FA4486-08-T-0003, Site Visit Question and Answer

1. Question: Is it mandatory to have responded to the Sources Sought Synopsis posted on 28 Mar 2008?

Answer: No, it was not mandatory to have responded to the Sources Sought Synopsis. This was used for informational purposes to see if there were interested companies for this requirement.

2. Question: Does the performance plan need to be included with the proposal?

Answer: The performance plan is not mandatory to be included with the proposal.

3. Question: Do companies have to present any certification from the vigilante course?

Answer: Yes, include this with all Portuguese security certifications and liscenses and copies of all training.

4. Question: Is it acceptable to use a ATV or motorcycle instead of a car in the South Tank Farms area?

Answer: Yes, however the operators must be certified to operate the ATV and provide proof of training.

Also, this is pending approval from fuel contractor. Current status is to be determined.

5. Question: Do all amendments and the proposal have to be together and signed in English?

Answer: Yes, sign all amendments and the proposal including each separate line item for each option year to be considered responsive.

6. Question: Is there any possibility that the site visit can be made up?

Answer: No, the site visit was scheduled by amendment and will not be made up.

7. Question: In reference to the background checks we must complete favorably (DCII, LFC, HAC and

FBI) – will these checks take place after award of contract or must we have initiated them before proposal delivery?

Answer: The DCII, LFC, HAC and FBI will all take place after award of contract by US Government.

However, please provide background checks for all personnel from Ministry of Justice. During the transition period between award of contract and start of work the contractor will also need to provide a local Lajes 19 Form for all personnel. This form can be provided upon request.

8. Question: Will the contractor supply the cost of the patrol vehicle?

Answer: Yes

9. Question: Are there any minimum requirements of the patrol vehicle (such as vehicle type, year, model etc?)

Answer: The vehicle must be in good running condition and be dependable. The vehicle must also be properly marked in accordance with the performance work statement. The vehicles must all be registered, pass inspection, and be insured.

10. Question: Will the contractor supply the cost of the gasloine for the patrol vehicle?

Answer: Yes.

11. Question: How many vehicles will be required?

Answer: There will be one vehicle required for the Housing Area, and one vehicle required for the South

Tank Farm area.

12. Question: How many sets of IPPE equipment is required for the contractor to have?

Answer: The contractor is required to have 1 IPPE equipment for each person on duty. There shall be at a minimum two personnel on duty for the Housing Area, and two personnel on duty for the South Tank

Farm area.

13. Question: Can the IPPE equipment be purchased from the Air Base?

Answer: No.

14. Question: Is there access locally in Portugal to the IPPE equipment?

15. Question: Is the contractor required to have complete sets of IPPE equipment to include gloves, helmet, shoes etc?

Answer: Yes, helmet and vest (level II) and uniform at a minimum.

16. Question: Does the government have an idea of the cost of the IPPE equipment?

Answer: No, the contractor is required to perform own market research for this question.

17. Question: Regarding the Vehicle patrol; are the vehicles constantly mobile, or are they mobile patrols random?

Answer: The shift will include both walking and mobile patrols.

18. Question: Will the contract supervisor have to be certified in the same manner as the Portuguese security personnel?

Answer: Yes.

19. Question: Is there is anything that prohibits supervisors from relieving security guards for breaks?

Answer: No, however there must always be two security personnel on duty in both the Housing and

South Tank Farm areas.

20. Question: Does the Air Force envision more than a single vehicle at each of the main sites; namely, a vehicle to patrol the Housing Area and a separate vehicle to patrol the South Tank Farms?

Answer: There should be one vehicle for patrol of the Housing Area and one vehilce South Tank Farm area. However, it is possible that more vehicles will be required at a later date if man power requirements increase.

21. Question: Are there any expenses that the contractor would be liable that would be charged by the

U.S. Government in order for the contractor to perform on the (anticipated) contract? By this question, I am asking if there is a charge for example, for the security agency checks that must be performed. Or is there any expense associated with obtaining the necessary per permits for the contractor's personnel/vehicle to have access to the Air Base (including from the Portuguese Government).

Answer: The contractors are responsible for payment of conducting background checks on their personnel. That cost will be associated with providing a proposal and the US Government will not be liable for any cost associated during this phase of the solicitation.

22. Question: Based upon the scope of work provided, is it confirmed that the security personnel are unarmed?

Answer: Yes, the security personnel will be unarmed.

23. Question: Will the Government make available a classroom for the training the security officers prior to the beginning of operations?

Answer: Yes, upon request.

24. Question: Does the Government have an estimate, by site, of how many kilometers the contractor can expect to drive each day in the performance of providing roving patrols?

Answer:

25. Question: Is there a federal wage determination applicable to this tender/contract?

26. Question: Can the Government provide a basis for the bid needing to be submitted in Euros?

Answer: This decision was based on the sources sought synopsis which concluded their was interested sources on the local island. The currency at Lajes AB is in Euro.

27. Question: Does all correspondence have to be in English to include the Portuguese Security liscenses and certifications?

AUGUST 15, 2008

Answer: No, the only exception for correspondence in English will be the Portuguese Security liscenses and certifications. All other correspondence must be done in English to include letters of recommendation, proposals, past performance questionnaires, and all other documentation.

28. Question: If awarded the contract, where should invoices be sent to?

Answer: Invoices should be sent to the QA’s where a receiving report will be accomplished and then forwarded to the Finance office from 65 Security Forces for payment.

29. Question: When is the due date for asking questions pertaining to the site visit?

Answer: The due date is August 14, 2008 at 1600 hours local Azores time.
