About this file

This is a Questions and Answers document providing vendor clarifications for the procurement of a 180-kVA low-profile fixed frequency converter system (UFC-180H or equivalent) to support KC-46 and C-17 maintenance operations at an Air Force facility. The Government confirmed that contractors must furnish all aircraft output cables as part of the requirement, including the WIH-15 input cable (15 feet in length) and WOA-80M AC output cables (80 feet in length). Cable specifications must support input voltage of 380-480V (+10%/-15%), 3-phase, 50/60 Hz with full load input current of 186A at 480VAC, and output of 115V L-N / 200V L-L, 3-phase, 4-wire at 400 Hz on two separate outputs.

The manufacturer specifications provided detail comprehensive system requirements including input current distortion not exceeding 5% (typically 3%), acoustic noise less than 65 dBA at 5 feet, operating temperature range of -40°C to +55°C, and environmental ingress rating of Type 3SX/IP55. Output specifications include power ratings of 120, 150, or 180 kVA (to be specified), 94% efficiency at full load, voltage regulation of 3%, frequency regulation of 0.01%, and comprehensive protection against overload, short circuit, over/undervoltage conditions. Vendors are authorized to quote manufacturer-standard cables compatible with the UFC-180H system if Government-specific cable specifications do not exist. This amendment updated the quotation submission deadline to 10 August 2026 at 2:00 PM Eastern Time, and all quoters must acknowledge receipt of this amendment with their proposal.

Vendor Questions

1. Aircraft Output Cables

· Should the contractor furnish the aircraft output cables as part of this requirement, or does the Government intend to use existing output cables already on site?

Answer: The contractor should furnish the aircraft output cables as per SOW requirements.

2. Cable Type

· If the contractor is required to provide the aircraft output cables, what type of cables are required (e.g., Split-F, Non-Jumpered, or another configuration)?

Answer: Not sure what is being asked as far as type of cable. Per the requirements we need the following:

· Input: 380 to 480 V +10%/-15%, 3-phase, 50/60 Hz; full load input current 186 A (at 480 VAC)

· Output 1: 115 V L-N / 200 V L-L, 3-phase, 4-wire, 400 Hz

· Output 2: 115 V L-N / 200 V L-L, 3-phase, 4-wire, 400 Hz

3. Cable Lengths

· Please provide the required length of:

· The WIH-15 Input Cable (CLIN 0002).

Answer: Input cable length is 15 feet.

· Each WOA-80M AC Output Cable (CLIN 0003).

Answer: Output cable length is 80 feet.

4. Cable Routing Information (if exact lengths are unavailable)

· If exact cable lengths cannot be provided, please provide the approximate cable run distance from the converter's installed location at Building 2201, Main Hangar Door, to:

· The electrical connection point.

Answer: 8 feet would be acceptable.

· The aircraft servicing position.

Answer: 40 feet would be acceptable

5. Cable Specifications

· Please provide any applicable cable specifications, drawings, conductor size, connector/end-fitting details, or other technical requirements for the WIH-15 and WOA-80M cable assemblies.

Answer: Please see below for specifications directly from manufacturer quote.

6. Manufacturer Standard Cables

· If no Government-specific cable specifications or drawings exist, should vendors quote the manufacturer-standard WIH-15 input cable and WOA-80M output cables that are compatible with the UFC-180H or equivalent frequency converter system?

Answer: Yes, please quote the manufacturer standard cables that are compatible with the UFC-180H.
