About this file

This document is a Statement of Work (SOW) for the procurement of a Remote Universal Monitoring System for the 87th Communications Squadron at Joint Base McGuire-Dix-Lakehurst. The objective is to establish a base-wide electromagnetic monitoring system that can detect and respond to unknown radio frequency emitters in real-time. The required services include the procurement of spectrum analyzers, RF receivers, and associated monitoring equipment for remote deployment, with capabilities for RF spectrum and EMI reporting, emitter survey review and safety assessment, deconfliction of possible interference issues, and spectrum allocation assessment. The equipment must be 2GIT and TAA compliant to integrate with the Air Force network. This SOW is related to a federal contract opportunity for Spectrum Analyzers, solicitation number FA448424Q0048, issued by the Department of the Air Force Air Mobility Command.

Statement of Work Remote Universal Monitoring System

87th Communications Squadron

1.0 Description of Services/General Information

1.1 BACKGROUND:

The purchase of remote spectrum monitoring receivers and software is crucial for providing proactive support and protection for spectrum-dependent mission and weapon system equipment at Joint Base McGuire-

Dix-Lakehurst. These tools automatically detect radio frequency parameters and help verify known and unknown users. They are also essential for preventing unnecessary risks caused by electromagnetic radiation emitters and identifying and mitigating interference affecting command and control spectrum-dependent systems.

In addition, we are looking for an equip, and furnish solution to ensure seamless integration and deployment of the monitoring receivers and software.

1.2 OBJECTIVE:

The objective of purchasing this system is to establish a base-wide electromagnetic monitoring system, allowing for real-time data observation and response to possible unknown emitters. The system shall incorporate the existing equipment to facilitate operator remote capabilities. The Remote CEPTOR

Monitoring System will include the following equipment and software: Control Site Upgrade, Overhead wall-mounted TV/Monitor with a 16:9 aspect ratio and minimum 42" diagonally co-located at the CEPTOR

Control Site, CEPTOR Upgraded with the Signal Classification Module, Two Remote Sites, Universal

Monitoring System (UMS400) with Panorama Scan, Antenna DC Feed, RAM Extension, five-year Standard

Warranty, CEPTOR Remote Software Package with Search and Observe, Collect Data, Calculate Spectrum

Usage, Signal Classification, HE600 Omnidirectional Antenna (20MHz - 8GHz) including all cables, adapters, antenna masts.

1.3 CONTRACT TYPE:

The resultant contract will be a firm-fixed-price, non-personal contract to purchase and procure equipment for the 87 CS. The Government shall not supervise or control the contract service provider performing the services herein. Such contract service providers shall be accountable solely to the contractor, who, in turn, is responsible to the Government.

1.4 REQUIRED SERVICES:

To ensure the successful procurement of a spectrum monitoring system at remote sites, a government contractor must deliver a comprehensive array of specialized services and address specific requirements. The following detailed services and essential tasks would need to be undertaken:

1.5 Equipment Procurement:

- The contractor will procure cutting-edge spectrum analyzers, RF receivers, and associated monitoring equipment for remote deployment.

- The equipment and associated software will have the following capabilities.

- RF Spectrum and EMI Reporting

- Emitter Survey Review and Safety Assessment

- Deconfliction of Possible Interference Issues

- Spectrum Allocation Assessment

By comprehensively addressing these multifaceted services and specific requirements, the government contractor can confidently navigate the complexities of procuring a reliable spectrum monitoring system and remote sites. The equipment the contractor will procure will be 2GIT and TAA compliant, so it can safely and securely be allowed onto the Air Force network when the software is approved to be used on the network.
