STATEMENT OF WORK
Four (4) Tactical Sea Vessels and Program Manager in Support of Valiant Shield 2024
Maritime Operations in the Philippines
1. OBJECTIVE/SCOPE
1.1. The 87 CONS, Joint Base McGuire Dix Lakehurst is seeking requirements to support exercises held in the Philippines area of operations. Exercise requirements will be from approximately 1 June - 20 June 2024. Minor changes to the requirements outlined below can be expected depending on developments in the exercise scenario or injects. The United States Government personnel require contractor to be flexible and adaptive with logistical support.
1.2. Non-Personal Services and Inherently Governmental Functions:
1.2.1. Services rendered under this contract shall be non-personnel in accordance with Federal Acquisition Regulation (FAR) 37.104. Contractor personnel rendering services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Contractor personnel rendering services under this contract shall be under the direct supervision and control of the Contractor.
1.2.2. The Contractor shall not perform inherently Governmental functions as prescribed under FAR Subpart 7.5. Any performance objectives or other terms and conditions under this contract shall not be interpreted or implemented in any manner that may result in Contractor personnel creating or modifying Federal policies, obligating funds of the Government, or overseeing the work of Government employees or other Contractor personnel.
1.3 CONTRACTOR OVERSITE AND RESPONSIBILITIES
1.3.1. The contractor shall maintain sole responsibility of control and supervision of contractor personnel performing under this contract.
1.3.2. Contractor personnel must be qualified to meet the requirements of the performance work statement at the commencement of the performance period.
1.3.3. The contractor shall obtain and maintain any certifications and licenses that may be required for performance under this contract.
1.3.4. The contractor shall promptly remove or deny access to any contractor personnel whose conduct is determined by the contractor or Government site management to be inconsistent with the best interests of the Government. The contractor shall continue to perform contract services following the removal of, or denial of access to, said contractor personnel.
1.3.5.
The contractor is responsible for ensuring that all vessels are in sa�sfactory opera�ng condi�on and compliant with safety standards mandated by local laws and regula�ons.
1.3.6. Local program management capacity: chartered vessels owned/operated by local captains. Contractor will provide a highly experienced program manager (PM) who speaks Filipino dialects fluently and has extensive experience with transportation, permitting, security, and the local business culture of theater. PM will collaborate directly with owners of vessels to ensure your requirements are met based on availability of local fleets.
1.3.7. Contractor will provide on-call assistance to support USG personnel requirements for the duration of the work-up and actual exercise.
1.3.8. The contractor will facilitate crew vessel/boat availability to help with any contingencies that arise from local conditions (weather, sea state/conditions)
1.4. CONTRACT AUTHORITY
1.4.1. The contractor shall not comply with any order, direction, or request of government personnel unless it is issued in writing and signed by the Contracting Officer or is pursuant to specific authority otherwise included as a part of this contract.
1.4.2. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
1.4.3. The Contractor shall refer to the Standard Form (SF) 1449, Order for Commercial Items or SF 30, Modification identifying the applicable Procuring Contracting Officer (PCO) or Administering Contracting Officer (ACO), name and contact information.
2. PERFORMANCE REQUIREMENTS
2.1. BOAT/VESSEL REQUIREMENTS
2.1.1. Transport for up to fifteen passengers and up to 2,000 lbs. of gear/equipment from Claveria Port, to and from Calayan Sea Port, Calayan Infil will occur on 02 June +/- 1 day. Exfil will occur on 19 June +/- 1 day.
2.1.2. Boat transport for up to fifteen passengers and 2,000 lbs. of equipment from the Port of Basco on Batan Island to Itbayat and Sabtang Islands at technical point of contact’s request throughout the duration of the operation.
2.1.3. Boats to support Personnel Recovery and Search and Rescue alerts depending on certain injects within the overall exercise scenario as determined by the technical point of contact.
2.1.4. Boats MUST be capable of traveling on the open ocean to either the West or East of the specified locations.
2.1.5. Target boat size is forty feet or greater and boats MUST be able to operate with a 200-mile round trip range. Planned exercise operations will not require more than a 50 mile round trip range; however, real-world emergencies may require further movements not to exceed a total round trip range of 200 miles (100 mile radius).
2.1.6. For recovery boats, contractor shall use faster and larger vessels.
2.1.7. Boat MUST have enclosed cabin space and be able to operate at night.
2.1.8. Seaworthy and vessels suitable for the missions to be conducted by USG personnel. The contractor shall provide a capable crew to operate each boat.
2.1.9. ALL applicable local maritime authority or guidance to allow the uninterrupted work by USG personnel.
2.1.10. Coordinate and retain the vessels for the agreed upon period.
2.1.11. Cover all costs associated with chartering the vessels.
2.1.12. Crews be willing and able to insert and recover personnel from the water.
2.1.13 Be on call for the duration of the exercise to support any requirements the USG may have.
2.1.14 A total of 4 total boats will be required to fully support mission requirements;
however, all 4 will not be required for the entire exercise period. Specific requirements are outlined in section 3.
2.1.15 Vessel owner/operators will:
i. Be prepared to meet scheduled deployments and be prepared to standby if required.
ii. Sail out/back on specified days to/from sites specified by government personnel.
iii. Assist in transit with general tasks.
The USG anticipates boats will be required at the following locations:
i. Calayan Island,
ii. Batan Island
iii. Claveria
3. QUALITY CONTROL AND PERFORMANCE EVALUATION
3.1. The Contracting Officer (CO) is responsible for oversite of Contractor performance, ensuring compliance with the contract.
3.2 The CO will be responsible to track and assess contractor performance.
3.3 Government personnel may provide the CO additional feedback regarding contractor performance.
Scheduled trips:
1. 03 June (Possibly 04 June) – Infil from Claveria Sea Port to Calayan Sea Port. 2x vessels required. Once infil is complete, 2 boats will remain for the 06 June exercise.
Once the 06 June exercise is complete, only 1 boat is needed for the duration of the exercise until exfil when the second boat will be utilized to move troops back to Claveria.
2. 03 June (Possibly 04 June) – Infil from Batan Sea Port to Itbayat and Sabtang. 2x Medium sized vessels are acceptable for this movement. No more than 8 pax per boat.
After the infil, only 1 boat is required to remain at Batan until exfil when the second boat will be utilized to move troops back to Batan.
3. 06 June – 2 boats will be required for a daytime exercise at Calayan. The vessels will be positioned approximately 12-15 miles West of Calayan.
4. 06 June – 1 boat will be required at Batan for a daytime exercise. The vessel will be positioned approximately 10-15 miles West of Batan.
5. 09 June – One boat from Calayan to be positioned 10-15 miles West of the island. One boat from Batan to be positioned within 25 miles to the West of the Island.
6. 11 June – One boat/vessel from Batan heading West/Southwest within 25miles. One boat/vessel from Calayan heading West/Southwest within 25 miles.
7. 14 June – One boat/vessel from Batan heading Southeast 25miles.
8. 19 June +/- 1 day – 2 boats required for exfil from Calayan to Claveria. 1 boat required to exfil troops from Itbayat to Batan. 1 boat required to exfil troops from Sabtang to Batan.
Note:
On days where missions require operating at various locations (i.e., Calayan and Batan/Itbayat), there will be two separate pairs of vessels due to the distances between locations (i.e., boats supporting Calayan cannot simultaneously support operations at Batan/Itbaya). Given the anticipated number of passengers and gear for such occurrences, large boats are required.
