SUBJECT: Education Advisor and WAPS Support Service, at Lajes Field, Azores, Portugal.

The purpose for amendment 0001 is to: a) correct the CLIN structure of this requirement, separating the Education Advisor service from the WAPS Support service: b) add questions and answers document.

SUBMISSION DEADLINE: Quotes for this solicitation must be submitted electronically by Monday, 9 September 2024, 2:00PM local time. Contents of quote must adhere to the requirements outlined in the addenda to FAR provisions and additional information provided within this solicitation.

1 – General Information

This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this document. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 12. This solicitation document and incorporated provisions and clauses are those in effect through:

This procurement is unrestricted. For informational purposes, the North American Industrial Classification System (NAICS) code is 611710, Educational Support Services.

IAW FAR 16.202, the Government intends to award one Firm-fixed-price single contract to the offeror that provides the, to the lowest priced, technically acceptable offeror, while meeting all standards and certifications set forth in attachment 1 Performance Work Statement, Education Advisor and WAPS Support Service for this requirement. Offerors are required to fill out the pricing schedule below to be considered for award of the Education Advisor and WAPS Support service contract.

2 – Requirement Information

2.1. Description: This is a non-personal service requirement to provide Education Advisor and WAPS Support service at Lajes Field, Portugal.

2.2. Requirement: The purpose of this contract is defined in the attached Performance Work Statement.

3 – Pricing Schedule

Quoters shall use the pricing schedule table provided below of this solicitation to submit their quote. The unit price for each contract line item (CLIN) and the TOTAL PRICE must be provided in a clear and legible manner.

Prices must be submitted in EURO currency; quotes in any other currency are not accepted and the quote will be considered ineligible for award.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (November 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price

The total evaluated price will include all option periods. The price evaluation will document the reasonableness of the total evaluated price. In accordance with FAR clause 52.217-5, the total evaluated price will be reached by factoring in an additional 50% of the final option period price to the proposal, in order to reflect the price of a maximum six-month extension.

Offerors shall provide documentation to support meeting the requirements of the Performance Work Statement, paragraph 2, Qualifications. The information submitted must be sufficient for the Government to assess the technical capability to perform as required.

Award process. The Government intends to award to the lowest priced That meets the qualification in paragraph 2 of the Performance Work Statement. The evaluation process will go as follows:

a) The Government will rank all proposals by total evaluated price, from lowest to highest, and award to the lowest priced proposal that meets the technical requirements.

b) If the lowest priced quote does not meet the qualification requirements in paragraph 2 of the Performance Work Statement, following lowest priced quote will also be evaluated. This process shall continue until two quotes meet the requirements.

c) To be eligible for contract award, vendors must be registered in the System for Award Management (SAM), (End of Addendum)

52.232-18 Availability of Funds.

As prescribed in 32.706-1(a), insert the following clause:

Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
