sanitation and customer service. The Contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish PWS requirements in a timely manner at reduced costs, and in a way which fosters pride and ownership in the work performed. Estimated workload is listed in Appendix A.
1.1. REFUSE COLLECTION.
1.1.1. BASE COLLECTION. The contractor shall collect and dispose of base refuse such that waste containers and enclosures are emptied prior to their capacity being exceeded. Waste containers shall be maintained in a sanitary manner, free of dirt, debris, odor and pests in accordance with local commercial practices. Containers designated, as Food waste shall be emptied daily. The Contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse at a station. The Contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container at the time of collection. The Contractor shall ensure lids of all containers are closed and the gates of any fenced container enclosures are secured after each collection. Collection locations for the main base are provided in Appendix B. Contractor will make up a missed pick-up within 24 hours of notification.
1.1.2. WASTE TONNAGE MONITORING. The contractor will provide on a monthly basis, accurate tonnage readings of base refuse/garbage.

1.1.5. UNSCHEDULED AND SPECIAL EVENTS. In addition to the scheduled refuse collections, the Contracting Officer may require the Contractor to make unscheduled collections and disposals. For unscheduled events, the Contractor shall respond within twenty-four (24) hours of the notification from the Contracting Officer. For special events, the Contractor shall also provide, or re-position as directed, refuse containers. These containers shall be placed in locations for a length of time designated by the Contracting Officer. The Contracting Officer shall notify the Contractor, at least fifteen (15) days in advance, of the exact special event date. See Appendix A for this type of workload.
Reimbursement for unscheduled/special event collection and disposal shall be made in accordance with the appropriate CLIN under this contract.
1.1.6. CONTRACTOR REFUSED COLLECTIONS. The Contractor shall notify the Contracting Officer Representative (COR), by the end of the business day, of the stations that were not collected and the reasons why.
1.2. REFUSE DISPOSAL.
1.2.1. DISPOSAL. No on-base disposal shall be available to the Contractor. The Contractor shall transport and dispose of all solid waste at a licensed off-base disposal site selected by the Contractor. Disposal shall be in accordance with existing local, state, and federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations, including all disposal fees in accordance with the appropriate CLIN under this contract.
1.3. VEHICLE ROUTES AND COLLECTION SCHEDULES. The Contractor shall establish vehicle routes and collection schedules to meet the requirements of Appendices A and B. Routes and schedules shall be submitted to the Contracting Officer ten (10) working days prior to start of contract performance. Any changes in routes/schedules shall be submitted to the contracting officer. The Contractor shall immediately notify the COR of any conditions that may interrupt the schedule of performance such as disposal sites backed up, delays due to security measures, exercises, vehicle breakdowns or containers blocked by parked vehicles or excess refuse.
1.4. EQUIPMENT AND CONTAINER MAINTENANCE.
1.4.1. BASE CONTAINER MAINTENANCE. Contractor furnished containers shall be maintained to ensure the containers are reasonably free of unpleasant odors, dirt, debris, and pests. All containers must remain in good and workable condition and easily accessible to customers. The contractor shall provide containers that include a means to secure the top side lids to prevent the wind from blowing them open. The Contractor shall perform all cleaning, painting, repair, and other maintenance tasks off base. Additional re-painting of the containers shall match the approved base color scheme.
1.4.2. BASE BULK AND ROLL-OFF CONTAINERS. The contractor shall be responsible for maintaining bulk and roll-off containers and enclosures are emptied prior to their capacity being exceeded and maintained in a sanitary manner, free of dirt, debris, odor and pests in accordance with local commercial practices. The Contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse at a station. All litter, waste and refuse on the ground within a ten-foot radius of the container, shall be picked up by the Contractor during the collection. The Contractor shall close the gates of any fenced in container areas after each collection. The collection locations for the main base are provided in Appendix B.
1.5. RELOCATION OF BULK AND ROLL-OFF CONTAINERS. The Contractor may be required to relocate bulk and roll-off containers as needed, at the direction of the Contracting Officer. The Contractor shall pick up and deliver these containers within 24 hours after notification from the Contracting Officer. This requirement is in the estimated workload.
1.6. SEVERE WEATHER PREPARATION. The Contractor shall secure the containers so that severe storms, high winds, hurricanes, etc. do not lift or project them into building structures and ensure the waste inside will not escape and become strewn throughout the base areas. After severe weather is terminated, the contractor has 24 hrs to make-up collections base wide. Make-up collections should not affect regularly scheduled collections nor allow for additional compensation.
2. SERVICES SUMMARY. The Services Summary (SS) captures the service requirements that can be measured and are considered High-Risk and critical operational requirements. The SS includes Performance Objectives that describe the desired result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. These thresholds are critical to mission success. The PWS paragraphs reference the details of the Performance Objective in the
PWS.

Refuse collections are accomplished in accordance with approved contract established schedules. Containers are emptied and returned to original position with lids closed.
All refuse has been picked up by contractor and area is free of refuse.

Periodic Surveillance Refuse is transported in dependable refuse vehicles and disposed at a licensed off-base disposal site to ensure compliance with existing local, state, federal, and environmental rules, regulations and requirements.

No violations submitted by the state Department of Health and Environmental Control are allowed per month.
Contractor routes and collection schedules are current to meet the contract requirements and prevent interruption of service. The contractor will notify the COR immediately of any interruptions to service, caused by either the contractor or the government.

Maintain equipment in good workable condition. Perform painting and cleaning requirements. Trucks should be washed and free of odors.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. See Appendix D.
4. GENERAL INFORMATION.
4.1. HOURS OF OPERATION. The base hours of operation are 7:00AM to 4:00PM, Monday through Friday. The Contractor is not required to provide refuse service except for emergencies on the following days: New Year’s Day, Martin Luther King’s Birthday, Washington’s Birthday (aka President’s Day), Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
4.2. CONTRACTOR PERSONNEL The contractor shall not employ persons for work on this contract, if such employees are identified to the contractor by the contracting officer, as a potential threat to health safety, security, general well being, or operational mission of the installation and its population. All employees must be able to read, write, speak, and understand English. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company and employee name.
4.2.1. CONTRACTOR POINT OF CONTACT (POC). The contractor shall identify to the COR, the individual who will be the point of contact to support this service on behalf of the contractor during contract day operating hours. The contractor shall provide the COR telephone number(s) where service calls and customer follow-up calls can be reported.
The contractor shall also provide to the COR, the names and phone/pager numbers of contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the contractor whenever personnel changes occur.
4.3. QUALITY CONTROL. The Contractor shall employ a commercial quality control program and procedures to identify, prevent, and ensure non-recurrence of defective services.
4.4. ENVIRONMENTAL CONTROL. Contractor Reported Usage of HAZMAT.
4.4.1. Contractors must submit to the associated Contracting Office the information and supporting documentation including Material Safety Data Sheets (MSDSs) necessary to obtain HAZMAT usage authorization. Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by DAFB.
4.4.2. The contractor shall provide a completed DAFB HAZMAT Chemical Worksheet (Appendix G) for each HAZMAT to be used during the duration of the contract to include MSDS. This list of all HAZMATs shall be provided at the beginning of the contract. Any additional HAZMATs required during the course of the contract shall be requested for approval at that time. In addition, the quantity of chemicals expended will be reported to the DAFB Hazardous Materials Pharmacy (HAZMART) by filling out the Contractor’s Monthly Report (Appendix H) for HAZMATS. Both the Worksheet and Monthly Report forms shall be provided upon award of contract.
4.4.3. NOTIFICATION OF ENVIRONMENTAL SPILLS. In the event that the Contractor spills or releases any unpermitted substance or hazardous waste into the environment, the Contractor shall immediately report the incident to the Fire Department, the Contracting Officer (CO), and the designated Government Representative. The Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substance into the environment.
4.4.4. MATERIALS. All materials used in the performance of services on the installation shall be in compliance with industry standards, local, Federal and State laws, and will be used according to manufacturers’ recommendations.
Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards. The Contractor will submit Material Safety Data Sheets on all materials to be used fifteen (15) days prior use for approval by the COR and the Environmental Flight Hazardous Waste Coordinator.
4.5. SECURITY REQUIREMENTS. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental Installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
4.5.1. At the close for each work period, government facilities, equipment and materials shall be secured, lights, water turned off and all doors and windows secured.
4.5.2. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
4.5.3. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
4.5.4. The contractor shall submit any request for compensation on delays to the Contracting Office for approval. The contractor shall notify the Contracting Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.
4.5.5. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
4.6. CONTRACTOR BADGE POLICIES.
4.6.1. All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies base point of contact. The Contracting Squadron Office or base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW OPlan 31-101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment.
4.6.2. All contactor employees who’ll be granted unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.
4.6.3. DAFB Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 SFS, Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, immediately contact the 436 SFS, Pass and Registration office. The badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436 SFS, Pass and Registration office and submit a new request for badge before a new badge can be reissued.
4.6.4. Base Contracting Office or base point of contact will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Office.
4.7. INSTALLATION ACCESS.
4.7.1. The contractor shall obtain personal contractor identification badges for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicted on their contractor badge.
4.7.2. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
4.7.3. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
4.7.4. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
4.7.5. During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions;
access by non-essential Contract operations will be suspended as the direction of the Installation Commander.
4.8. ANTITERRORISM AWARENESS LEVEL I TRAINING.
4.8.1. DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―AT Awareness Level I computer based training (CBT) course online through the public accessible Defense Technical Information Center (DTIC) site at https://atlevel1.dtic.mil/. This site allows the user to print a certificate annotating their completion of training. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.
4.9. FLIGHTLINE DRIVING.
Contractors will have to adhere to the provisions in DAFBI 13-202 if operating on the airfield.
4.10. CONTRACTOR CONTINGENCY PLAN. The contractor shall develop a contingency plan for collection and disposal of refuse to provide reasonable assurance of continuation of the service during crisis conditions.
4.11. REFUSE VEHICLE OPERATION. Non-hazardous solid waste collection vehicles are allowed on base solely for the purpose of collecting non-hazardous solid waste and collection containers’ re-locations. These vehicles shall not be parked anywhere on base without the prior permission of the Contracting Officer. Trucks, trailers used for collecting, and transporting refuse shall be maintained as to reasonably minimize the odor, dirt, debris, and pests.
4.12. RECORDS MANAGEMENT The contractor understands that when creating, handling and maintaining records for the Air Force, either electronic or paper, you must meet the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Manage Program, AFI 33-364, Records Disposition Procedures and Responsibilities, and AFM 33-363, Management of Records. In order to meet the requirement established IAW the above mentioned Air Force Instructions, regulations contact the Base Records Management Office (436 CS/SCXK, Bldg
919) at extension 3642 for guidance. Contractors must contact the Base Records Manager to receive training in both Air Force Records Management and the Air Force Privacy Act Program.
4.13 CONTRACTOR MANPOWER REPORTING
4.13.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Base Refuse Services via data collection site. The contractor is required to completely fill in all required data field at http://www.ecmra.mil .
4.13.2. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year, which runs 1 October through 30 September * of each calendar year. Contractor may direct questions to the CMRA help desk.
*Reporting Period: Contractors are required to input data by 31 October of each year.
4.13.3 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.13.4. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
5. CONTRACTOR-FURNISHED ITEMS AND SERVICES. See Appendix E. Except for those items or services specifically stated on Appendix D as Government furnished, the Contractor shall furnish everything needed to perform this contract in accordance with all terms and conditions.

Appendix A Workload Estimates
The Contractor shall provide refuse collection disposal services for each area as identified in Appendix B at the frequency as identified in the Refuse Collection Workload Estimate. The estimated quantities of work are listed in below and are based on historical records.

1. BASE REFUSE COLLECTION/DISPOSAL:
a. There are approximately 99 stations for containers on the base, including office areas, food service areas, recreation areas and industrial areas. These stations will be maintained with 8 cu yd containers. The refuse containers shall be emptied so as not to exceed their full capacity. The only exception to this requirement is the containers with food waste. The food waste containers will be emptied daily (Monday through Friday). Locations for these stations are specified on Appendix B and on the map in Appendix C. Collections will occur Monday through Friday, 6:30AM to
4:30PM.
b. There are 40 cu yd roll-off containers that can be rolled onto a truck and taken to a disposal site, then returned to the original or another site.
2. MAINTENANCE/CLEANING OF BASE CONTAINERS:
Maintenance/cleaning for base containers will be performed as required but at least semi-annually. Containers that hold food waste will be cleaned monthly and maintenance performed as required but at least semi-annually.
THE COSTS FOR SERVICES REQUESTED BELOW (ITEMS 3 THROUGH 5) ARE SEPARATELY PRICED CLINS.

APPENDIX D
GOVERNMENT-FURNISHED PROPERTY AND SERVICES
1. GOVERNMENT-FURNISHED FACILITIES/AREAS. Government-Furnished Facilities are not furnished to the Contractor in this contract. The Government will provide to the Contractor a secured area the at Civil Engineering (CE) Stockpile area to operate a centralized bulk collection station to dispose of bulk waste.
2. GOVERNMENT-FURNISHED EQUIPMENT AND MATERIALS
None
3. GOVERNMENT-FURNISHED SERVICES. The Government will provide the following services:
3.1 SECURITY POLICE AND FIRE PROTECTION. The Government will provide general information on base Security Police and Fire Protection service. Security and Emergency services dial 911, for Security police telephone extensions 2100 for emergencies, and 677-6666 for routine calls.
APPENDIX E
CONTRACTOR-FURNISHED PROPERTY/SERVICES/EQUIPMENT
1. The Contractor shall furnish all personnel, vehicles and equipment required to perform requirements stated herein.
The Contractor shall furnish all containers and roll-offs in the sizes and locations as listed in Appendix B. All containers provided by the Contractor shall be Government approved and IAW this PWS. The Contractor shall provide containers IAW specifications listed below. In the event, different containers or subsequent containers are required during the course of the contract, the Contractor will be advised as the type, size and number required.
2. QUALITY STANDARDS FOR CONTRACTOR FURNISHED EQUIPMENT/TOOLS AND MATERIALS/SUPPLIES: The Contractor shall submit to the contracting officer for approval, a description of all bulk containers and vehicles proposed to be used on this contract. The request for approval will be submitted on AF Form 3000, Material Approval Submittal.
The government may inspect the Contractor’s equipment or bulk containers at any time and direct the removal of any items not meeting manufacturer’s specifications. All items failing to meet required standards as submitted on the Approved AF Form 3000 shall be replaced solely at the Contractor’s expense .
2.1. CONTRACTOR-FURNISHED VEHICLES. The Contractor shall provide refuse collection type vehicles and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle. Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in accordance with base traffic regulations by a licensed driver. All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe and unable to function as designed shall be removed from the installation and replaced at Contractor expense. Vehicular repairs shall not be done on base.
The contracting officer may inspect the Contractor’s vehicles at any time and direct the removal of any unsafe or objectionable vehicle from the installation.
2.2. CONTRACTOR-FURNISHED BULK CONTAINERS. The Contractor shall provide all bulk containers necessary to perform this contract. The number, size, and location of the containers listed in Appendix B are estimates only and changes may occur. In addition, the Government reserves the right to change sizes, locations and quantities. The Government will approve the color of the containers. All bulk containers shall be freshly painted at the beginning of the contract. Containers of the 8 cubic yard shall have a means to secure the lids to prevent trash from blowing or escaping from the containers.
2.2.1. BULK CONTAINER PAINTING. The Contractor shall initially furnish containers that match the color scheme of the base architectural color standard of Architectural Brown. The COR personnel shall issue job orders to the contractor for additional painting requirements to maintain the base color scheme. Color of containers and paint shall be submitted on the AF Form 3000 to the contracting officer for approval prior to placing or painting containers. Cleaning of containers shall be accomplished prior to painting. Additional re-painting of the containers shall match the approved color scheme.
All painting shall be accomplished at an off-base location.
2.2.2 BULK CONTAINER IDENTIFICATION: The Contractor shall provide identification on each bulk container corresponding to the station location number as listed in Appendix B. The means of identification shall accommodate any relocation of containers, however, shall not be capable of being removed by normal wear and tear, vandalism, etc.
2.3. ROLL OFF CONTAINERS. The Contractor shall furnish roll off containers constructed for commercial use in sizes 20, 30, and 40 cubic yards that meet all Occupational Safety and Health Administration (OSHA) safety standards. Rolls off container locations are identified in Appendix B. Roll-off containers provided for construction and demolition debris shall be 20, 30, or 40 cubic yards in size as specified by the Government.

DEFINITIONS
BULK CONTAINER. A large container that can either be pulled or lifted manually or mechanically onto a service vehicle used for the temporary storage of refuse.
CENTRALIZED BULK COLLECTION POINT (CBCP). A central base location where base populace will bring white goods, brown goods, cardboard, construction debris and bulk waste that will be collected by Contractor at this location and disposed of at the appropriate landfill disposal facility.
CLIN. Contract Line Item Number.
COLLECTION STATION. The locations designated on Appendix B and on the maps, where refuse may be conveniently and efficiently assembled and stored for the purposes of refuse collection.
COMBUSTIBLE WASTE. The organic fraction of the solid waste stream which can be burned readily in an incinerator.
COMPACTOR COLLECTION TRUCK. Enclosed vehicle provided with mechanical devices for loading the solid waste into the main compartment of the body and for compressing and distributing the solid waste within the body.
CONSTRUCTION AND DEMOLITION DEBRIS. Roofing, wood, bricks, and similar materials associated with construction or demolition of buildings, pavements, and other structures.
CONTAINER. A solid waste receptacle with closely fitting operational lids which are leak proof and rodent proof.
CONTAMINANTS. Any material found in a refuse station container that is not specifically designated for that receptacle.
FOOD WASTE. Animal and vegetable waste resulting from the handling, storage, sale, preparation, cooking and service of foods.
FRONT LOADER COLLECTION TRUCK. A solid waste collection vehicle with arms which engages a detachable container, moves it up over the cab, empties it into the vehicle’s body, and returns it to the ground using a hydraulic system.
HAZARDOUS WASTE. Any material identified in the 40 CFR, Part 261.30 or state statute but not in quantities small enough to be purchased for household or administrative use. Hazardous waste requires special handling during collection, storage, transportation, and disposal and is excluded from this PWS.
HOUSEHOLD HAZARDOUS WASTE (HHW). Substances used in the home that have some or all of the characteristics of hazardous waste. Under RCRA, managed as part of the solid waste stream, HHW includes oil-based paints, thinners, cleaning compounds, pesticides, automobile fluids, etc., that are toxic, corrosive, explosive, or ignitable, specifically intended for household or administrative use, and not intended for use in any industrial process.
MUNICIPAL SOLID WASTE (MSW). Residential, commercial, and on-process industrial solid waste. Addressed under RCRA Subtitle D as non-hazardous waste. Includes material generally referred to as garbage, trash, and rubbish; for purposes of this document, MSW is discussed as refuse (material destined for disposal).
MUNICIPAL SOLID WASTE LANDFILL (MSWLF). A site where refuse is disposed of using an engineered method in a manner that protects the environment meeting the criteria of federal regulations promulgated under RCRA, Subtitle D, and applicable State solid waste management rules.
NONCOMBUSTIBLE WASTE. Inorganic or high moisture content waste (e.g., metals or grass clippings) which cannot be burned at optimum incinerator temperate (1,800 degrees Fahrenheit).
PACKER TRUCK. General term for any type of solid waste collection vehicle that compacts refuse within the truck body.
May load from the side, rear, or front of the vehicle.
POST CONSUMER WASTE. Municipal solid waste components that have passed through their end use as consumer items.
REAR LOADER COLLECTION TRUCK. A solid waste collection truck in which the material is loaded into the rear of the truck’s body, either manually or by containers, and compacted using a hydraulic system.
REFUSE. Includes all household-generated waste, non-hazardous commercial and industrial waste, food waste, construction and demolition debris, and other similar non-hazardous waste material intended for disposal. Not included are explosives, incendiary waste, and contaminated waste from medical and radiological processes. Also excludes recyclable materials source separated from the waste stream specifically for recycling.
RESOURCE CONSERVATION AND RECOVERY ACT (RCRA) Gives EPA the authority to control hazardous waste from the "cradle-to-grave." This includes the generation, transportation, treatment, storage, and disposal of hazardous waste.
RCRA also set forth a framework for the management of non-hazardous wastes.
REFUSE CONTAINERS. Includes cans, drums, bins, or similar receptacles which can be handled easily, and multiple containers, which are bundled by mechanical, truck, mounted hoists.
ROLL-OFF CONTAINER. A large, stationary, steel box used to store bulk waste that can be rolled onto a truck and taken to a disposal site, then returned to the original or another site.
DISPOSAL FEE. A fee, usually dollars per ton or cubic yard, charged for the unloading or dumping of waste at a landfill, transfer station, material recovery facility, or waste-to-energy facility.
