STATEMENT OF NEED
Mobile Tail Enclosure (MTE)
436 AW/MXG
20 July 2009
1. Vendor shall furnish and install all engineering, design, labor, travel, equipment, materials, training, and other items as required herein and as necessary to provide complete functioning C-5/C-17 Mobile Tail Enclosure for Dover AFB, DE. System to be provided shall be classified as equipment and will connect to hangar 714S during use.
2. Vendor shall submit the following items in conjunction with its cost proposal:
a. A complete description of all work and items that are proposed to be provided, including drawings, brochures or narratives which clearly describe all major items and components of the work, including materials, coatings, electrical, mechanical, fire suppression systems, equipment functionality, etc.
b. A description of the firm’s past experience and qualifications of key personnel to be used on this project, including a list of projects with similar scope including cost, size, function and supporting systems such as lighting, electrical, fire suppression, etc.
c. A list of customer points of contact, including name and phone number, who have direct knowledge of past projects performed by vendor
d. A sample copy of proposed material and equipment service warranties
3. Mobile enclosure:
a. Shall be on wheel and rail system and shall be easily towed with a maximum of one aircraft tow vehicle. Rails shall be even with the asphalt.
b. Shall allow for adequate tow clearance (25 feet), whether mated to hangar or when standing alone – into/out of all hangars.
c. Shall be able to withstand average sustained wind of 95 knots while mated to hangar or when positioned in the storage location.
d. Shall be able to withstand temperatures as high as 110 degree F
e. Shall be able to withstand up to 1.5-inch hailstones. Minor dents acceptable.
f. Shall be able to withstand freezing temperatures as low as 0 degrees F.
g. Shall be of sufficient height for aircraft to be jacked in the bay of the hangar to ensure continued work.
h. Shall be at a minimum 110’ wide x 98’ high and sufficient depth to completely enclose aircraft in hangar.
i. Shall be capable of mating up with hangar from designated storage location to locked in position with hangar within fifteen (15) minutes.
j. Shall provide a “tight” mate-up between the hangar and the enclosure. While it may not be possible to get an air tight or water tight seal, no visible light shall come through at the point of sealing.
k. Shall have high intensity lights to allow work to be completed at night – 50 foot candles at a minimum.

l. Shall include removable connections between MTE and government-supplied utilities/fire suppression at a pit located approximately 5-10 feet outside the NE corner of the MTE.
1) AFFF fire suppression system requires approximately 6-inch connection piping and fittings
2) Compressed air for pressurizing fire suppression system requires approximately ½ inch connector piping and fittings
3) Fire suppression system must be in compliance with either Engineering Technical Letter (ETL) 98-8 Fire Protection Engineering Criteria (Existing Facilities) or ETL 2-15 Fire Protection Engineering Criteria (New Aircraft Facilities)
4) Fire suppression system design shall also be performed by a licensed Fire Protection Engineer.
5) Electrical connection for MTE lighting requires 480/277 volt, three phase, 100 amp connectors (both male and female ends)
6) Utility connections must be compatible with Dover AFB provided utility demarcation locations
m. Shall have an exterior design which conforms to the Dover AFB Architectural Compatibility Plan, and the basic structure exterior color shall be “Eagle Feather Tan.”
n. Shall include an overhead crane rated for repetitive cycles of at least 12,000 pounds and equipped with an inching control. The inching control will enable the user to move a suspended load in 1/32” increments. There must be tail clearance for hoisting flight controls and clearance of the tail stand when mated to the aircraft.
o. The docked and stowed positions of the Mobile Tail Enclosure shall be outside of the 137’ wing tip clearance line shown for Taxi Line 711 in attached plan, Attachment No. 1 to Statement of Need, page 1.
p. The stowed position of the mobile tail enclosure shall be outside of the 137’ wing tip clearance line shown for taxi line 714 in attached plan, Attachment No. 1 to Statement of Need, page 1.
q. All modifications to pavement shall be outside of the 50’ main gear path line shown for taxi line 711 in attached plan, Attachment No. 1 to Statement of Need, page 1.
4. Vendor shall accomplish a site visit, in order to get a clear understanding of the requirements. Vendor shall become familiar with the work and verify all field measurements for work to be accomplished to include: surface measurements, material required, and other necessary components/accessories or equipment to provide a complete and operational Mobile Tail Enclosure.
5. The vendor shall, within 15 days after being given Notice to Proceed, provide the following submittals for approval by the Government. The Government will have 15 days from the date of receipt to review submittals. The vendor shall not proceed with prosecution of the work until receipt of Government approval of submittals or will do so at its own risk.

a. An engineering design analysis of the structure to include all components which certifies compliance with all codes and standards for structural design loading requirements. The design analysis shall include the professional seal of the engineer.
b. A practicable schedule showing the order in which the Vendor proposes to perform the work, and the dates on which the Vendor contemplates starting and completing the several salient features of the work (including delivery of equipment, installation start, etc). Vendor may use terms such as “65 Days ARO” in lieu of exact performance dates.
c. Fire suppression system drawings which include the professional seal of the engineer.
d. Color chip of the exterior color scheme.
6. Material and Workmanship. All equipment, material, and articles incorporated into the work covered by this contract shall be new, free from defect and used for the purpose intended, unless otherwise specifically provided in this contract. All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Vendor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.
7. The electrical installation shall be in compliance with the National Electrical Code, and applicable Unified Facilities Criteria and Engineering Technical Letters..
8. Installation includes all wiring, cabling and materials necessary for a complete usable Mobile Tail Enclosure
9. Vendor shall ensure all work be done in a standard workmanship manner consistent with commercial practices.
10. Schedule. Vendor shall complete delivery and installation no later than 184 days from the date of Government approval of submittals.
11. Upon completion of the work and prior to final payment, the vendor shall provide the following:
a. As-built shop drawings of the completed structure, including all associated electrical, mechanical, plumbing and fire suppression system items
b. Training for operation of equipment
c. Instruction manuals for on-site use
d. Signed copies of the material and equipment service warranties
12. Vendor shall coordinate all deliveries and installation with the Project Manager and contract administrator.
13. Work Hours
a. Vendor shall coincide work hours with Dover Air Force Base duty hours, Monday through Friday 7:30 am – 4:30 pm, excluding federal legal holidays

b. Vendor shall supply information denoting type of work, specific locations of work and special circumstances requiring weekend or holiday work.
c. Vendor shall coordinate work required after a standard eight-hour day with the contracting officer at least four hours before overtime begins.
d. Vendor shall coordinate any weekend or holiday work to include Saturdays, Sundays and Federal Holidays with the facility POC and the contracting officer at least four hours before end of business day on the third day prior to the work begins (i.e., request for Saturday work must be submitted by noon on the preceding Wednesday)
e. Vendor shall not charge any additional cost associated with any weekend or holiday work to the Government
14. Vendor shall contact the facility POC prior to commencing work. Vendor will provide at least 24 hour advance notification to establish when on-site work will start initially, and prior to re-starting on-site work following any discontinuances lasting longer than five normal workdays. Notification may be provided by phone, in person, or in writing, and shall be given directly to the designated “inspector,” the Chief of Construction Element with offices in Bldg 600 on Dover Air Force Base, telephone (302) 677-6450. The mailing address is 436 CES/CECC, 600 Chevron Ave, Dover AFB, DE, 19902-5600.
15. Vendor shall obtain a signed AF Form 592, USAF Welding, Cutting, or Brazing Permit prior to any sweating, soldering, brazing, torch cutting or welding from the base Fire Department, Technical Services Element, Bldg 267.
16. Permits and responsibilities. The vendor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The vendor shall also be responsible for all damages to persons or property that occur as a result of the vendor's fault or negligence. The vendor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
17. Supervision. At all times during the on-site installation of this equipment, the vendor shall directly supervise the work or assign and have on the worksite a competent supervisor who is satisfactory to the Contracting Officer and has authority to act for the vendor
18. Vendor Badge Policies. All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies base point of contact. The Contracting Squadron Office or base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW DAFBI 31-101. As a
5 Attachment 1 minimum the ORM will be submitted 72-hours prior to the requested date of employment.
a. All contactor employees who’ll be granted unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the criminal background check.
b. Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor.
The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for badge renewal per paragraph 1.9.2.1. before a new badge can be reissued.
c. Base Contracting Office or base point of contact will immediately notify Security Forces, Pass and Registration when a contractor’s employment has been terminated. The Agency Chief or Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Squadron.
19. Installation Access. The contractor shall obtain personal contractor identification badges for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicted on their contractor badge.
a. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
b. During During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
c. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
d. During Higher FPCONs (Charlie and Delta) the base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended as the direction of the Installation Commander.

A map of the Free Zone area is included to not only depict the area, but also to show the Entry Control Point (ECP) route for construction equipment to the site. The 180ft x 400ft area between hangar 714 and hangar 711 will serve as the boundary for the area. The eastern boundary of the Temporary Adjustment of Restricted Area will be signified by red/orange cones and/or jersey barriers. The ECP is marked and located on the southwest corner of the area next to hangar 711 and will serve as the entrance for all equipment.
Contractors will enter/exit the Temporary Adjustment of Restricted Area through the designated ECP. Between 7:30 and 8:00 AM daily, a joint Security Forces/Contractor inspection will be conducted to open the Temporary Adjustment of Restricted Area.
Between 5:00 and 5:30 daily, a joint inspection of the Temporary Adjustment of Restricted Area will be conducted to ensure the boundary markings are in place, no vehicles are left within the Temporary Adjustment of Restricted Area and no safety or security hazards exist. The company foreman/supervisor and unit personnel responsible for the area will conduct this inspection. After this inspection is completed, the area will be closed and the Security Forces Control Center notified. All cones and/or jersey barriers shall be furnished, installed and maintained by the Government.
20. Operations and Storage Areas. The Vendor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Vendor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Vendor's performance. The Vendor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Vendor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Vendor shall protect them from damage. The Vendor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
21. All work must be in conformance with Unified Facilities Criteria applicable to building construction, to include but not limited to the following:
