QUESTIONS AND ANSWERS

Q: Regarding the RFI cutoff (10 days prior to RFP closing date), is that 10 business days or 10 calendar days?

A: Business Days (See Amendment 01)

Q: The instructions for submission (Section L) describe formatting and number of copies to be submitted as if hard copies are required. However, the Past Performance instructions call for data entry through the PPI Tool software, which is electronic. Can the Government confirm whether it requires both printed and electronic copies of all three proposal Volumes?

A: Section L has been edited to remove the requirement to submit a CD-ROM. Companies input their past performance using the EZ-Source (PPI Tool) and email the administrator the resultant information that the PPI

Tool generates. This information will constitute Volume 2 of the offer. Also, all documents related to the offer will be submitted via email except for the bonds. Scanned copies of the bonds can be submitted by email so we will have them before the hard copies are received by email.

Q: The FBO page for the solicitation does not appear to have a link to the PPI Tool software. Will the

Government provide a valid link to download the PPI Tool?

A: The EZ-Source (PPI Tool) was added to the documents for the solicitation.

Q: Instructions to Offerors Section L -1.11 mentions Section J atacchments 13 thru 25, and in

Section J there is only Attachments 1 thru 9.

A: This section should say “(see Section J, Attachments 1 through 3).”

Q: For submission of Past Performance information, should bidders submit PP information in a separate

Volume (i.e., Word document) in addition to the electronic PPI Tool submission?

A: Only the product that is created by the PPI Tool is required to complete Past Performance Volume 2.

Section L was revised to reflect this.

Q: Section 'K'- Far provision 52.204-8 is not included, which is required to submit as per L-2.2.1.3 (SECTION

L).

A.: The required reps and certs can be found under each contractor listing in SAM (System for Award

Management). You can disregard this submission requirement.

Q: As per SF 1442 Original + 1 copy required. As per section 'L' only one original required. Please clarify how many copies required.

A: One electronic copy is required.

Q: Per Section M paragraph M-4 ON/OFF Ramp Instructions it states that the government intends to maintain a pool of 3 (three) paving contractors. Is this the intent to give the contracts to a paving contractor or is this project open for bidding.

A.: Section M was revised to remove the reference to a “paving” contractor.

Q: Section B- Supplies or Services and Prices/Cost starts on page 4 of 41 of the Solicitation. Is the

Bidder required to complete this form as part of the initial price proposal for the Seed Project? If so, what information are we to provide?

A: Leave Section B blank. The price that will be filled in on the base year and the options (Section B) will be a set maximum by the Government when the awards are made. You are only required to fill out seed project bid schedule attachment for price proposal (attachment J-3).

Q: Section D – Packaging and Marking on page 6 of 41 of the Solicitation is blank? What information is the

Bidder to provide on this page?

A.: None

Q: Paragraph 3.1 of the 6500 Area Seed Statement of Work requires the use of HDPE pipe for the sewer replacement. Section 33 30 00, Paragraph 1.1.1 allows several alternative pipe materials. Will PVC pipe that meets all the requirements of Section 33 30 00 be acceptable for this project?

A: Project SOW requires the use of HDPE Sanitary Pipe to be used.

Q: So that we may be able to determine the soil conditions, please provide us with the geotechnical report for this project.

A: No Geotechnical Report available for the project. For purpose of Proposal, CTR may assume soil to be a

Sandy-Gravel mix.

Q: Please provide us with rim and invert elevation for Manhole SMH 0581. The 6500 Area Seed Drawing does not show that information.

A: Data does not exist currently for SMH 0581.

Q: The 6500 Area Seed Drawing shows the sewer line very close Building 6501, the museum and several covered exhibit sites north of the museum. Could the sewer line be relocated away from the buildings? Can the small buildings be temporarily be relocated?

A: Determination will be made once TV Inspections are available. For the Proposal, CTR to assume that

Sanitary Sewer does not run under Structures.

Q: If by-pass pumping is required for the construction of the sewer line, where is the closest sanitary sewer manhole downstream from SMH #0579 that we would be able to use?

A: If by-pass pumping is required the next SMH is#0578. SMH #0578 is 130LF East of SMH #0579.

Q: What is the peak sewer flow, in gallons per minute, in the six inch and 18-inch lines?

A: Flow Data not available. Pipe Flow expected to be minimal.
