PERFORMANCE WORK STATEMENT
FOR
SECURITY GUARD SERVICES
65th AIR BASE Wing
7 May 2008
1. DESCRIPTION OF SERVICES: The contractor shall provide all labor, tools, equipment, and supervision to provide crime prevention, force protection, and response patrols as stated in the performance work statement.
1.1. CONTRACTOR RESPONSIBILITIES:
1.1.1 Security Guards are required in the following areas:
1.1.1.1 Military Family Housing Area (MFH).
1.1.1.2 South Tank Farm (STF) adjacent to Air Base #4, Lajes
1.1.2 The purpose of the guard service is to provide a proactive presence, a deterrent and focus on identifying and preventing terrorist/criminal activity, (i.e., damage, accidents, assaults, sabotage, espionage, theft, unauthorized access, etc.) directed against facilities, grounds, property and personnel before it occurs. The contract security guards shall maintain a constant presence in and in the vicinity of the designated areas of responsibility (MFH & STF) and maintain an immediate patrol response capability. All security guards are to remain vigilant and alert for unauthorized or suspicious personnel or vehicles.
1.1.3 Security Guards shall provide both mobile and walking patrol coverage of the areas listed above and identify and report suspected pilferage, theft, damage or trespassing to the Security and Defense Coordination Center (SDCC).
1.1.4 All Essential Elements of Friendly Information (EEFI, Items such as Air Force
Instructions, General Operating Instructions, Special Security Instructions, Privacy Act Information and Entry Authority Access Letters) will be protected from public view and only disposed of through pre-approved methods.
1.1.5 Security Guards shall not leave their assigned area of responsibility unless properly relieved by a qualified replacement. A qualified replacement is defined as another trained/certified contracted security guard or 65 Security Forces Squadron (SFS) member.
1.1.6 Security Guards shall not sleep on-duty. Unauthorized reading material will not be allowed on duty (i.e. commercial books, newspapers). The only allowable device is a portable radio (small in size).
1.1.7 Security Guards shall not be under the influence of alcohol or drugs while on-duty.
Under the influence is defined as having consumed any alcoholic beverage or drug within eight (8) hours of duty. Any violation shall be cause for the contractor to remove the offender from their position.
1.1.8 Security Guards shall report all security incidents and/or accidents immediately to the
SDCC. If a circumstance arises in which the guard is unsure on the proper actions to be taken, he/she will contact the SDCC immediately for guidance.
1.1.9 Contractor shall provide an English speaking contract manager to oversee the day-to-day operations and act as the point of contact/liaison with 65 SFS. The contract manager shall be available 24 hours and provide home, work and a mobile phone numbers as required. If contract manager cannot be reached immediately, they will provide a callback within one hour of the initial call.
1.1.10 Contractor shall perform and document no-notice spot inspections to ensure security guards are complying with the intent and specific duties in this contract. A record for each employee which will show training received, date of training received, and any discrepancies found during no-notice inspections. These records will be provided upon request.
1.1.11 Security Guards shall wear a neat, well-fitted, clean and serviceable uniform provided by the contractor, shall be well groomed and exhibit good personal hygiene.
1.1.12 Security Guards shall use a serviceable communications system to contact the security forces or other agencies in the event of an emergency or in the performance of routine duties. If equipment becomes unserviceable notify 65 SFS immediately.
1.1.13 Perform Random Antiterrorism Measures and conduct Physical Security Checks (i.e.
fencing line, lighting, locks/hasps, gates, property, vehicles and buildings) of assigned areas of responsibility and document the required checks accordingly using the USAFE 163, Security Police Building Checklist when applicable or as designated by the SDCC.
1.1.14. Shall open and close all MFH and STF gates at the times established by
65 SFS.
1.1.15. Control access of vehicle and pedestrians to MFH and STF as directed by the SDCC:
1.1.15.1. The contractor will stop persons and vehicles for identification, check documents of persons seeking entry.
1.1.15.2. Check documents to assure visitors are authorized to enter
1.1.15.3. Deny entrance to those not authorized to enter
1.1.15.4. Allow entrance to persons and vehicles with proper authorization
1.1.15.5. Provide directions and information to authorized visitors as needed
1.1.15.6. Be alert cognizant officers of apparent security violations
1.1.16. Monitor and report persons to SDCC who violate security regulations.
1.1.17. Report persons suspected of committing crimes to both SDCC and Public Security Police (PSP).
1.1.18. Report fires, accidents and hazards to both SDCC and PSP.
1.1.19. Summon emergency vehicles and crew when needed.
1.1.20. Provide Supervisory Controls: Supervisor makes individual assignments for shift or other prescribed period of time for traffic control points, patrol area, escort assignments, responding to complaints received, or other special recurring tasks, relating specifically what is to be done, priorities, and any other special concern or desired approaches. Briefings and instructions normally include information and general instructions on handling aftermath of events such as thefts of vehicles, robberies, missing persons reports, and other incidents. Supervisor provides additional, specific instructions for new, difficult and unusual assignments. Employee uses personal initiative to carry out recurring assignments independently, calling for back-up and/or supervisory assistance for unusual problems not covered by existing procedures and instruction. (See 1.1.9. for additional contract manager availability)
1.1.21. Provide written or verbal testimony as a witness in criminal proceedings.
1.2. PERSONNEL QUALIFICATIONS: The contractor shall ensure all personnel under this contract conform to the following qualifications:
1.2.1. Contract Security Guards shall favorably pass a Personnel Security Investigation (PSI).
Non-US citizens or Local Nationals (LNs) employed by DoD Components overseas, whose duties do not require access to classified information require a National Agency Check (NAC) equivalent PSI. The NAC equivalent PSI or NACLN will be completed on all LN contractors and sub-contractors before employment or on-base volunteer work. As a minimum, a NACLN must consist of: Host government law enforcement and security agency checks (HAC) at the city, state (province), and national level through the Portuguese Ministry of Justice; a Local Files Check (Security Forces Management Information System (SFMIS), medical records, etc., as appropriate). NOTE: If information exists that indicates residence by the non-US citizen in the US for twelve or more consecutive months since age 18, the PSI also includes an FBI (US Federal Bureau of Investigation) check and a Defense Clearance & Investigations Index. These checks are requested through the 65 SFS/S5 Section/DP #295-57-3645. A Lajes Form 19/ Residency Check for Employment with the 65 ABW and Tenant Units will be signed prior to assuming and performing duties under this contract. An updated check will be conducted every three (3) years thereafter. Contractors, subcontractors, and employees performing or being considered for contracts may be employed only after the favorable completion of the DCII, LFC, HAC, and the FBI check (when applicable) have been initiated and are pending. Additionally, individuals may perform the sensitive portion of employment if under constant supervision by an individual whose background checks have been completed, with no derogatory reports, once the LFC is favorable and the HAC and FBI check (where applicable) have been initiated and are pending.
1.2.2. Contract Security Guards shall be trained and equipped by the contractor to comply with all specified duties within this contract to include, but not limited to:
1.2.2.1. Contract Security Guards shall possess fluent English language skills. Fluency is defined as being able to converse with customers, to answer questions and give directions in an understandable manner, and be able to read and write in English or use other communications and media devices to send and prepare reports
1.2.2.2. Skilled in interpersonal relations
1.2.2.3. Ability to recognize incidents of significance from a security, force protection, and antiterrorism standpoint
1.2.2.4. Ability to comply with oral and written instruction
1.2.2.5. Ability to complete assigned security tasks
1.2.2.6. Knowledge of applicable local laws and regulations pertaining to the use of reasonable force and the ability to apply necessary reasonable force
1.2.2.7. Knowledge of Basic Investigative Techniques and ability to recognize and protect evidence
1.2.2.8. Ability to meet Physical Demands and to Work in Adverse Environments:
1.2.2.8.1. Physical Demands: Work requires regular and recurring physical exertion such as long periods of standing, walking, driving bending, stooping, reaching, crawling, and similar activities. Employees engaged in such exertion when performing foot patrol and gate duties.
1.2.2.8.2. Ability to Work in Adverse Environments: Work is performed in settings which there are regular and recurring exposure to moderate discomforts and unpleasantness such as heat and other adverse weather conditions for extended periods of patrol duty. The work involves moderate risk and discomfort when working outdoors without shelter and while patrolling in rough terrain,

3.1. Government-furnished equipment: The government will provide all of the listed equipment below:
Radios
Reference documents: Applicable portions of Security Forces Operating Instruction 31-201, Security Forces Standards and Procedures and Security Forces Special Security Instructions.
3.1.1. The contractor is responsible for maintaining positive control of all Government Furnished Equipment at all times. The Government may inspect the contractor at any time for positive control of equipment.
3.2. Equipment inventory: An inventory of Government-Furnished Equipment must be done no later than five (5) calendar days before start of contract, within thirty (30) calendar days before completion of the contract period. The Contractor and a Government representative (identified to the Contracting Officers by the Government) must conduct a joint inventory of all Government-Furnished equipment and the contractor must sign a receipt for all equipment provided by Government. Items missing or not in working order must be recorded and the Contracting Officer notified in writing. The Contractor and the Government representative must jointly determine the working order and condition of all equipment and document their findings on the inventory. In the event of a disagreement between the Contractor and the Government representative on the working order and condition of equipment, the disagreement must be treated as a dispute under the contract clause entitled “Disputes.”
3.3. Obtaining Replacement of Government-Furnished Equipment (GFE): The Contracted Security Guards must contact the SDCC to request a new hand-held radio or replacement battery when needed. If equipment is lost or stolen or damaged at the fault of the contractor, the government may require the contractor to replace the equipment at contractor expense.
3.4. Government-Furnished Material (GFM): The Government will provide all required check sheets and incident forms as referenced in section 1.1.13.
3.5. Contractor-Furnished Items and Services: Except for those items or services specifically stated in Paragraph 3.1, 3.2, 3.3, and 3.4 as Government-Furnished, the Contractor must furnish everything needed to perform this contract according to all its’ terms.
3.6. CONTRACTOR FURNISHED MATERIALS: The contractor’s furnished materials shall consist of, but is not limited to, the following items as necessary:
3.6.1. Uniforms to include name tags, flashlights, reflective vests and whistles.
3.6.2. All security Patrol Vehicles for all assigned areas to include vehicles used for meal breaks and post relief shall be clearly marked and in good repair condition.
3.6.3.
Shift Supervision (Days & Nights): One Shift Supervisor must be on-duty at all times and shall possess a contractor provided cell phone. Telephone number shall be provided to AB4/65 SFS.
3.6.4.
Will provide all office supplies i.e. pens, pencils, notepads, etc… to accomplish the work.
3.6.5.
Will provide Individual Personal Protective Equipment (IPPE) to be used during declared increased Force Protection Conditions (FPCON)s, bomb threats, or other hostile contingencies.
4. PERFORMANCE INFORMATION
4.1. QUALITY CONTROL. Contractor shall develop and maintain a quality program no later than 30 days after award, to ensure services are performed in accordance with the provided guidelines. The contractor shall develop and implement procedures to identify and prevent defective service from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Personnel Qualifications.
4.2. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor’s quality control program and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. Contractor shall be responsible for initially validating customer complaints. However, the government representative shall make a final determination of the validity of customer complaint(s) if there is a disagreement between both parties.
4.3. GOVERNMENT REMEDIES. The Contracting Officer must follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (Sep 2005), for contractor’s failure to correct non-conforming services. In addition, the contractor must submit (Contract Discrepancy Reports) CDR to 65 SFS not later than the 5th day of each month. The government may seek consideration for CDRs that exceed 10 in a calendar month.

Note 1. Contractor will ensure guards report to work an adequate amount of time before assigned shift time for proper changeover to account for equipment and exchange information.
Note 2. Hours and personnel of the Contractor are not established as long as there is 24-hour coverage and this coverage does not violate local labor laws.
4.5. Security Requirements. The Contractor must assure that all employees possess an employee identification card. Prior to issuance of ID card, contractor must comply with paragraph
1.2.1. Each employee must carry two, (2) pictured ID cards, and one of which is the employee identification card issued by the contractor.
4.6. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER: These positions are Emergency Essential or Mission Essential position. In the event of war, a war-related emergency, a disaster caused by people or a natural phenomenon, the incumbent must perform Emergency Essential or Mission Essential duties to support the assigned Air Force mission. May also be required to take part in readiness exercise. NOTE: The contractor shall respond to changing requirements or crisis by reducing or increasing the number of patrols, physical security checks, entry controllers, or work hours as directed by the Contracting Officer.
