About this file
This is a Questions and Answers document for solicitation FA448426Q0009 addressing local telecommunications services for Lakehurst Naval Air Station (NAS) in New Jersey. The primary requirement is for the contractor to bring Session Initiation Protocol (SIP) service to Lakehurst and convert it to Primary Rate Interface (PRI) trunks, utilizing Time-Division Multiplexing (TDM) technology rather than transitioning to commercial Business Voice over Internet Protocol (BVOIP) services. The service location is NAVAIR Lakehurst, 2501 County Road 547, Hangar 1 Lansdown1 Road, Base Telcom Office North side, Lakehurst, NJ 08733. The solicitation includes three Commercial Subscriber Lines (CSLs) sharing the same demarcation point as the PRIs, which may be incorporated into the new fiber/IP service and will serve as failover lines to three locations in the event the Government's PBX fails.
The offer submission deadline is April 10, 2026 at 2:00 p.m., and telephone services shall begin performance on July 1, 2026. While a 30-day installation requirement is recommended with cutover commencing upon contract award, offers will not be rendered ineligible if this timeline cannot be met; standard fiber provisioning typically exceeds 30 days. The incumbent contractor is Granite Telecommunications, LLC. Award will be made based on Technical Capability (meeting or exceeding Performance Work Statement requirements) and the Pricing Schedule Summary, both evaluated as acceptable or unacceptable. Offerors must complete detailed pricing breakouts for the base year and all option years using the standardized government pricing sheet, and must price Customer Service Request (CSR) and Trunking Traffic Study/Analysis Report services at Quantity 1 per year. Additional technical specifications include existing PRI programming parameters (Line Coding: b8zs; Framing Mode: esf; Protocol: ATT Custom supporting NI2, 23 B channels, and 1 D channel per PRI) and remote access via ION5600 modem.

Question 5: Regarding Section 5.8 — Circuit Extension (two (2) Off-Premises Extension (OPX) lines): The Government is respectfully asked to consider whether alternate technical solutions would be acceptable, or whether this requirement may be removed from the Performance Work Statement (PWS). Please advise.
Answer 5: No, we are not seeking an alternative solution.
Question 6: Standard provisioning and installation timelines for fiber services typically exceed thirty (30) days. Please clarify whether an offeror's inability to meet the thirty (30)-day installation requirement would render their offer ineligible for award consideration.
Answer 6: All offers submitted meeting the NLT due date 10 April 2026 at 2:00 p.m. will be accepted and evaluated accordingly. The 30 Day installation requirement is recommended, but we understand there may be delays within the cutover phase. This will not render offers ineligible.

Question 9: Base Year and Option Years sheets require offerors to breakout charges to an uncommon level of detail. The Evaluation Factors for Award state that award will be made to the offeror with the "lowest evaluated priced quote meeting the acceptability standards for Factor 1".
Recommend that offerors only be required to complete the primary pricing schedule summary.
Answer 9: Technical Capability (Meeting and/or Exceeding the requirements stated in the Performance Work Statement) and the Pricing Schedule Summary will be evaluated utilizing acceptable or unacceptable. The Breakout of pricing for the base and all options shall be utilized throughout the life of the contract.

CSRs are only mentioned in the Definitions Section of Appendix 2 of the PWS and there are no specific requirements in the PWS for CSRs. CSRs are typically provided on demand from the current carrier and only when Local Number Portability (LNP) is involved. This typically only happens during transition between carriers. Is this a valid charge currently in play on a monthly basis, and is the pricing request reflective of this process?
Answer 11: Build the price for Quantity 1 per year.
Question 12: Please clarify a monthly recurring charge request for a Trunking Traffic Study/Analysis Report. There are no specific requirements in the PWS for Trunking Traffic Study/Analysis Reports.
Answer 12: Build the price for Quantity 1 per year.
Question 13: The Price breakout is not necessarily conducive to the modernized solution provided. We could build it up that way, but it would be cumbersome and not really provide an accurate breakdown of the elements that are going into the solution, namely the Access/SIP Transport (converted to PRI), the SIP Channels (converted to PRI), and then ultimately the SRE and management of the PRI handoff device. We recommend amending the price detail breakout to reflect this.
Answer 13: Please utilize the standardized government pricing sheet provided.
