Airfield Concrete Panels and Airfield Asphalt

JOINT BASE MCGUIRE-DIX-LAKEHURST, NEW JERSEY

Questions asked during the site visit:

1. Does everyone need driving privileges/a flight line driver’s license?

A: Only vehicle operators. The airfield driving course is provided by the Government. All contractors who need to drive on the airfield must receive an Airfield Driver’s Safety briefing from the Airfield Management Office and must obtain the appropriate POV airfield access cones prior to driving on the airfield. The contractor shall also comply with McGuire AFB Instruction 13-213, Airfield Driving Instruction.

2. Is the funding guaranteed?

A: No it is not.

3. What percent of work will be done at Lakehurst?

A: It is estimated that 10-20% of the work will be done at Lakehurst.

4. How much asphalt work will there be each year?

A: Historically we have been replacing about 4% of the existing concrete/asphalt each year for the past 10 years.

5. Where is the access point for commercial trucks?

A: All commercial traffic coming into the McGuire or Dix Area goes through checkpoint 9 off of Saylor’s Pond Road. All commercial traffic coming into the Lakehurst area goes through the commercial gate (before the main entrance).

6. When is concrete sealer used?

A: It is used on an as needed basis.

Questions submitted in writing:

1. Box 13b of the Solicitation states no bid guarantee is required. Is this true no bid bond is required?

A: No bid bond is required. Bonding for individual task orders is covered under question 17.

2. In offer item # 0017 the unit of measure states square yards. Should this be square yard inches?

A: Yes it should be Square Yard Inches (SYI) This will be addressed in the line item detail.

3. In offer item #0019 the unit of measure states lot. Should this be man hours?

A: Yes It should be man hours. This will be described in the line item detail.

4. In offer item #0006 the item is demo concrete/asphalt and restore. What is the depth of concrete/asphalt and what are we to restore it to? Concrete/asphalt, topsoil & grass?

A: This item corresponds to SOW Part 1, para. 1.3 B Demolition of concrete or asphalt and the units should be CY. Restoration is to existing grade with established turf.

5. Are you sure you have the right Davis Bacon Wage Rate determination? You have building determinations I believe this falls under a highway determination NJ1.

A: The corrected Wage Determination will be attached.

6. Is there any chance I could get a copy of the Sign In Sheet from the site visit.

A: The sign in sheet and handout from the site visit are included as an attachment to this document.

7. Please confirm that FFP stands for Fixed Firm Price.

A: Confirmed.

8. Each proposal item has 2 activities. Are we to provide unit price for each that we will added together to provide the “ESTIMATED NET AMOUNT”?

A: Price according to description of work in SOW Part 1. Para 1.3.

9. Specifications state demolition (item #0006) to be by the SYI, proposal is by SY. Please explain.

A: Item 0006 should be CY, not SY.

10. We assume that Item #’s 0001, 0002, 0014 and 0015 include the excavation and removal of existing unsuitable material. Please confirm.

A: Yes, it includes removal of existing material.

11. Item #0017 Milling and Dispose partial depth does not specify the actual depth. Will there be an addendum providing a specified depth for the milling?

A: Price is in SYI so depth is not required for pricing. This will be addressed in the line item detail.

12. Item #0015 Replace Base Course Material, 4” thick quantity is in SY but the specifications say it will be paid for by the CY. Which is it?

A: For this item, the unit of pricing is SY of Base Course Material 4” thick.

13. Please confirm that spall repairs require 4500 psi concrete and slab replacement require 4000 psi concrete.

A: Spalls and slabs shall have same strength concrete at 4000 psi.

14. The Section 1.4 details the engineering duties required. Will the contractor/engineer have to design the concrete reinforcement for the slab replacement?

A: This is not anticipated but may be required on a task order basis.

15. Will prime and tack coat be required for and be included in the price for the asphalt items (0012 and 0013)?

A: Yes

16. Do we have to submit Past Performance Questionnaire’s for all of the subcontractors we intend to use?

A: No

17. Are there any Bonding requirements needed from our bonding company?

A: 40 U.S.C. chapter 31, subchapter III, Bonds (formerly known as the Miller Act), requires performance and payment bonds for any construction task orders exceeding $250,000. The contractor shall furnish all bonds or alternative payment protection, including any necessary reinsurance agreements, before receiving a notice to proceed with the work or being allowed to start work on the subject task order.

18. Does the unit price include: Overhead/Profit/Bonding/Supervision/ Airfield Training, etc. .. if so is everyone going to bid it that way?

A: The unit price should include these items.

19. "Under Sections 52.222-6 and 52.222-5 on Wage Rates & Wage Determination: It is our understanding that, Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation issued) on or after January 1, 2017. Would you please confirm that this solicitation is covered by this Executive Order, and as such, the contractors must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year?"

A: Per the Department of Labor: "The requirements of the EO apply only to certain categories of contracts with the Federal Government, and only to contracts that are "new" on or after January 1, 2017. The categories of covered contracts are identical to those covered by the Final Rule implementing EO 13658, Establishing a Minimum Wage for Contractors (Minimum Wage EO), except that the Final Rule implementing EO 13706 applies to certain contracts with the U.S.

Postal Service. Under the EO and Final Rule, the paid sick leave requirements apply to a new contract that is: (1) a procurement contract for construction covered by the Davis-Bacon Act (DBA); (2) a contract for services covered by the Service Contract Act (SCA); (3) a contract for concessions, including any concessions contract excluded from coverage under the SCA by Department of Labor regulations at 29 CFR 4.133(b); or (4) a contract in connection with Federal property or lands and related to offering services for Federal employees, their dependents, or the general public. The regulations do not apply to contracts for the manufacturing or furnishing of materials, supplies, articles, or equipment to the Federal

Government that are subject to the Walsh-Healey Public Contracts Act. The Final Rule only applies to contracts, or portions of contracts, with the Federal Government performed within the United States (defined as the 50 States and the District of Columbia)."

20. "Under the flow down clauses, it includes clause,52.229-3 for Federal, State and Local Sales and Use Tax. Would you please confirm all permanent materials are tax exempt, or if the Contractors are to include the cost of all federal, state, county and local sales taxes on permanent materials; that records of payment of these taxes are to be kept by the Contractor and turned over to the Owner at the completion of the project and that there will be no reimbursement made to the Contractors for any tax refunds issued on the permanent materials incorporated into the work?

A: Please follow FAR 52.229-3(b)(1)

21. "Please confirm that the individual Project Schedules must be based on Primavera Enterprise products P6 release 7.0 and that no other scheduling platforms are acceptable?

A: Any commercial scheduling platform is acceptable for this project.

22. Would you please confirm the Government review time for all Administrative and product submittal packages will be 14-calendar days?

A: Yes, the government will complete submittal reviews within 14 days.

23. Would you please confirm that any asbestos, lead, petroleum contaminated soil or other hazardous materials encountered will be considered to be out of scope and addressed as an unforeseen condition?

A: Yes, except as specified in the general conditions portion of the statement of work.

24. Would you please confirm any required security / airfield escorts will escorts be provided by the Government?

A: No escorts are provided. As stated in the solicitation when airfield access is required the Contractor must comply with all AF, FAA and local guidance. The contractor must adhere to the Installation Entry Control Procedures provided in the solicitation at "J-5_JB-MDL_SFS Appendix". All contractors who need to drive on the airfield must receive an Airfield Driver’s Safety briefing from the Airfield Management Office and must obtain the appropriate POV airfield access cones prior to driving on the airfield. The contractor shall also comply with McGuire AFB Instruction 13-213, Airfield Driving Instruction.

25. Under Site Safety and Health Officer (SSHO), please advise if, as long as they are qualified, the SSHO may also act as the Project Superintendent and the CQC Manager during the task order construction phase?

A: Yes

26. Would you please advise if the Project Superintendent can also act as the Quality Control Manager and the Site Safety Health Officer on task orders?

A: Yes, but a third party independent testing laboratory is required for QC sampling and analysis.

27. Would you please confirm that Rapid Pass for facility access will be used for the duration of the Project?

A: We are not sure what you mean by the term "Rapid Pass" as it normally refers to the Red Cross online health system and an optional emissions testing program for the state of Virginia.

Please refer to appendix "J-5_JB-MDL_SFS Appendix" of the solicitation for details on accessing Joint Base McGuire-Dix-Lakehurst.

28. Would you please confirm if the Contractor will be entitled to an equitable adjustment as a consequence of price escalations resulting from tariffs such as have recently been imposed on steel and aluminum. This adjustment would also apply to crude oil and other related material increase?

A: It depends. This matter is covered under FAR 52.229-3(c).

A: Duplicate of question #28.

30. In order to more accurately determine the cost for Indirect and General Conditions to be applied to each CLIN, we require the anticipated dollar value of awards by year. Can the Contractors rely on award of all CLIN's and their respective quantities for each year listed? If not, please provide the anticipated dollar value of awards by year?

A: Please refer to Site Visit questions #2, 3, and 4 of this document.

31. Would you confirm the project will not disturb more than 5,000 square feet, storm water discharge controls in accordance with Section 438 of the Energy Independence and Security Act of 2007 are not required?

A: Storm Water Pollution Prevention Permits are not anticipated, and have not been required for similar work in the past, but could be requested under CLINs for Surveying and Professional Engineering services if the need arises.

32. On the pricing schedules, would you please confirm that only the total for each CLIN line item is required to be written in and not the individual unit price?

A: The bid schedule contains an area for the unit price as well as the total and both must be filled in.
