PERFORMANCE WORK STATEMENT (PWS)
FOR
SECURITY GUARD SERVICES
65th AIR BASE WING
11 July 2012
1. DESCRIPTION OF SERVICES: The contractor shall provide all labor, tools, equipment, materials, and supervision to provide unarmed crime prevention patrols of Military Family Housing areas adjacent to Air Base #4, Lajes.
1.1. CONTRACTOR RESPONSIBILITIES:
1.1.1 Security Guards are required in Military Family Housing areas. The purpose of the unarmed guard service is to provide a proactive presence, a deterrent and focus on identifying and preventing terrorist/criminal activity, (i.e., damage, accidents, assaults, sabatage, espionage, theft, unauthorized access, etc.) directed against facilities, grounds, property and personnel before it occurs. The contract security guards shall maintain a constant presence in and in the vicinity of the designated areas of responsibility, remain vigilant and alert for unauthorized or suspicious personnel or vehicles.
1.1.2 The contractor shall provide security guards, both mobile and walking, to allow 24hr coverage of the Nascer do Sol and Beira Mar Military Family Housing areas. The contractor shall provide a minimum of one mobile guard and one security patrol vehicle per family housing area at all times to identify and report suspected pilferage, theft, damage or trespassing to the Base
Defense Operations Center (BDOC). The contractor shall also provide a Contract Manager with sufficient authority to bind the company. The Contract Manager should also be available
24hrs a day.
1.1.3 All Essential Elements of Friendly Information (EEFI, Items such as Air Force Instructions, General Operating Instructions, Special Security Instructions, Privacy Act Information and
Entry Authority Access Letters) will be protected from public view and only disposed of through pre-approved methods.
1.1.4 Security Guards shall not leave their assigned area of responsibility unless properly relieved by a qualified replacement. A qualified replacement is defined as another trained/certified contracted security guard or 65 SFS member.
1.1.5 Security Guards shall not sleep on duty. Reading material will not be allowed on duty unless specifically required for performance of contract.
1.1.6 Security Guards shall not be under the influence of alcohol or drugs while on duty. Under the influence is defined as having consumed any alcoholic beverage or drug within eight (8) hours of duty. Any violation shall be cause for the contractor to remove the offender from their post.
1.1.7 Security Guards shall report all security incidents and/or accidents immediately to the BDOC.
If a circumstance arises in which the guard is unsure on the proper actions to be taken, he/she will contact the BDOC immediately for guidance.
1.1.8 Contractor shall provide a Contract Manager and Contract Security Guards with fluent English language skills to oversee the day-to-day operation and act as the point of contact/liaison with
65 SFS. Fluency is defined as being able to converse with customers and be able to read and write in English. The contract manager shall be available 24 hours.
1.1.9 Contract Manager shall perform and document weekly and no-notice spot inspections to ensure security guards are complying with the intent and specific duties in this contract.
1.1.10 Contractor shall keep a record for each employee which will show training received, date of training received, and any discrepancies found during inspections. These records will be provided upon request.

1.1.12 Security Guards shall wear a neat, well fitted, clean and serviceable uniform provided by the contractor, shall be well groomed,exhibit good personal hygiene, and present a professional appearance/image.
1.1.13 Security Guards shall use a serviceable communications system to contact the security forces or other agencies in the event of an emergency or in the performance of routine duties. Primary systems such as LMR radios will be issued by the 65th Security Forces Squadron. A secondary type of communication system, cell phone, shall be issued by the contractor. If primary equipment becomes unserviceable notify 65 SFS immediately.
1.1.14 Perform Random Antiterrorism Measures and conduct Physical Security Checks (i.e. fencing line) of assigned areas of responsibility and document checks accordingly, using supplied 65
SFS forms when applicable.
1.1.15 Shall open and close certain housing gates at the times established by 65 SFS.
1.2. PERSONNEL QUALIFICATIONS: The contractor shall ensure all personnel under this contract conform to the following qualifications:
1.2.1 Contract Security Guards shall favorably pass a background check consisting of a security and law enforcement check through the Portuguese Ministry of Justice. A Lajes
Form 19/Residency Check for Employment with the 65 ABW and Tenant Units will be signed prior to assuming and performing duties under this contract. An updated check will be conducted every three (3) years thereafter.
1.2.2 Contract Security Guards shall be of sound mind and shall not have physical, hearing or speech impediments that hinder their performance.

1.2.4 Contract Security Guards shall be trained and equipped by the contractor to comply with local
Portuguese law and all specified duties within this contract. The contractor is required to be certified in the following no later than 90 days after award:
1.2.4.1 Contract Security Guards shall be trained to the American Heart Association Basic
Cardio Pulmonary Resuscitation (CPR) certifications course or equivalent. Personnel will need to be certified and show the ability to perform CPR in possible critical situations.
1.2.4.2 Contract Security Guards shall be trained in the skills of “Self Aid and Buddy Care” for
Basic First Responder medical treatment. The skill set will include but is not limited to Basic
First Aid including, Airway Management, Recognition and Control of Bleeding, Shock
Management, Dressing and Bandaging, Fractures and Splinting, Local Area Protocols for
Environmental Emergencies, etc. Recertification of Contract Security Guards will be conducted on an annual basis.
1.2.4.3 Contract Security Guards shall be trained by a certified Police Department and/or an
Anti-Terrorism Specialist on the topic of Anti-Terrorism for local and global threats affecting the Azores Islands on an annual basis. This topic will include, but is not limited to, groups and or agencies affecting military targets, local anti-drug awareness, localized threats affecting military operations, personnel and installations, etc.

3. GOVERNMENT-FURNISHED FACILITIES LIST: The government will provide the following facility for contractor use. The facility is shared by other organizations and the contractor shall clean their assigned portion (and common areas) at the end of each shift. Contractors will be provided keys to access the facility while on-duty only and are not authorized to allow access to non-contractor personnel.

3.1. GOVERNMENT-FURNISHED EQUIPMENT/MATERIAL: The government will provide all of the listed equipment/material below:

Reference documents: Applicable portions of Security Forces Operating Instruction 31-201, Security Forces Standards and Procedures and Security Forces Special Security Instructions.
3.1.1. The contractor is responsible for maintaining positive control of all Government Furnished
Equipment/Material at all times.
3.2. EQUIPMENT/MATERIAL INVENTORY: An inventory of Government-Furnished
Equipment/Material must be done no later than five (5) calendar days before start of contract, within thirty (30) calendar days before completion of the contract period. The Contractor and a Government representative
(identified to the Contracting Officers by the Government) must conduct a joint inventory of all Government-
Furnished equipment/material and the contractor must sign a receipt for all equipment/material provided by
Government. Items missing or not in working order must be recorded and the Contracting Officer notified in writing. The Contractor and the Government representative must jointly determine the working order and condition of all equipment/material and document their findings on the inventory. In the event of a disagreement between the Contractor and the Government representative on the working order and condition of equipment/material, the disagreement must be treated as a dispute under the contract clause entitled “Disputes.”
3.3. OBTAINING REPLACEMENT OF GOVERNMENT-FURNISHED EQUIPMENT/MATERIAL
(GFEM): The contracted Security Guards must contact the BDOC to request a new hand-held radio or replacement battery when needed. If equipment is lost or stolen or damaged at the fault of the contractor, the government may require the contractor to replace the equipment at contractor expense.
3.4. CONTRACTOR-FURNISHED ITEMS AND SERVICES: Except for those items or services specifically stated in Paragraph 3.1, 3.2, and 3.3 as Government-Furnished, the Contractor must furnish everything needed to perform this contract according to all its’ terms.
3.5. CONTRACTOR FURNISHED MATERIALS. The contractor shall provide the following items as necessary to fulfill the requirements of this contract:
3.5.1 Appropriate licenses, professional cards, background checks, and local trainings required to perform security guard services within the country of Portugal, and in accordance with this
Performance Work Statement are to be provided as a submittal within 90 days after award. .
3.5.2 Uniforms (to include name tags), inclement/cold weather gear, flashlights, reflective vests and whistles to each security guard. Uniform items shall be kept in servicable condition.
3.5.3. One security Patrol Vehicle for each Military Family Housing area. (Note: This does not include the vehicle utilized by the Contract Manager, if provided). Minimum vehicle requirements are a 2 door vehicle with a hardened roof. All fuel/electricity must be provided by the contractor.
3.5.4 All security Patrol Vehicles for Military Housing Areas to include vehicles used for meal breaks and post relief shall be clearly marked and kept in servicable condition.

4. PERFORMANCE INFORMATION
4.1. QUALITY CONTROL. Contractor shall develop and maintain a quality program no later than 5 days after award, to ensure services are performed in accordance with the provided guidelines. The contractor shall develop and implement procedures to identify and prevent defective service from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Personnel Qualifications.
4.2. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor’s quality control program and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. Contractor shall be responsible for initially validating customer complaints. However, the government representative shall make a final determination of the validity of customer complaint(s) if there is a disagreement between both parties.
4.3. GOVERNMENT REMEDIES. The Contracting Officer must follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (Sep 2005), for contractor’s failure to correct non-conforming services. In addition, 3 Contract Discrepancy Reports (CDR) is the performance threshold and anything over 3 CDR in one calendar month the government may ask for consideration.

Note 1. Guards will be in place 15 minutes prior assigned shift time for proper changeover.
Note 2. Hours of the Contract Manager are not established as long as 65 SFS has accurate contact information
(contractor issued cell phone) and can respond if necessary.
Note 3. Contract Security Guard shifts will cover a 24 hrs period for each day (Mon-Sun). A 24hr coverage work schedule, per this contract, can be presented by the Contract Security Guards Manager to the Contracting
Officer Representative for final approval, but must maintain 24hr coverage for each area in regards to start and stop times for each required shift.
4.5. SECURITY REQUIREMENTS. The Contractor must assure that all employees possess an employee identification card. Prior to issuance of ID card, contractor must comply with paragraph 1.2.1. Each employee must carry two, (2) pictured ID cards, and one of which is the employee identification card issued by the contractor.
4.6. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND
AUTHORITY OR OVERSEAS COMBATANT COMMANDER: These positions are an Emergency-Essential
(E-E) position. In the event of war, a war related emergency, a disaster caused by people or a natural phenomenon, the incumbent must perform E-E duties to support the assigned Air Force mission. May also be required to take part in readiness exercise. NOTE: The contractor shall respond to changing requirements or crisis by reducing or increasing the number of entry controller hours as directed by the Contracting Officer.
