This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This solicitation is being issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 2005-99.
This procurement is a full and open competition. The North American Industrial Classification
System (NAICS) code is 811310 Commercial and Industrial Machinery and Equipment (except
Automotive and Electronic) Repair and Maintenance. The Government intends to solicit and establish a firm fixed price single purchase order and a single award will be made as a result of evaluation of quotes received.

Services shall include all tasks in accordance with all terms, provisions, and conditions defined in the Statement of Work (attachment 1). The contractor shall provide all management, labor, equipment, tools, and transportation necessary to provide maintenance, repair, inspection and certification of Government owned elevators and personnel lifts at Lajes Field, Azores, Portugal.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in
Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic
Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-
Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the
WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

52.237-9001 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING
APPLICATION (eCMRA) REPORTING (JAN 2015)
The contractor shall ensure ALL contractor labor hours including subcontractor, at all levels/tiers, labor hours required for the performance of services provided under this contract are reported via a secure data collection site.
The contractor and all subcontractors, at all levels/tiers, providing direct labor under this contract shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The
Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/. There are four separate eCMRA tools:
Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the “Department of Air Force CMRA” tool). While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The contractor shall completely fill in all required data fields. The contractor shall enter initial data into the appropriate eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause. The contractor shall notify the COR when the basic contract record has been established in the appropriate eCMRA tool.

52.217-5 Evaluation of Options (Jul 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. 52.217-8 Option to Extend Services.
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The
Contracting Officer may exercise the option by written notice to the Contractor no later than 15 days before the contract expires.
52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor not later than 15 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires.
The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL
ITEMS (JAN 2017)
This addendum replaces the below referenced paragraphs of the provision 52.212-1 Instructions to Offerors –Commercial Items (Jan 2017) as follows:
(a) This is not a small business set-aside. The North American Industry Classification System
(NAICS) code for this acquisition is 811310.
(b)(1) The solicitation number FA448618Q0010;
(b)(2) The time specified in the solicitation for receipt of offers;
(i) Complete proposals must be received not later than 14h00 AZOST on 10 August 2018.
Offerors may verify receipt of any mailed or delivered proposal with the contracting point of contacts listed.
(ii) Access to Base Facilities: 65TH CONF is located on an Air Force installation and all access to the installation is controlled by the Portuguese Air Force. An escort may be required as access will not be granted based solely on the need to submit a proposal. Furthermore, the Air
Force is conducting random exercises which may require the closure of the main entrance gate and the utilization of an alternate base entry. Any delay based on access will not be accepted as a reason for late receipt of the proposal by the Government.
(b)(3) Offerors shall provide the name, title, telephone number of those individuals authorized to make decisions on behalf of the company and can negotiate with the government.
b) (6) Price: All proposed prices shall be submitted in EURO. Offers not submitted in EURO will not be considered for award. The offeror shall fill out the price list with their price per month and per year total. All CLINs from 0001 through 4008 shall be filled in with proposed prices.
The offeror shall calculate the Grand Total by adding the total price of the base period and all option periods.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm through
1 October 2018.
(e) Multiple offers will NOT be accepted.
(h) Multiple awards will NOT be made.
A. To ensure timely and equitable evaluation of the quote, the Offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this combined synopsis and solicitation. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of two

B. Offers may be submitted by hand receipt, mail or email in response to this RFQ. The content and page size of electronic copies must be identical to the hard copies. Facsimile submissions will not be accepted.

ADDENDUM TO FAR 52.212-2 Evaluation -- Commercial Items
Quotes will be evaluated in accordance with FAR 13.106, which will be based on price and technical evaluation factors. A comparative evaluation between offers will be conducted. The
Government will award the contract, to the offeror who represents the “Best Value” in terms of
1: Price and 2: Technical Capability.
A. Price Evaluation: The offeror’s quote will be determined by the total price provided on the
Price Schedule.
All offeror’s proposed price will be determined by multiplying the quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. Failure to include a price for each CLIN may exclude the offeror from further consideration for award.
The total evaluated price will include all option periods. The price evaluation will document the reasonableness and completeness of the total evaluated price. As referenced in clause 52.217-8, the total evaluated price will be evaluated by factoring in an additional 50% of the final option period price to the proposal to reflect the price of a maximum six month extension.
B. Technical Capability: The offeror’s ability to provide the proper technical capabilities to perform the contract, to be evaluated using the criteria provided in Part II, Technical Capability of Addendum TO FAR 52.212-1, Instructions To Offerors – Commercial Items (JAN 2017).
C. Offerors are cautioned to submit sufficient information and in the format specified in
ADDENDA 52.212-1 Instructions to Offerors. The Government reserves the right to perform interchanges, with some, all or none of the offerors.
D. Award Process: The Government intends to award to the lowest priced, technically acceptable offeror. In accordance with 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score offers. Consistent with simplified acquisition procedures, the evaluation process is as follows:
(i) Price: The Government will evaluate all proposals for price, ranking the offerors from lowest to highest total evaluated price.
(ii) Technical: The offerors’ technical data will be evaluated for acceptability.
52.232-18 -- Availability of Funds (Apr 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the
Contractor receives notice of such availability, to be confirmed in writing by the Contracting
Officer.
