About this file
This document is a set of solicitation questions and answers for a Design Build Training contract (Solicitation Number: FA448425Q0027) issued by the Department of the Air Force Air Mobility Command. The solicitation requires an in-person training on the Design Build project process, with specific requirements for continuing education units (CEUs). Key details include a clarification that a minimum of 2.0 CEUs will be awarded, printed materials are mandatory for participants, and the training must be completed within 60 days after contract award.
The questions and answers addressed three primary topics: CEU requirements (corrected to 2.0 CEUs), participant materials (printed materials required with POC to be provided at award), and training timing (to be completed within 60 days post-award). The training is a non-personal services performance-based requirement where the contractor must provide management, tools, supplies, equipment, and labor to conduct the in-person Design Build training. Participants will be responsible for reporting their own earned credits after receiving certificates documenting the CEUs earned.

Design Build Training Solicitation Questions & Answers
Question 1: Regarding the CEU requirements shown in PWS paragraph 1.4, "The training shall also result in each student being provided continuing education hours for attending training, certificates of attendance, and credit reporting to both the American Institute of Architects and Design Build Institute of America. A minimum of 20 CEUs shall be awarded for attending training." For a 3-day course, 20-24 Continuous Learning Points (CLPs) would be awarded; however, only 2.0 to 2.4 CEUs can be awarded. A Continuing Education Unit (CEU) is calculated by dividing the total number of instructor contact hours by 10. One CEU represents 10 contact hours of instruction.
Can you please clarify the CEU requirements for this course? Also, is the contractor expected to report the credits earned, or will the participants report their credits earned after receiving their certificates?
Answer: The PWS has been corrected to reflect a minimum of 2.0 CEUs are to be awarded with training. The participants will report their credits earned; it just needs to be stated on the certificates how many they earned.
Question 2: Are printed materials required or desired for participants in the course, or will they be able to access the materials from their laptops or other devices during and after the course? If printed materials are required, please provide the shipping address and POC for the materials to be sent ahead of time.
Answer: Printed materials are required for each participant. The POC will be provided at time of award.
Question 3: The exact training dates are to be determined after award, but for planning purposes, is it the Government's intent to hold this training before the end of the current fiscal year?
Answer: The training shall be completed within 60 days after award. The date of award is not known at this time.
