About this file

This is a Questions and Answers document for Air Force Solicitation FA448426Q0025, addressing clarifications regarding a furniture moving service contract for the 87th Air Base Wing/Judge Advocate General (JAG) at Joint Base McGuire-Dix-Lakehurst. The contract involves disassembling, packing, transporting, and reassembling over 900 pieces of government-owned furniture from Building 2901 to Building 1902 and Falcon Court North Chapel. The inventory includes desks (solid wood requiring disassembly), chairs, file cabinets, office equipment, televisions, wall art, and large items such as full-sized refrigerators and fireproof safes. Performance shall occur within two weeks after contract award, with exact dates to be confirmed at least seven days prior; initial planning windows referenced June 1-5 and June 8-12, 2026, but these will be adjusted based on actual award date. No site visits or walkthroughs are permitted prior to proposal submission.

Contractors must price the requirement as a single lump-sum bid and should account for packing and transporting office supplies using provided boxes and crates, disconnecting and reconnecting computers and related electronics, unmounting televisions and wall art, and handling damaged items. Both buildings have internal staircases but no elevators; Building 2901 has wider staircases than Building 1902. While floor protection is not required, contractors may elect to use temporary floor coverings (such as Masonite or Ram Board) at their discretion; however, contractors are held fully accountable for any damages to walls or flooring. Detailed floor plans for both buildings have been provided as Attachments 8 and 9 to facilitate carrier planning for long carries and load zones.

Questions and Answers Solicitation FA448426Q0025 ABW/JAG Furniture Move

1. Will there be a site visit? If not, can contractors be permitted to coordinate a walkthrough of the buildings prior to submitting pricing?

No walkthrough or site visit is scheduled. Performance and pricing shall be submitted based on the Performance Work Statement and information stated within associated Attachments.

2. Do Buildings 2901 and 1902 have usable elevator access for the move areas, or should vendors assume stair carry at either/both buildings?

Both Buildings have internal and external staircases at each end. Building 2901 only has internal staircases, no elevators in either building. The staircase in Building 2901 is much wider than the staircase in Building 1902

3. Are the desks freestanding, L-shaped, or systems furniture/worksurfaces attached to panels?

Some desks are freestanding. Desks are very solid wood and will need to be taken apart.

4. Should vendors include packing/relocation of personal contents in or on desks? If yes, should they include boxes/crates?

The office personnel have already packed their personal items. There are office supplies and items that will need to be packed by the movers. Please do include boxes and crates for packing various office supplies ranging from books to pens to files.

5. The PWS lists 1-5 June 2026 and 8-12 June 2026 phase windows, while the solicitation states the performance period is two weeks after award and exact dates will be confirmed at least 7 days prior.

Performance shall take place within 2 weeks after contract award. Dates stated within the PWS will be adjusted based on the date contract is awarded.

6. Should vendors price this as two five-day phases after award using the same sequencing shown in the PWS?

Pricing shall be submitted as overall, one lump sum as stated within Line Item 0001 of the Solicitation.

7. I'm seeing over 900 pieces. What exactly do these pieces entail (desks, chairs, file cabinets)?

Attachment 2 of the Solicitation Package specifically shows Item Nomenclature and quantity of each.

8. Is this to be done in one day or over a several days?

Period of Performance shall be two weeks after contract award. Contract award dates will be adjusted.

9. Will all these pieces be emptied prior to us moving?

The office personnel have already packed their personal items from the desks and their areas. There are office supplies and items that will need to be packed by the movers. Please do include boxes and crates for packing various office supplies ranging from books to pens to files.

10. If we are moving desks, will the computers and wires be disconnected and handled by us?

Yes, the monitors, printers, telephones, wires, and all things computer related are expected to be moved by the moving personnel. The computers and wires will be disconnected and reconnected either by office personnel or the Communications Squadron.

11. The inventory list includes three televisions and 50 pieces of wall art. Does the scope of "disassembly" include unmounting hardware from wall surfaces, and does the Government require specialized electronics packing (e.g., anti-static wrap or custom crates) for the transit of the 60-inch and 50-inch televisions?

Unmounting of televisions from walls will be necessary, packaging materials will be at the discretion of the contractor.

12. PWS paragraph 8.0 states that the contractor is "not required to apply floor protection," yet also states the contractor will be "held accountable for any damages caused to the walls or flooring". Given the high volume of heavy furniture (e.g., full-sized fridges, fireproof safes, and large conference tables), would the Government prefer the contractor include the cost for temporary floor protection (e.g., Masonite or Ram Board) in the firm-fixed-price quote to mitigate this risk?

Although it is stated that floor coverings are not required, it would be the contractors discretion whether to utilize floor coverings to eliminate the possibility of damages to the floors. Damage to walls caused by the contractor will be held accountable for all repairs.

13. PWS paragraph 5.3 mentions that a "Detailed building layout" is attached. As these layouts were not visible in the public attachments, can the Government provide floor plans for Buildings 2901 and 1902 to assist in determining the length of "long carries" from offices to loading zones?

Please see attachments 8 & 9 Floor Plans of B2901 and B1902.
