Question for LSRR Recompete

2 May 2023

Question: Is waste going to be left on site or is the contractor responsible for analytical, containment, and hauling?

Reference: PWS/SOW para 1.4.1 – 1.4.7

Answer: The Contractor is responsible for the proper handling and disposal of solid wastes and hazardous materials generated by or utilized during the course of activities.

Question: Will a staging area be set aside for the duration of each call-out?

Reference: PWS/SOW Section 01012 Special Conditions para 2.1.1

Answer: Staging areas are assigned to the contractor at pre-execution.

Question: Pricing indicates you have 1,500,000 SF of UHP and 1,500,000 SF of Chemical removal to be done: are both methods to be used and are these the correct quantities annually?

Reference: Division 2 Section 02951 para 10.1

Answer: Those quantities are estimates and will vary each round. Methods will be either high-pressure water or Chemtek’s Avion 50 NexGen Rubber Removal. Methods are dependent upon the governmental need at the time of execution.

Question: Is each call out the full 1,500,000 SF of Rubber removal?

Reference: NA

Answer: The quantity of removal will vary based on government needs at the time of execution and will be pre-disclosed to the Contractor during the planning phase with the potential variations during the course of rubber removal.

Question: Is the 25,000 of paint removal to be done with the rubber removal? Or are they separate call-outs?

Reference: NA

Answer: As with rubber removal, paint removal quantity varies depending on the needs of the airfield. Not every CLIN will be used each time of execution.

Question: Is the square footage (linear foot) for striping based on a single color or multi-color?

Answer: Multi-color, prior to each task order the government will provide an estimated square footage for each color.

Question: What is the percentage of footage for McGuire versus Lakehurst for all work?

Answer: This will vary, but historically, the majority of the square footage is executed at McGuire Airfield which has the more active airfield.

Question: It was stated that the customer does in-house friction tests. Is this to be added for contract responsibility or will this continue to be done in-house?

Reference: PWS/SOW Division 2 Section 02951 para 12.0

Answer: The contractor is responsible for friction testing per PWS. Airfield Management friction tests are conducted for in-house purposes. The ultimate responsibility of the friction test falls on the Contractor.

Question: What percentage of striping will be removed and striped versus restriping of existing?

Reference:

Answer: This will vary based on governmental needs at the time of execution. Percentages will be calculated and assigned pre-execution.

Question: Will a water source or location be provided for blast refilling?

Reference: PWS/SOW para 1.13

Answer: All reasonable quantities of utility service will be made available to the Contractor without charge. Any temporary lines and connections that may be required shall be installed, maintained, and removed by the Contractor at his expense and in a manner satisfactory to the

COR.

Question: Will a spec sheet or detail sheet be provided with tolerances, the newest codes, and any other specifications per these sites?

Answer: With the sole regard to airfield striping, any changes to specifications will be provided by Airfield Management to the COR who will provide the Contractor with any changes.

Question: Will there be a preset of times and days for operation, or will there be flexibility available?

Reference: PWS/SOW para 1.9

Answer: Rigid start date with the flexibility to accomplish in the most efficient/sensible way.

Question: Will the government accept modification requests if the cost of materials increases from the date the proposal was submitted to the date the contract is awarded and approved to commence?

Reference: NA

Answer: No, the projected contemplated contract is a Firm-Fixed Price type contract. Please ensure that the proposals submitted are valid for at least 180 days.

Question: Is there a log of submittals that are required upon award and during contract performance? Can this be provided prior to the due date of the proposals?

Reference:

Answer: No, submittals are not required for each task order awarded. However, the products and/or materials submitted with each proposal will be evaluated for technical acceptability and either approved or denied. As such, the approved products/materials will be required to be used in the performance of the task orders.

Question: Upon mobilization, may we invoice for materials that have been purchased? What documentation will you require for such?

Reference:

Answer: This may be accommodated on a case-by-case basis, however, there is no guarantee that an invoice for materials will be approved when submitted. The expectation for this requirement is for an invoice to be submitted and payment for work performed made after the job is accepted by the government.

Question: Will any specific permits need to be pulled for this project?

Reference: PWS/SOW Section(s) 1.4. and 1.4.1.

Answer: Reference above mentioned sections regarding Environmental compliance permits if applicable. The contractor should also reference any and all applicable FAA standards required by law with regard to runway and taxiway markings.

Question: Upon award, may we invoice for Payment and Performance bonds?

Answer: No due to the line item structure. The overall price for the task order and the payment and performance bonds are automatically built into the independent government estimate when the task order is built.

Question: Will our crew have restroom access at the facilities, or will we need to source a porta-potty?

Reference:: PWS/SOW para 1.15

Answer: Government toilet facilities will not be available for Contractor or subcontractor personnel use.

Question: 52.219-14 Limitations on Subcontracting is a clause incorporated into this contract.

Can you please confirm what percentage of the labor the prime must perform versus subcontractors?

Answer: Prime contractor to perform 25% and subcontractor 75%

Question: 52.228-15 Performance and Payment Bonds-Construction. Jun 2020, the language reads that the Performance and Payment Bonds must be 100 percent of the original contract price. This does not seem customary with an IDIQ contract. Can you please confirm if this is correct or will bonding be required at the level of each individual task order?

Reference: FAR 52.228-13 and 52.228-15

Answer: Payment bonds are required for any task order over $35,000; payment and performance bonds are required for any task order over $250,000 at the level of each individual task order.

Question : Can you please confirm if all paint is to be waterborne based?

Reference: PWS/SOW section 7.4

Answer: The Contractor must comply with weather limitations dependent on the type of paint base. Currently, there is no regulated preference for water or oil-based paint over the other. The paint used should be eco-friendly paint in accordance with FAA guidelines regarding runway and taxiway paint markings.

Question: Can you please confirm if onsite environmental inspections will need to be completed on all load-outs prior to waste removal from blasting?

Reference : PWS/SOW section(s) 1.4 and 1.4.1

Answer: The Contractor must reference and comply with all environmental guidelines set forth in PWS. No environmental inspections are required; however, the Government will inspect for environmental compliance at our discretion.

Question: What is done with the water from paint and rubber removal processes? When the detergent method of rubber removal is done, will the runway surface just be rinsed to the grass?

Reference : PWS/SOW para 1.4.1 – 1.4.7

Answer: Wastes shall be placed in closed metal containers, with liners when necessary, that are emptied on a regular schedule. Solid waste shall be separated and placed in individual containers in a manner that facilitates the recycling of the various categories of waste. At a minimum, cardboard and all types of metal shall be source separated.

Question: Line items include CLN #0011 Rubber removal UHP and CLN#0012 Chemical: both with identical SF #’s. do we need to price both, and will both be required to be performed under this contract?

Reference: NA

Answer: Square footage number provided is the total maximum square footage allowable and does not reflect the total square footage to be removed each round of execution; actual square footage will vary. Both CLINS should be priced, however, both are not required. The Contractor may choose their choice of removal method.

Question: How many times per year do you remove the rubber and repaint and what are the quantities for each call-out?

Answer: Twice per year typically (spring and fall), however, this could vary depending on government need.

Question: Waste and water hauling – do both need to be contained and disposed of by the contractor?

Reference: PWS/SOW para 1.4.1 – 1.4.7

Answer: Yes.

Question: Does the base require an analytical of the waste before hauling?

Reference: CONS – check with CE Environmental flight. This is something unassociated with the performance of the contract however they may track numbers for their own internal purpose.

Answer: Currently, analytical of the waste is not expected to be provided. However, if this changes due to environmental concerns, the government will make the information to all interested parties.

Question: Do you require lighted closure X’ for each runway closure?

Answer: Not required.

Question: What day so the week and times will the contractor be allowed to access the runways?

Reference: PWS/SOW para 1.9

Answer: See referenced section.

Question: What are the environmental requirements for this project?

Reference: PWS/SOW section 1.4. – 1.4.7.

Answer: See the above reference section of the PWS.

Question: How is the solid waste from removal handled and disposed of?

Answer: See the above reference section of the PWS.

Question: How is the water from the removal process handled and disposed of?

Answer: Typically, the Contractor hires a wastewater/ disposal company to come in, set up bins, and haul away wastewater. Wastewater is not permitted to be poured into the soil or run-off airfield.

Question: During chemical rubber removal is the detergent rinsed from the runway or swept and collected?

Reference: PWS/SOW para 1.4.1 – 1.4.7 & Division 2 Section 02951 para 10.3

Answer: See the above reference.

Question: What are the removal specifications for paint and rubber removal?

Reference: Division 2 Section 02951 para 10.3

Question: What are the application rates for type 1 and type 3 paint and beads?

Reference: Division 2 Section 02951 para 9.2

Question: What are the specifications for type 1 and type 3 paint and beads?

Reference: PWS/SOW Section 8.1

Answer: FS TT-B-1325, Type I, gradation A and Type III.

Question: The friction test line item is each, what is considered 1 friction test? I.e. is a before and after test considered one or two tests also is testing 1 runway considered 1 test?

Reference: NA

Answer: A single test on a single runway is 1 test. Ex: Testing RWY 06-24 before and after rubber removal would be 2 tests.

Question: The unavoidable layover line item, what does this include? Is it a delay by the base for more than a certain time period?

Reference: Division 2 Section 02951 para 12.1

Answer: See above the reference section.
